Abstract:
After more than a week of negotiations in Shepherdstown, W.Va., the "working draft" of the Syria-Israel peace treaty reported in yesterday's Ha'aretz notes only one area of seemingly irreconcilable difference between the two parties—over the scope of the demilitarized zone separating the two sides. As currently worded, the text neither rules in nor rules out an Israeli withdrawal to the "June 4, 1967, lines." The draft reflects a document much more detailed than a Camp David-style framework accord or an Oslo-type Declaration of Principles but still far short of a full-blown peace treaty. In tone and wording, it is a throwback to the Egypt-Israel peace treaty, with few improvements and even several drawbacks from that two-decade-old document.

Abstract:
While Israeli Prime Minister Ehud Barak and Syrian Foreign Minister Faruq al-Shara are talking peace at Shepherdstown, the fighting in south Lebanon still goes on. Last time the two leaders met in Washington in December, the party was almost spoiled after a stray shell fired by South Lebanese Army (SLA) gunners hit an elementary school in the Lebanese village of Arab Salim, wounding twenty-four children. Residents of Israel's northern settlements anticipating Hizballah's wrath had to spend the night in their bomb shelters. Only after Israel's prompt apology, describing the incident as "an unfortunate mistake," did Hizballah, breaking with its usual pattern, agree not to retaliate by firing katyusha rockets at Israel's north.

Abstract:
With Syrian-Israeli peace talks underway in Shepherdstown, W.Va., media attention has focused on the shape of a possible peace agreement and the potential for U.S. financial assistance to the parties. Virtually no attention, however, has been paid to the principal legal obstacle in the way of U.S. aid to one of the two putative peacemakers: Syria's place on the State Department's list of countries recognized as "state sponsors of terrorism." It is generally assumed that Syria will "do what it takes" within the context of making peace with Israel to earn its removal from the State Department's list, or that Washington will, in the framework of peace, find enough in Syrian efforts to merit Damascus's decertification as a terrorist-supporting state. In this environment, the potential rises that U.S. antiterrorism efforts will be blurred to fit an emerging Syria-Israel political reality.

At the threshold of a new century, NATO needs a new purpose. A NATO maintained solely as a hedge against an uncertain future (including a possibly resurgent Russia) will become increasingly marginal to the interests of its members. A shift in emphasis to defending common global interests risks magnifying discord among Alliance members. Instead, NATO's purpose should now be to extend security and stability to all of Europe. This will require placing more emphasis on the ability to conduct crisis management operations in the region and taking practical, visible steps to keep the door to NATO membership wide open.

The United States has spent over $3 billion addressing the nuclear proliferation threat from Russia since the Soviet Union collapsed in 1991. Programs managed by the Departments of Defense, Energy, and State have helped safeguard Russia's enormous stockpiles of nuclear material, dismantle nuclear-tipped missiles, and keep nuclear scientists employed in Russia and out of other nations' nuclear programs.

Abstract:
To address drug proliferation and trafficking in the context of non-traditional security threats and to try to find ways out of the potentially explosive situation, the Carnegie Endowment for International Peace sponsored a meeting of representatives of the five Central Asian states, Russia, Azerbaijan, Turkey, the United States, the United Nations Drug Control Program (UNDCP), the Organization for Security and Cooperation in Europe (OSCE), and the Aga Khan Development Network, held in Bishkek, Kyrgyzstan in May 1999. This paper analyzes the situation in the region based on the conference proceedings and aims to raise international awareness of the seriousness of the problem. It also advocates the need for a concerted effort within the region and without to help these countries fight this evil.

Abstract:
We at Carnegie believe that it is beyond question that we are living in a world of very fundamental change in the meaning and the relevance of national borders; in the relationship of governments, not so much to each other, but to other entities that are capable of governance, particularly internationally and especially private business and non–governmental organizations; and even to the meaning of national sovereignty. All that is the premise that underlies a major thrust of our work here in the Global Policy Program. It is also pretty clear to us that a principal, if not the principal, driving force of this change is the information and communication revolution and the accompanying mass of information, in its new form, that we are coming to call transparency as a political phenomenon. We also think that there are pretty good reasons to believe that the advent of high resolution commercial imagery is going to be another quantum leap in this revolution. And so it was natural for us to think that it would be useful to try to organize a meeting where we could examine the possibilities and the consequence of this emerging technology in some detail, both with respect to the implications for particular sectors? national security, environment, human rights, et cetera? but equally with respect to the effects on governance on political relationships, on difficulties or advantages that will be posed on the relationships between governments and media as well as other non–governmental actors. All of these issues, as you can see from the program, are on the agenda today.

Abstract:
To contain Soviet-led communism and, secondarily, to prevent a militarily resurgent Japan, Washington established a network of alliances, bases, and deployments throughout East Asia after World War II. By the 1990s the Soviet Union had imploded, China had become a reasonably restrained international player, and other communist states had lost their ideological edge. At the same time, the noncommunist nations had leaped ahead economically. Despite such momentous developments, however, U.S. policy remains fundamentally the same.

Abstract:
Since 1992, the Japanese economy has been utterly stagnant, with signs of weak performance at every turn. Since 1997, Japan's economy has experienced negative growth, a situation unprecedented in the postwar era. Most large Japanese corporations have engaged in extensive restructuring during this period, which has in turn contributed to 4.8 percent unemployment—higher than rates in the United States. Further, in 1998, the closure rate of small companies (3.8 percent) exceeded the start-up rate of new business ventures (3.7 percent).
