Abstract:
The purpose of this paper is to compare a neorealist perspective on security issues with new perspectives on the subject that have gained ground since the end of the Cold War. The neorealist perspective privileges the state as the object of reference of security policies, while guaranteeing its political survival is seen as their ultimate aim (which implies, at the very least, to preserve an institutional control over a given territory). In turn, the main threats to the survival of the state are essentially foreign military threats, represented by the regular armies of neighboring states. Therefore, military arsenals provide the most effective means to cope with those threats.

Abstract:
This working paper assesses the impact of the Uruguay Round Agreements of multilateral trade negotiation (MTN) on Mexico and determines the priorities of business and government for an upcoming round of MTN. It draws on secondary sources as well as interviews with business organizations representing Mexico' most important export industries and import-competing sectors. It proceeds as follows: the first section gives an overview of trade polity reforms since 1982; section two covers Mexico's regional trade agreements with special emphasis on the North American Free Trade Agreement; the third section provides and outline of Mexico's current trade policies; the fourth section consists of an assessment of the costs and benefits of Mexico's current World Trade Organization commitments' the fifth sections sets out the views of government and business on a new round of MTN; and the sixth section concludes.

A free market that controlled the number and type of arms available to states and to non-state actors on the basis of their financial means and technological capacity would breed insecurity and stimulate un- necessary military spending. Rules are needed to regulate military capacities, but questions abound. What kinds of rules are needed? How should these rules be applied? As is the case with the provisions of the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC), these rules could apply equally to all parties, and be universal and uniform in their application.

3694. On the Frontline of an Epidemic: The Need for Urgency in Russia's Fight Against AIDS

AIDS is a global threat that affects us all. Its destructive reach extends far beyond the sphere of public health, threatening social stability, economic performance, and national security. The United States has struggled with HIV/AIDS for over 20 years. At least 440,000 Americans have died from AIDS -related conditions, many more than would have if American political leaders had acted early in the 1980s to confront the epidemic in its initial stages. Over time, however, the commitment of the U.S. government to prevent the spread of HIV and treat people living with HIV/AIDS produced remarkable results. New infections have dropped from 150,000 per year to 40,000 per year, and AIDS -related deaths have been cut in half.

3695. Turkey at the Crossroads on Iraq: A Test Case for US-Turkey Relations

Abstract:
While the Iraqi crisis has served to help define America's position on the world's stage, especially pertaining to trans-Atlantic relations and the West-Islam axis, Turkey's position on Iraq will similarly have a lasting effect on that country's relations both with the West and with the Islamic world. The Turkish government's ambivalent stance towards the Iraqi crisis (first siding with the US position, then deciding to remain on the sidelines in accordance with a legislative decision based mainly on domestic concerns) seriously strained Turkish-American relations. This strain must be addressed, as it is now clear that neither side can take the decades-old, deep-seated ties for granted. As the Iraqi crisis proved, Turkey should not overestimate its strategic geographical location as a guarantee that will ensure America's continuing interest in Turkish concerns. On its part, the US should avoid the patronizing position that was evident in the run-up to the Iraq war. Especially, as the leading supporter of Turkey's fight against the PKK, America should be more attentive to its ally's special concerns and engage in consistent consultation with the Turkish government on Iraq while avoiding any “knee-jerk” reactions or unilateral acts. It is also important that Turkey's economic recovery program should continue to be backed by Washington. As a Middle Eastern country and a long time ally of the US, Turkey's views on the rebuilding of Iraq should be taken into account, especially while anti-Americanism in the area remains strong.

Abstract:
Analyzing the area of our interest and its economic perspective requires us to take a step back into the past and conclude that history repeats itself. Traditionally, this has been the area of trade, communication, as well as war. The last fifty years, up until the disintegration of ex-Yugoslavia, represented the longest period of peace in this region of different cultures, nations and history. In ex-Yugoslavia, these differences did not represent a limiting factor, and therefore the transport of people as well as goods was free and unlimited. Although the state borders existed, in the legal sense they were not of great importance. We can say that people living in this region were both geographically and economically directed towards each other. However, economic differences were present, and Croatia ranked as the second most developed state of ex-Yugoslavia (after Slovenia).

Abstract:
Did the U.S. and Russian governments both know that, when Russian commandos stormed Moscow's Dubrovka theater in October of 2002, the Chechen terrorists inside it had already agreed to release several of their hostages, including U.S. citizen Sandy Booker? Booker's fiance, Svetlana Gubareva, says that the answer is Yes. Booker and Gubareva's 13-year-old daughter, Sasha, both died in the tragedy; Gubareva was also taken hostage but survived.

Abstract:
The recent upheavals in the Kremlin, including the resignation of Aleksandr Voloshin as President Vladimir Putinís chief of staff, could portend major changes in the Kremlinís policies on Chechnya. Voloshin was known as a key architect of those policies and especially as a political ally of Akhmad Kadyrov, whose inauguration he attended in person last month. Conversely, the so-called ìsilovikiîó—the hard-liners of the military and secret police establishment, widely seen as the winners in the latest Kremlin faction fightó—have often been hostile to Kadyrov, whom they see as unreliable.

Abstract:
Many of the Chechens who have disappeared in “zachistki” security sweeps are still alive in Russian captivity, in the view of human rights activist Kheda Saratova. The head of the Vozvrashchenie (“Return”) foundation told correspondent Aleksandr Kolesnichenko of Novye izvestia that the organization has assembled more than a thousand individual case files. Vozvrashchenie was created only a month ago in Grozny, for the purpose of finding as many of the kidnapped as possible.

Abstract:
The purging from Chechnya's government structures of sup porters of the main opposition candidates in the recent election has apparently intensified since October 5. Marina Perevozkina of Moskovsky komsomolets reported in an October 21 article on her conversation with Salavat Gebertaev. He is the mayor of Urus-Martan, which lies southwest of Grozny, and was one of the leaders of the movement for the Urus-Martan district to secede from Dudaev's jurisdiction in 1994. Dudaev's army stormed his town four times. When Maskhadov came to power, Gebertaev was sentenced to death and for some time hid abroad; after returning he survived an assassination attempt that he believes was organized by Maskhadov's circle. “It would seem,” suggested Perevozkina, “that Moscow should be relying on precisely such people in Chechnya. But Gebertaev is a relative and friend of Malik Saidullaev [who tried to run for president against Kadyrov]. On top of that, he committed a terrible crime: He received from Saidullaev and distributed some 500 wheelchairs and 2,000 crutches. Because of this the head of the district administration told him on the day after the election: “From now on we will not work with you.”
