1. “Under One Tree”? Exploring Pastoral, National, and International Approaches to Humanitarian Action

Abstract:
Although resilience is an inherent component of pastoral systems, it must be adequately supported through effective national and international policies, programs, and approaches. However, to date the evidence provided by pastoralists and organizations working with pastoral populations suggests that international and national humanitarian assistance is rarely provided in ways that are truly helpful for pastoral communities to protect their livelihoods. This synthesis report brings together the findings from the first phase of a three-year research project exploring how humanitarian action — comprising early warning, anticipatory action, and emergency response — can be more attuned to the needs, perspectives, and approaches of pastoral communities in the dryland areas of the Greater Horn and Sudano-Sahel. The main outputs from Phase 1 are three desk studies examining humanitarian action from three perspectives: the views of the pastoralists, national governments, and the international community. This synthesis report reflects upon the cross-cutting learning and key themes and considers the implications for humanitarian action in dryland areas.

Abstract:
African Risk Capacity, with the support of the United Nations Office for the Coordination of Humanitarian Affairs, has designed an anticipatory insurance product to support farmers in the drought-prone regions of Malawi and Zambia. The anticipatory approach is innovative because the insurance pays out when forecasts predict a drought, rather than after drought-related losses and damages have occurred. This report explores the potential costs and benefits of the insurance product and proposes a framework for monitoring and evaluating these factors once the product is implemented. Costs and benefits are assessed with an economic model, supported by qualitative data collected from key stakeholders. The results of this research are intended to assist government decision-makers by providing insights into potential challenges and successes associated with the product’s implementation. Additionally, the research may offer a useful framework of considerations for the expansion of this initiative to other countries.

Abstract:
Following Ghana’s announcement that an Internaonal Monetary Fund (IMF) program was being sought to help the country go through the current economic downturn, a domesc debt exchange program (DDEP) was announced. As the DDEP progressed it became obvious that many old-age pensioners with bond investments were going to be adversely affected. This led to pickeng by some of those affected at the Ministry of Finance. Many who joined were of the view that should their funds be included, their health will be adversely affected. Though the full details of Ghana’s program with the IMF would not be known for a while, it is accepted that it will aim to address the current macroeconomic imbalances and aempt to promote sustainable economic growth. This will require the implementaon of measures that ensure fiscal and monetary reforms and prudent debt management. Such reforms either reduce subsidies or increase taxes which invariably increase the cost of living. This disproporonately affects people on a fixed income such as the elderly. In a country like Ghana where there isn’t a social safety net for the elderly, and with the cost of chronic disease medicines on the rise this could have an impact on the quality-adjusted health years (QALYs) of this segment of our population.

4. Precedents, Instruments and Targets that the Fed Has Used to Create and Support a Postcrisis Global Safety Net

Abstract:
Much has been made of the Global Safety Net that has been put into place since the Great Financial Crisis but the distributional effects of some of the Fed’s strategies are still shrouded in mystery. In supplying bailout funds at below-market terms to uninsured creditors of firms and governments that were economically insolvent, the Fed reinforced the implicit expectation that megabanks are free to take on high levels of risk and benefit from the upside while being protected from any serious downside. An important example of this is the role of currency swaps. By extending its “temporary” dollar swap lines with other central banks, including the European Central Bank, “until further notice” the Fed broadcasted its intention to act as the financial world’s “liquidity provider” of last resort. The “liquidity” support provided by the Fed to megabanks through cross-border lending in fact acted as subsidies, the costs of which were borne by ordinary US citizens. This is just one piece of an unacknowledged game plan of building global strategies of crisis prevention and crisis management based on misdirection and piles of bullsh*t.

The U.S. safety net has many moving parts. Redistributive transfers are made in cash and in kind, often come through regulation, and are implemented by multiple levels of government. Arrangements related to health care and health insurance are particularly complicated, as low‐​income households must navigate eligibility for free care, Medicaid, subsidized coverage, and employer‐​provided coverage.

Abstract:
People turn to each other to get through difficult times, to celebrate life events, or simply to ease daily living. Humanitarian assistance usually provides support only when there are large-scale crises that affect whole populations. What do people do when humanitarian assistance is not provided, when only one or a few households are affected? And when humanitarian assistance is provided, how does it affect these systems of mutual support? Established systems of mutual support (informal social safety nets) evolve to organize reciprocal support and make that support more predictable. This report examines the nature of these mutual support systems in selected communities in North and South Darfur, Sudan. Through research conducted in these communities, we explore how a full menu of these social safety nets operate, the functions they serve, who benefits, and the obligations on community members. The informal social safety nets (SSNs) identified in this study varied somewhat from one community to another, but were largely the same across all communities, regardless of state or livelihood specialization. These SSNs operate as coherent webs that support social connections and norms, providing social and practical benefits as well as immediate emergency assistance when needed. SSNs depend on relationships and trust to function and are governed by shared norms. We have seen that SSNs can also restore broken trust and violated norms. The conflict in Darfur violated norms and disrupted many relationships, and therefore undermined the SSNs that depended on them. However, some SSNs have played important roles in reconciliation.

7. Behavior Change in the Face of Disaster Risk Finance

Abstract:
Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. We sought to answer two questions in this Conversation Starter: Does the presence of DRF or similar mechanisms cause behavior change in people covered and if so, how? What role does risk communication play in DRF and behavior change? Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken,

COVID-19 jolted the American economy — and it caused at least 30 million Americans to lose their jobs or have their working hours curtailed by April. The speed and volume of those suddenly un- and under-employed has been unprecedented, and it has resulted in a remarkable amount of stress on the nation’s social safety net. SNAP and other safety net supports administered by state governments struggle to meet the needs of millions of people. Some state online applications systems are so poorly designed that applicants remain stuck trying to access support weeks and months after beginning the application process. What can state human service administrators and policymakers do to build accessible intake and application systems? How should we re-design the safety net? Read the brief to better understand how to create a safety net that is people-centered, tech-enabled, and aligned with private benefit systems.

This paper investigates the disincentive effects of public transfers on subsistence producers in Botswana. Comparative statics analyses indicate that public transfers would not affect farm production when profit and utility maximization decisions are recursive, with the profit maximization decision made first. However, when such decisions are interdependent, public transfers would lead to a reduction in farm output. Empirical results reveal that social pensions have impacted positively on cultivated area, but have had no impact on cereal yields and output. However, government food rations have impacted adversely on cultivated area, yields and output; they are a disincentive to crop production because they are relatively more sizable, consistent and certain. This, it is argued, is because food packages are directly substitutable for subsistence crop production. Therefore, public policy in Botswana should consider moving away from food to cash transfers to minimize such disincentive effects.
