Good morning, ladies and gentlemen. It is a real honour for me to be here today to address you on the complex subject of European Defence: Vision and Realities. I am grateful as ever to Bertel Heurlin and David Munis Zepernick for arranging this chance to discuss with you European defence at what is a crucial moment. Last time I was here I spoke a lot about visions, so today, as you will hear, the emphasis will be on realities rather than visions.

Abstract:
The past ten years have seen the steady escalation of attempts to securitise the EU which, for good or for bad, are now beginning to succeed. Across Europe the EU is fast becoming a convincing reason for groups to mobilise in protest and action - from Copenhagen to Nice to Gothenburg the EU has become a synonym for 'threat'. As this paper will explore, the securisation of the EU is occurring as it begins to be represented as a threat to ontological security, and eventually existential security, in the lives of Europeans and non-Europeans. But how best to think about the European [security] Union as it attempts to balance the headline security concerns of conflicts on its border with the structural security concerns of its citizens. This thinking involves questioning the very nature of the security the EU is attempting to secure through a series of reflections on the many dimensions of security, the ontopolitical assumptions of differing metatheoretical positions, and finally arguing the need to desecuritise the EU.

Abstract:
Intra-state conflicts are not a new phenomenon. Since 1945 they have been more frequent and more violent than inter-state warfare (SIPRI-UNESCO Handbook, 1998: 13-25). With the end of the Cold War these tendencies exuberated following mostly in the lines of ethno-national and separatist-armed conflicts, bringing a significant shift in the perception of security issues and alternative approaches to it, especially in Europe. In particular, the changing dialogue of sovereignty, identity and security and international responsibility appears to be increasingly significant. Considering that the prepositions in IR depend on both empirical validity and logical soundness a theoretical exercise on the case of intra-state conflicts questions the validity of the traditional state developed concept of security. The path is open for new interpretations and understanding of normative, operational and structural issues in contemporary world politics.

This paper is an attempt to trace the link between processes which are usually bundled under the label “globalisation” and the eroding state monopoly of legitimate violence. In a nutshell, I will claim that globalisation has the dual effect of displacing politics and of diffusing authority, there by diminishing the state's legitimacy and capacity to monopolize violence respectively.

Abstract:
While the instruments of war, including the weaponry, are surely important, one of the timeless verities of war is that it is fought by people against other people. It therefore matters how armies are raised, as this has, among other things, an impact on the loyalty, “morale” and fighting spirit of the troops, hence also on the military power available to the State. The choice between a militia structure, universal conscription or professionalization (or even privatization) also has implications for civil-military relations and may thus have a (beneficial or detrimental) impact on state-building.

Abstract:
This monograph considers the impact of humanitarian action on recent armed conflicts. The proposition that humanitarian initiatives fuel conflict has been an important element of the critique of international responses to war-related need, constituting indeed a fundamental challenge to the humanitarian imperative. Concern about exacerbating conflict through humanitarian action may also reduce the flow of resources from donors to aid agencies. But the connection can also be positive. The view that humanitarian action can and should be designed to promote peace has influenced the programs of agencies operating in complex emergencies.

Abstract:
In recent years, the concept and strategy of targeted sanctions imposed by the United Nations Security Council under Chapter VII of the Charter of the United Nations, have been receiving increased attention. Practitioners and analysts generally agree that better targeting of such measures on the individuals responsible for the policies condemned by the international community, and the elites who benefit from and support them, would increase the effectiveness of sanctions, while minimizing the negative impact on the civilian population. The considerable interest in the development of targeted sanctions regimes has focused primarily on financial sanctions, travel and aviation bans, and embargoes on specific commodities such as arms or diamonds.

4409. "Déjà vu all over again?" Why Dialogue Won't Solve the Kashmir Dispute

The intensification of a long-standing dispute between India and Pakistan over the state of Kashmir has become the cause of international concern. The stakes for these nuclear-armed rivals are high. Each views Kashmir as the validation of its national ideology; each fears that giving it up will result in serious domestic turmoil. Moreover, each country has plausible legal arguments for its claims along with a long history of grievances. The deep differences over Kashmir that divide the two countries have so far proven intractable, and following September 11 the movement toward confrontation accelerated. There has never been a more urgent need for international attention to Kashmir. While diplomatic engagement seems necessary for a resolution of this dispute, past results indicate that simply pressuring the two sides to talk may be disastrous. In order to avoid such results, any effort to intervene in this dispute must be undertaken with an awareness of how it evolved, why it has been so difficult to resolve, and what kinds of solutions to it might realistically be pursued.

4410. Japan's Uneasy Citizens and the U.S.-Japan Alliance

Since the end of the Cold War, U.S. and Japanese policy-makers have successfully reaffirmed the U.S.-Japan security alliance. Yet, even as they have done so, a series of events has revealed a deeper ambivalence in Japan about the terms of the alliance. These events began with the 1995 rape of a school girl in Okinawa by U.S. servicemen, focusing attention on the social costs to residents of hosting U.S. forces. In 1999 came North Korea's launch of a missile over Japan, raising doubts among many Japanese about their alliance partner's ability to protect them. Most recently, the outcome of the 2001 sinking of the Ehime Maru training ship by a U.S. nuclear sub seemed to many to sacrifice Japanese citizens' interests to those of the U.S. military. Taken independently, these developments may seem temporary set-backs to policymakers, but together they suggest that there is increasing impatience among Japan's citizens with the way the alliance is managed. This disconnect between the public and policymakers could, if untended, have serious implications for the U.S.-Japan alliance.
