1621. Protecting Children in Armed Conflicts as a New Imperative of International Peace and Security

Abstract:
One may say that there is no clearer mirror on the soul of who we are than the reflection of how we treat our children. The horrors that are being visited on children in more than thirty conflicts around the world today are a shadow over our collective conscience. The most conservative estimates suggest that in the past decade more than two million children have been killed in armed conflict. Three times that number have been seriously injured or permanently disabled. Millions of others have been forced to witness and even partake in terrible acts of violence. Hundreds of thousands of children continue to be exploited as child soldiers, and tens of thousands of girls are being subjected to rape and other forms of sexual violence. Abductions of children are a more common and widespread enterprise than ever before. And, since 2003, over fourteen million children have been forcibly displaced within and outside their home countries, and between 8,000 and 10,000 children are killed or maimed every year as a result of landmines.

Abstract:
The concept of Responsibility to Protect (R2P) is relatively new to many Southeast Asians, who have traditionally relied on the state for security and therefore faced a sense of hopelessness when such protection was lacking. While the state represented the only institution ensuring human security for the masses in the past, civil society organisations (CSOs) and non-governmental organisations (NGOs) have today emerged as indispensable non-state actors campaigning for humanitarian interventions in situations where the state has failed in the provision of human security. Indeed, CSOs and NGOs are playing crucial roles in advocating and championing the cause of R2P despite encountering extensive obstacles, which range from an overwhelming sovereignty- conscious mentality, and an exploitation of cultural pretexts such as Asian values on the part of the state for a justification of its apathetic attitude toward R2P, to a lack of awareness among the people about the significance of R2P to their own security.

1623. The trade-off between Innovation and Defence Industrial Policy

Abstract:
The paper investigates the trade-off between innovation and defence industrial policy. It presents an agent-based simulation model calibrated for the Norwegian defence industry that compares different policy scenarios and examines the effects of a pending EU market liberalization process. The paper points to two main results. (1) It finds that a pure scenario where national authorities focus on, and provide support exclusively for, either a) international competitiveness or b) national defence and security objectives, is more Pareto efficient than a corresponding mixed strategy where policy makers simultaneously pursue both international competitiveness and defence and security objectives. (2) Under the conditions of the new EU liberalization regime, it finds that a stronger and more visible trade-off will emerge between international competitiveness and national defence and security objectives. 1624. Piecing It All Together: Why the Arms Trade Treaty must regulate parts and components for weapons and military equipment

Abstract:
Modern weapons and military equipment cannot be made or maintained without parts and components that are sourced and traded around the world. Without regulating this trade alongside the trade in complete weapons, it will be impossible to reduce the impact of irresponsible arms transfers on human rights, security, and development. Between 2008 and 2011, the global trade in parts and components was worth at least $9.7bn. This vast stockpile of weapons parts ranged from high-end components for aircraft to parts for small arms and light weapons. Weapons are assembled from components sourced from all corners of the world–frequently from countries without any effective arms transfer controls. Without global regulation of the trade in parts and components, it will be impossible to effectively regulate any part of the arms trade, as companies will be able to circumvent the rules by shipping weapons in pieces from multiple countries around the globe. The Arms Trade Treaty represents a unique opportunity to regulate the specialised parts and components used in the arms trade and, indeed, will be fatally flawed if it does not do so.

Abstract:
Ever since the first warnings of drought and poor harvests in Africa's Sahel region emerged in late 2011, vulnerable communities in many areas of the region have been threatened by a looming food crisis. That crisis is now real, and 18.4 million people in nine countries are vulnerable to its impact. Food stocks have already run out for some communities, and are running dangerously low for others. Support to protect lives and livelihoods is urgently needed as the crisis becomes an emergency.

1626. Entrepreneurship in Postconflict Zones

Abstract:
Economic development is a critical component of promoting stability and U.S. security interests, particularly in conflict and postconflict zones. Reviving institutions and rebuilding an economic base are among the first priorities after fighting ends and reconstruction begins. According to the U.S. Agency for International Development (USAID), negative economic shocks of just 5 percent can increase the risk of a civil war by as much as 50 percent in fragile environments. Additionally, donor assistance, which can account for 20 percent to as much as 97 percent of a country's GDP, is unsustainable in the long term. Building local business capacity and supporting homegrown entrepreneurs can help curb this risk. Research from Iraq has found that labor-generating reconstruction programs can reduce violence during insurgencies, with a 10 percent increase in labor-related spending associated with a 10 percent decrease in violence. And as Shari Berenbach, director of the Office of Microenterprise Development at USAID, argues, the development of “private enterprise is an important stabilizing force,” particularly for countries suffering from the political uncertainty and civil unrest that often characterizes the postconflict period.

Abstract:
The 2011–2012 crisis in Syria offers a painful reminder of the international community's limited ability to prevent and halt large-scale human rights violations. As the number of casualties in the country continued to rise, the United Nations Security Council (UNSC), the main international body responsible for maintaining peace and security, struggled to appropriately react. For over a year and despite more than nine thousand documented deaths, the UNSC remained deadlocked, and it eventually managed to issue only weak presidential statements and, in April 2012, dispatch a small team of monitors to bolster a faltering ceasefire. During the same period, however, the UN Human Rights Council (UNHRC) showed significant signs of revival and effectiveness. Intended to be the centerpiece of the UN's human rights machinery, the UNHRC had—since its founding in 2006—been dubbed by diplomats a “leper of the UN system.” It was known for passivity in the face of human rights crises and for the polarized dynamic between countries of the global North and South.

Abstract:
The risk of conflict in the South China Sea is significant. China, Taiwan, Vietnam, Malaysia, Brunei, and the Philippines have competing territorial and jurisdictional claims, particularly over rights to exploit the region's possibly extensive reserves of oil and gas. Freedom of navigation in the region is also a contentious issue, especially between the United States and China over the right of U.S. military vessels to operate in China's two-hundred-mile exclusive economic zone (EEZ). These tensions are shaping—and being shaped by—rising apprehensions about the growth of China's military power and its regional intentions. China has embarked on a substantial modernization of its maritime paramilitary forces as well as naval capabilities to enforce its sovereignty and jurisdiction claims by force if necessary. At the same time, it is developing capabilities that would put U.S. forces in the region at risk in a conflict, thus potentially denying access to the U.S. Navy in the western Pacific.

1629. From Private Security to Public Good: Regulating the Private Security Industry in Haiti

Abstract:
Haiti, like many countries, relies heavily on private security companies to protect people and property. However, while the private security industry has a vital role to play in stabilizing the country, it has long functioned without effective government oversight. Haiti's security sector reform (SSR) process has begun to address this shortcoming. The paper analyzes the current state of the private security industry in Haiti and the legal framework under which it operates, and makes recommendations for how a reformed legal and regulatory regime can guide the next phase of its development, based on interviews with owners and agents of private security companies, industry associations, senior Haitian police personnel, United Nations (UN) planners and parliamentary leaders. The paper concludes that genuine consultation and partnership between the government, industry and civil society is required, if SSR programs in Haiti and elsewhere are to successfully marshal private resources towards the public good.

1630. Yemen: Enduring Conflicts, Threatened Transition

As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.
