As war with Iraq becomes imminent, U.S. military readiness takes center stage. Concerns about readiness focus not only on our ability to successfully attack Iraq but on our ability to defend U.S. forces against an enemy regime that, if its existence is threatened, could have every incentive to use weapons of mass destruction. In any war with Iraq, military experts worry most about attacks with chemical and biological weapons. They have reason to worry, given the U.S. military's lack of preparedness for such attacks.

Newly elected President Roh Moo-hyun campaigned on a plat-form of revisiting the security relationship, and he has attempted to adopt the role of mediator between America and North Korea.

Abstract:
Polls should not be used to make policy whether the issue is sending troops into battle or shoring up Social Security. They are too crude for that purpose. That said, policy makers need to be aware of what the public is thinking. That is what this collection is designed to do. We are very grateful for the cooperation the pollsters have given us in making this collection possible. The document is a work in progress. We began putting it together in late September 2001, and we have updated it weekly, adding new sections as new issues have arisen. With 14 national pollsters in the field on a regular basis, the polling environment has become very competitive. The different ways that pollsters approach a topic and the responses they receive are often useful in understanding what Americans are thinking.

The distinction made in Indonesia and elsewhere between political Islam (also called Islamism) and cultural Islam puts into sharp relief the reality that in many parts of the Islamic world communities subscribing to the "five pillars" of Islamic practice also live in syncretism with traditions that can be traced to centuries-old pre-Islamic traditions. Like Christianity and many of the world's other religious traditions, the spread of Islam was due to its ability to accommodate not abolish local tradition.

This summary is drawn from discussions held from August 4 to August 8, 2002 in Aspen, Colorado, building on the background research prepared for the participants. For four consecutive days, the Aspen Strategy Group and its guests examined the nexus of bio-logical security and global public health, focusing on national preparedness for biological attack and for new naturally occurring biological dangers, as well as global preparedness to address extreme biological dangers faced by much of humanity. The ensuing summary draws out the pol-icy recommendations from this dialogue, thereby omitting much of the detail and factual exchanges that were also extremely beneficial to all the participants. The participants were a distinguished group, and a list of them follows. They benefited from a thought-provoking and insightful set of papers, to be found in the subsequent sections of this publication.

Abstract:
South Asia may be halfway around the globe from the United States, but in the age of the Internet and globalization, what happens there—as the September 11, 2001, terrorist attacks by al-Qaeda tragically underscored—can affect all Americans. The challenge to U.S. policy over the medium term (through 2010) is to design and implement a stable and sustained approach that will solidify bilateral ties with three of the key countries of the region—India, Pakistan, and Afghanistan—and give the United States an opportunity to influence major regional developments. This report assesses the strengths and weaknesses of India, Pakistan, and Afghanistan and recommends how U.S. policy can best take advantage of the opportunities while addressing the dangers that they present. Success in dealing with South Asia will require sustained and highlevel attention, sensitive diplomacy, a realistic view of what is possible, and, especially with Pakistan and Afghanistan, investment of substantial resources.

The United Nations Office on Drugs and Crime (UNODC) is not a law enforcement agency. We do not manage informants, undertake surveillance or analyze criminal intelligence but we do coordinate and deliver technical assistance to countries to develop and strengthen these skills. This is our role in the war against drugs. To help us in South Eastern Europe we employ law enforcement officers in the field.

The immediate reaction had involved a special issue of The World To day, published in October 2001, and researchers had given numerous media interviews and commentaries, but there was a strong feeling that '9/11', as it soon came to be called, demanded a more measured and analytical response .
