Abstract:
The present anthology offers a comprehensive and balanced analysis of the challenges facing the European Union and the EU member states in their efforts to strengthen the European Security and Defence Policy (ESDP). The following chapters have been selected to provide the reader with a broader understanding of the central issues affecting the further development of the ESDP. Taken as a whole, the anthology offers an overview of the emerging ESDP and the central challenges facing it. Considered as a reader, the anthology comprises nine chapters offering updated and detailed analytical treatment of subjects ranging from security strategy, via military capabilities and intelligence cooperation, to the challenge of thinking about 'homeland security' in a European context.

For the second time, the Algerian president, Bouteflika has been elected president. He has now another five years for restoring the economy and for demonstrating that the army and the security forces no longer will be the hidden puppeteers of politics. The Algerians are asking themselves whether Algeria is on the way to further democratization after the sacking of the influential army Chief, Lamari. This Brief discusses whether there is a possibility of withdrawal of the army to the barracs due both to Bouteflika\'s and the army\'s wish to getting closer to the EU and to the US.

Abstract:
In preparation for the expected Danish membership of the UN Security Council in 2005 DIIS organised a conference to discuss how to strengthen African conflict prevention and management capacities and make the most of Denmark's Africa Programme for Peace. This brief sums up some of the main ideas which were presented at the conference. The discussion bore witness to the complexity of the issue and the tremendous tasks ahead facing the African regional organisations, and made it clear to this author that Denmark has to prioritise its efforts to a few areas where it can make a difference in the two years of its expected UN Security Council membership.

Abstract:
Over the last decade, water scarcity has increasingly been coupled with international security. Hitherto, the focus of concern has been transboundary water resources and international efforts have been devoted towards establishing institutions for cooperation on the management of such transboundary water resources. Such efforts appear to be successful in mitigating potential conflicts and therefore need to be sustained. At the same time, however, several observers point to the risk that local water conflicts will increase in numbers and intensity. This calls for improved understanding of the nature, extent and social, economic and political implications of such local water conflicts as well as better understanding of how to achieve effective water governance, i.e. a legislative, institutional and regulatory framework which promotes equitable access to and environmentally and economically sound management of water. These are some of the conclusions emerging from a Danida-funded study carried out by DIIS on Conflict Prevention and Mitigation in Water Resources Management, which are further expanded in this DIIS brief.

Abstract:
Karl Deutsch's "security community" approach which defends that development of mutual relations between societies rather than states will be beneficial, suggests that the increase of communication and displacement possibilities between social sectors allowing the elaboration of common values. largely contributed to this comprehension. This approach insists that establishment of mutual confidence between similar societies is important to assure peace. This kind of cooperation has also contributed to the formation of an opponent, enemy or "the other". In the actual complex interdependence system, those who are defined as the others are threatening the security of societies. Deutsch's approach which offers several important clues regarding the assurence of confidence between societies, when applied to the relationship between different societies rather than similar ones, could help reestablishing security societies.

Abstract:
This study examines the formation, evolution and consequences of the US-Japan post-war security relations. Since the end of World War II, the close US-Japan security relationship has benefited both nations. Japan relies on the US for protection from outside attacks by either conventional or nuclear forces. In turn, under the terms of the security treaty, Tokyo lends military bases on Japanese soil to American forces. In this context, Japan has been able to concentrate on rebuilding its economy with relatively little concern for its own defense. But both Tokyo and Washington have begun to reassess their security requirements in view of changing global threats in the post-cold war era.

3537. Better Safe than Sorry: Applying the Precautionary Principle to Issues of International Security

The strategic condition of the world is characterised by the fact that pre-emptive military action may be necessary. This condition is based on the realisation that legitimate national governments have lost their monopoly on the use of force while determined individuals and groups of individuals can lay their hands on weapons with which they can inflict huge, even irreversible damage to entire societies. Assuming that preemptive military action is here to stay and we should be determined not to let it escape democratic control. This paper seeks the procedures and checks that should be in place if pre-emptive military action is to be firmly embedded in democratic practices and institutions. To that end, it reviews the application of the precautionary principle in the environmental and food safety domains and assesses whether the procedural checks and practices used there can also have their utility in the international security domain.

This report carries out an assessment of the European measures and practices implemented within the scope of the Schengen borders regime after the terrorist attacks of 11 September 2001 in the United States. In particular we look at: the re-introduction of border checks on the basis of Art. 2.2 of the Schengen Convention, along with the plan to put protestors under surveillance and deny entry to suspected troublemakers; and the policies on intrusive surveillance through the use of biometric technologies and databases , as well as the controv ersial EU/US bilateral relations on the transfer of Passenger Name Record information (PNR).

The six-party negotiations on the Democratic People's Republic of Korea's (DPRK) nuclear programs, held in Beijing in August 2003, concluded with nothing more than the expectation that the six participating nations would meet again—no time or place was announced. Meanwhile, North Korea threatened to escalate tensions further by testing a nuclear device, while the US remained undecided about how to proceed.

3540. The Evolving Dialectic Between State-centric and Human-centric Security

Abstract:
This paper makes three main arguments. First, a critique of both the traditional state-centric approach to security and the more recently articulated human-centric approach suggests that each is necessary but not sufficient to address the contemporary security agenda. Second, there is however conceptual and empirical evidence that shows there is an evolving dialectic between these two approaches which is producing new thinking about security. The dialectic is between two referent objects, the state and people, between internal and external threats to these referent objects and between the various military and non-military means for enhancing the security of each. The dialectic also involves causal and constitutive connections between these elements. The final argument is that this evolving dialectic suffers from a number of problems, not least of which is the difficulty of achieving a balance between the two approaches on any given security issue. Nonetheless, in principle a dialectic between the state-centric and human-centric approaches offers a promising way of addressing the contemporary security agenda of state, trans-state and intra-state security issues and the connections between them.
