Abstract:
The Arctic is continuing to warm three to four times faster than the global average and the sea ice extent is declining precipitously during all months of the year. Due to these trends, shipping activity in the region has expanded significantly over the past two decades. This brings new challenges to maritime safety, sensitive ecosystems, and local people.

Abstract:
Health is the integrative function of biologic/ecologic systems, civil structures, economic forces, and health care capacity. While interactions are complex, there is a simple (if poorly recognized in policy) biological reality: health is an ecological phenomenon. Health depends on a functioning biosphere. As the biosphere is altered by anthropogenic climate change, the fundamental sources of human health are at risk. Climate change is a healthcare emergency. While this is true globally, the Arctic is warming four times faster than the global average which puts Arctic populations who are already at special risk, at further risk. Climate-related changes are impacting Arctic citizens’ health now. Arctic populations’ health is already negatively impacted by several pre-existing features: Existence of multiple adverse determinants of health (social, economic, educational, infrastructural factors that directly impact individual and population health). Distance from definitive medical care. Provision of care in rural environments faces inherent barriers (roadless areas, wide variations in EMS capacity, distance from urban tertiary care medical and trauma centers) that impact populations. Medical staffing considerations and demands. In communities already medically underserved, the burdens of high expense, frequent staff turnover, extraordinary demands on local providers, lack of training opportunities, and insufficient pipeline-building educational experiences impact health systems and their patients. Imposed economic forces which have had direct impact on subsistence cultures, increasing stressors on already underserved communities causing cultural disruption and increasing risk of negative social determinants of health (including substance use and suicidality). Alaska Native populations have responded to climate-related changes with leadership. Driven by the intimate knowledge of the environment that subsistence living requires, Alaska state and local tribal organizations detected, studied, and documented the impacts of climate change more than 10 years ago -- and yet few policy-based solutions have been enacted.1,2

American and allied export controls have been successful in slowing the advance of China’s equipment for semiconductor chip production. Chinese players have been increasingly cut off from a global industry where customer-client interaction is essential. The US and its allies should continue with the controls and subsidies they have in place but expanding them further, as some advocate, would be excessively punitive.

Abstract:
Throughout history, on several occasions, technological advances have driven fundamental changes in the defence sector. The increasing availability and technological dependence led to the redefinition of pre-established functions, the modification of the main missions, and even the rearticulation of traditional values ​​of the military institution. From this perspective, the article aims to answer the following question: in what way did the Project for the Integration of Female Personnel in the Line of Military Warfare Education (PISFLEMB) promote innovation in the Brazilian Armed Forces? It is argued that the participation of women in a traditionally male institution is responsible for generating organizational innovation, both in values and conduct. Data will be collected through official documents and primary sources as modelled for analysis of military innovations. The study is distinguished by the understanding that innovations in the defence sector are an opportunity for transformation and a stimulus for changing patterns of conduct.

This paper analyzes the rise of VK Company and the creation of its super app to increase state surveillance and the dissemination of propaganda in Russia. The app is on its way to combining social networking and services related to healthcare, education, and e-government under one roof. Western policymakers need to be aware of why and how the Russian state is pushing its citizens to use such domestic services. Only then can they counter the use of data generated by such services in facilitating the state supervision and control of society.

Western governments appear to fear that China is an ­innovation power­house on an almost unstoppable path to dominating ­future technologies. This is quite a turnaround. Only a few years ago, Western policies were crafted on the assumption that China was a copycat incapable of innovation. A focus on Intellectual Property theft as the Chinese “sin” that drove China’s technological development led many in the West to miss what I have identified as the “Five Virtues” that have made China the innovation powerhouse it is today. China’s future success is not ­in­evitable, however, but dependent on a delicate policy ecosystem.
