Abstract:
Iran’s protest scene is evolving and has become more complex and demographically encompassing since the late-December 2017 widespread riots known as the Dey Protests. Economic problems, government mismanagement, and ethnic, labor, sectarian, and environmental issues have driven distinct and overlapping demonstrations, but they have not cohered into a unified protest movement capable of overthrowing the regime. Although the Iranian protest movement does not remotely threaten the regime, an evolved protest scene will undoubtedly shorten the life span of the Islamic Republic.

32. The Arab Revolutions Seven Years On: The State of Social Movements in Egypt and Syria

Abstract:
Social movements in Egypt and Syria played a central role in sparking the 2011 revolutions. Yet, despite their profound influence both before and during these critical moments of popular mobilization, they have since been sidelined. In Egypt, the role of social movements has been severely diminished because of the now-restricted political sphere, which has become increasingly inaccessible since the 30 June 2013 revolution and the subsequent military intervention. In Syria, civil society groups and political movements have become less important as a result of the militarization of the revolution, which the Syrian government successfully transformed into armed conflict. This policy paper, which is based on various research papers conducted under the Arab Research Support Programme, provides insight on social movements in these two countries, three main factors that affect a movement’s ability to mobilize communities and that help explain how social movements are affected by increased state repression. These include movement’s ability to understand the changing political context and shift strategies and tactics accordingly; organizational structure and flexibility; and patterns of repression and oppression by the state. This paper finds that social movements grow or decline depending on the strategies chosen to navigate given political contexts, as well as their ability to organize and appeal to a wide audience. For social movements to succeed, they must also be cognizant of a community’s unique characteristics and strengths. This includes its collective memory and fears, dynamics of cohesion and integration, and its historical relation with authoritarian regimes. Understanding these dynamics is essential for a movement to expand and to grow sustainably, especially as tensions rise within a community.

33. The Impact of the Human Rights Movement in Tunisia: Between Legislation and Practice (2010-2016)

Abstract:
This paper addresses the role of the human rights movement in Tunisia in influencing state legislations and practices. It also attempts to tackle a shift from largely monitoring and denouncing rights violations prior to the January 2011 revolution to participating in drafting bills and lobbying for policy reforms that could reduce these violations. The human rights movement was not isolated from what Tunisia experienced in the years following the 2011 revolution, which resulted in massive realignments of social and political structures and practices with a heightened awareness of the importance of human rights and the need to continue the struggle to demand and enjoy them. This new climate witnessed a change not only in terms of the scope of the demands put forth by the human rights movement but also regarding the means and mechanisms it used to achieve these demands, which at times succeeded but ended in failure some other times.

In contrast to the bottom-up Arab revolutions that took place over the past decade, the revolutionary processes currently underway in Saudi Arabia that aim to change the economic and social fabric in this conservative kingdom are driven top-down by Crown Prince and acting ruler Mohammad bin Salman from his palace in Riyadh. Bin Salman has a great deal of work to do, and it is to be hoped that his plans for changing the nature of the Saudi society and economy are more successful than several of his regional actions, led by the boycott of Qatar and the war in Yemen. In addition, it is doubtful whether the kingdom itself has the available capital and the know-how necessary to push the reforms forward. The Saudi revolution will need political and economic help from the West, because its failure will certainly have regional and international consequences. Success will require the younger generation in the kingdom to scale back its expectations and become accustomed to more austere living conditions. At the same time, Bin Salman will have to find ways of persuading foreign leaders and investors that his internal purges were designed to combat corruption and to devise means of moderating the internal pressures created by the reforms. Otherwise, both the potential achievements of the revolutionary reforms and regime stability itself are liable to be jeopardized.

Abstract:
This article argues that, while initially constrained by U.S. Cold War policies both in the Americas and in Asia, China’s 1949 Communist Revolution could finally have a transformative impact on Latin American Chinese overseas community after the Cuban Revolution opened up new avenues for socialist influence in Latin America. By using new archival sources and interviews, we will analyze this changing impact by highlighting the intertwined layers of shifting power structures with a specific focus on the Chinese community in Cuba.

Russia experienced its revolution late in the game. By that time, most Western countries had already gone through coups and industrialization and promptly rejected feudal rules and practices. Most importantly, they had had enough time to resign themselves to their revolutions and their consequences and national scars left by any upheaval had healed. Moreover, countries and peoples are – if not proud – not ashamed of the past events. In terms of historical memory, revolutions are often reconciled with national archetypes.

In the Annual Presidential Address to the Federal Assembly, President Vladimir Putin placed special emphasis on the idea that the anniversary of the February Revolution and the October Revolution is “a good moment for looking back on the causes and nature of these revolutions in Russia. Not just historians and scholars should do this; Russian society in general needs an objective, honest and deep-reaching analysis of these events”. Indeed, history is a great teacher giving us a variety of cases and making us draw numerous lessons. However, we need to learn from our experience and apply our knowledge to specific circumstances and particular landscape for these lessons to be more than just a tribute to the memory of the events. We must learn from our historical, political, and social errors and contribute to the state’s development.

Abstract:
In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

After four years of being unable to travel to see my home and family in Damascus during what Syrians refer to as “The Crisis,” I am now visiting them for the third time in recent months. The political chaos that swept the country between 2011 and 2015 created high levels of uncertainty about who might be perceived as a threat to the regime, while the deteriorating security conditions elevated the risk of kidnapping and blackmailing. Although for an outsider, the situation does not seem to have become any safer, Syrians, particularly in Damascus, have learned to adapt to the current situation and find a sense of stability in the chaos.
