A strong U.S.-Japan security alliance remains in dispensable to the interests of both partners in East Asia and beyond. Through strategic cooperation, both formal and informal, the United States and Japan can achieve international objectives that would otherwise be out of reach. Bilateral cooperation also contributes to the kind of stable, predictable relations on which the increasingly interdependent economies of the East Asian region depend.

Abstract:
Any government in Tehran will be inclined to seek weapons of mass destruction (WMD) and missile delivery options given the realities of its strategic environment. These weapons might help Iran to deter potential external threats, to achieve equality with other major regional powers armed with WMD, and to attain self-reliance in national security, given the isolating experience of arms embargoes. A more pluralist leadership in the future, however, may examine broader choices and trade-offs, and perhaps be less likely to cross key thresholds in WMD acquisition. In any event, Iran's WMD behavior is likely to be determined by both external factors, mainly the availability of crucial components, and internal factors, including calculations of costs, risks, and benefits. Among the benefits, psychological factors, such as prestige, will play an important role. Other important factors that might well shape Iran's WMD behavior include developments in Iraq, relations with the United States and other Gulf states, Israeli-Palestinian relations and the future price of oil.

The rise of the digital economy reignites debates over the transformation of production in industrial economies. For several decades, analysts attempted to describe the central features of the next economic epoch with labels like the knowledge, information, or service economy. The conventional argument claimed that just as an agricultural economy gave way to a manufacturing economy, an industrial economy was giving way to a service economy. Hence, their arguments went, industrial production was of diminishing importance.

The Carter Center's decision to bring together human rights and pro-democracy activists from all regions of the world was based on the idea that it would be valuable to generate a picture of the state of global democracy and human rights movements. The late U.N. High Commissioner for Human Rights, Sergio Vieira de Mello agreed that in order to determine how the United Nations could support democratization and improvement in human rights conditions at the national level, he wanted to hear the views of those who are close to the action, those who work on the “frontlines of freedom.” Though situations differ according to local circumstances, it is important to watch for trends and assess progress as well as challenges that lie ahead. In the pages that follow are a selection of the pressing concerns of some of the world's most dedicated individuals who are truly betting their lives on the idea that universal freedom can be built law by law, case by case, community by community.

As we enter 2003, the Israeli-Palestinian context is defined by a series of inter- related phenomena: a continuing loss of Israeli and Palestinian lives; political turbulence (and some convergence) in Israel; progress, after much debate, on the question of reform and Chairman Arafat's leadership; a factional struggle for dominance of Palestinian popular politics; devastation of the Palestinian economy, and a lesser but still damaging corrosion of the Israeli economy; and public attitudes on both sides defined by the concept of “tactical hawks, strategic doves”—but with trends showing a worrying erosion of support for peaceful solutions. The international context is defined by growing consensus on substantive issues among international, Arab, and some U.S. officials; some remaining tactical and presentational differences within this group; a rise of anti-Semitic and anti-Arab attitudes; and uncertainty about the consequences of regime change in Iraq. The combination—alongside President Bush's decision to publish the Road Map following the confirmation of the new Palestinian Cabinet—potentially represents a turning point.

In 1992, The Carter Center hosted a conference for Global Development Cooperation. The purpose of the conference was to identify specific and practical ways to improve development cooperation on a global scale. President Carter and United Nations Secretary-General Boutros Boutros-Ghali co-chaired the event, which convened world leaders, development experts, and representatives from donor institutions, developing nations, international organizations, nongovernmental organizations, private foundations, and the private sector. In the ensuing decade, the need for improved development cooperation was central to the formulation of strategies designed to reduce human suffering and narrow disparities.

Abstract:
An Afghan Blitzkrieg? Sept. 11, 2001, transformed Afghanistan even more than it did America. The pariah state which harbored Osama bin Laden, and was the base camp for his al Qaeda network, immediately became the focus of the U.S. war against terrorism. The Afghan campaign began amid dire warnings of the dangers historically faced by foreign interlopers in the country that was center stage of central Asia's “great game” during the 19th and 20th centuries and that would become the first battlefield of an even greater one during the first year of the 21st. The experience of the British and the Soviets was held up as an example of what fate potentially awaited any American intervention in Afghanistan. A year later, such warnings seem overstated. Al Qaeda's camps in Afghanistan have been destroyed, the Taliban ousted, and an Afghan Transitional Government rules in their place. Meanwhile, life for the average Afghan is a considerably less nasty and brutish affair than it was a little over a year ago — all in short order and at a relatively low cost in human life. Such successes notwithstanding, the Afghan campaign is not yet over. It has not been without failings, some of which may return to haunt ongoing operations there. Similarly, some of the methods used to achieve this success, while effective in the short term, may yet prove polemical.

Abstract:
When the united states began airstrikes in Afghanistan in October 2001, U.S. planes were threatened by Stinger missiles that had been provided to the mujaheddin by the United States in the 1980s. Since at least the mid-1990s, the use of legally exported U.S. weaponry to bomb and burn Kurdish villages in southeastern Turkey has been documented. Turkish forces have also used U.S.-supplied light weaponry in specific human rights violations, ranging from torture to indiscriminate firing on civilians.
