11. What’s Going on in Catalonia?

Abstract:
On 1 October 2017, Catalonia held a referendum on independence from Spain. Catalonia, in the northeastern corner of Spain, has a population of seven and a half million. With Barcelona as its capital, it is a cultural and economic hub. Previously, in early September, the Catalan parliament had approved the self-determination referendum law to regulate the vote. At the behest of the Spanish government, which considered the law unconstitutional, Spain’s constitutional court suspended it and the referendum. But the Catalan government moved ahead anyway. In turn, the Spanish authorities took action to prevent the referendum, including arresting several Catalan government officials. The police action provoked widespread protests in Catalonia.

Abstract:
India adopted a democratic parliamentary constitution in January 1950. This constitution enumerates all fundamental civil and political rights irrespective of religion, caste, language or region. However, in practice these rights are denied to religious minorities and low caste and out caste Hindus called Dalits. The Muslims being the largest religious minority have faced more discrimination than any other minority. Their religious cultural identity has been under pressure and they are underrepresented in the parliament or state assembly. The rise of Hindu revivalist movements under the BJP has made the Muslims more vulnerable to Hindu extremism and intolerance. Pakistan has raised the issue of India’s atrocities in Kashmiri at the international level. It supports the Kashmiri struggle for political and civil rights and their right to decide on their own about their political future. The UN and the international community must restrain India from resorting to “state terrorism in Kashmir”.

Abstract:
As we survey the world today, we find the nuclear landscape to be more uncertain and precarious than it has been at any time since the end of the Cold War. In recent years, Russia has taken to routinely rattling its nuclear saber—publicly embracing the value and utility of nuclear weapons while rejecting further nuclear arms control efforts—in an effort to intimidate its smaller neighbors and to test European unity along the North Atlantic Treaty Organization’s (NATO) periphery. North Korea’s expansion and diversification of its nuclear arsenal and associated delivery platforms, combined with Kim Jong-un’s penchant for provocation, has raised the risk of nuclear coercion and undermined confidence in current deterrence approaches. Meanwhile, nuclear competition between Pakistan and India continues to grow, spurred on by Pakistan’s now-open acknowledgment of a range of “tactical” nuclear weapons as part of their “full spectrum deterrence.” And China, unabashed in its desire to assert greater regional dominance, is modernizing, diversifying, and hardening its nuclear forces while simultaneously enhancing complementary capabilities in space, cyber, and advanced missile systems. Over a quarter century past the fall of the Berlin Wall, nuclear dangers appear to be growing rather than receding, contributing to an increasingly complex security environment

Abstract:
This report is the Chair’s Summary of a colloquium on the theme of reconciling self-determination and territorial integrity, “Models of Self-Governance as Tools to Promote Peace and Stability in Europe,” which was held in Triesenberg, Liechtenstein, from March 20-22, 2016. The report conveys key points from the discussions among academics, experienced mediators and diplomats, aimed at considering new and innovative ways of thinking about self-determination that do not equate it with independence or secession, in particular, in the context of ongoing conflicts in the Organization for Security and Cooperation in Europe area. The meeting was held in collaboration by Liechtenstein Institute on Self-Determination at Princeton University and the Permanent Mission of Liechtenstein to the United Nations.

Abstract:
The Philippines has a long history of armed conflicts caused by various factors, including poverty, lack of social justice, continuing HR violations and impunity, discrimination, and non-recognition of the right to self-determination. In spite of this long-standing situation of conflict, only a few CSOs focus directly on supporting peace and peace processes. This can be attributed to the fact that Filipinos’ major concerns, especially in rural areas, are focused more on day-to-day survival and family- and community-related issues than larger national issues. They cannot immediately associate or see the link between their present issues and concerns and the peace process. In addition, there is also a lack of information and knowledge about the peace processes taking place in the country. The intention of this mapping is to identify possible key leaders and organisations in an attempt to ascertain how they perceive the ongoing peace negotiation between the GPH and NDFP, and to identify key issues in the conflict-affected areas that can influence the GPH-NDFP peace process. The research also seeks to ascertain what these leaders/organisations recommend should be done to sustain the peace negotiation and maintain their own interest in and willingness to commit to reviving, revitalising and sustaining a national peace movement that is supportive of the GPH-NDFP peace process.

The postponement of parliamentary elections in Egypt, scheduled for March 2015, marked a setback in the country's democratic political process. Electoral politics are effectively on hold. Meanwhile, Muslim Brotherhood supporters have adopted a violent confrontational strategy toward the state, secular opposition parties are increasingly ineffectual, and voter fatigue remains a serious dilemma. In "To Vote or Not to Vote: Examining the Disenfranchised in Egypt's Political Landscape," the Atlantic Council's Sarah El Sirgany assesses the electoral environment in Egypt. She examines voter apathy, particularly the sort fueled by marginalization and disenfranchisement, and explains the deterioration of the Islamists' electoral gains and the rising trend within the Muslim Brotherhood of eschewing electoral participation in favor of violent confrontation. She also outlines the challenges that secular parties face.

Ukraine's economy is flagging. But a Ukrainian economy, integrated with the rest of Europe and by extension, the world economy, is essential for the country's political stability and its ability to withstand Russian aggression. While the international community is yet to develop a large-scale macro-economic assistance program on the order of the Marshall Plan, the US government can utilize existing programming through its development agencies to provide an immediate positive jolt to the private sector economy in Ukraine.

Russia is at war with Ukraine. Russian citizens and soldiers are fighting and dying in a war of their government's own making. Russian President Vladimir Putin continues to deny Russian involvement in the fighting, but the evidence is overwhelming and indisputable. Drawing upon open source information, Hiding in Plain Sight: Putin's War in Ukraine provides irrefutable evidence of direct Russian military involvement in eastern Ukraine.

20. A Tale of Two Villages: Kinship Networks and Political Preference Change in Rural India

Abstract:
This paper develops a theory on how voters form and change political preferences in democratic developing world contexts. In the developing world, where state institutions are often weak, voters tend to be more focused on the competence and capacity of parties and candidates to deliver benefits. Such information may be difficult to ascertain, so voters must glean information from how candidates conduct themselves during the electoral campaign. Voters use kinship networks to develop more accurate preferences by collectively reasoning through newly available information on candidates. In order to demonstrate these claims, this study analyzes data collected on political preferences and kinship networks in two villages just before and after the campaign period during the 2011 Assembly election in the Indian state of West Bengal. The paper finds very strong kinship network effects on changes in issue preferences and vote choice over the course of the campaign and explains the results through qualitative work and a series of network autoregressive statistical models. In sum, this paper demonstrates how voters develop independent preferences and implement political change, even in low information contexts with weak human capital.
