Abstract:
The prospects for exploring seabed minerals, specifically rare earth elements (REEs) have risen courtesy technological innovations in the field of deep-sea exploration. REEs are identified as a group of 17 chemical elements in the periodic table, found relatively in abundance in the Earth’s crust. They share similar chemical and physical properties and are of vital use in a variety of sectors, including by military manufacturers and technology firms. The largest subgroup within the REEs are the 15 lanthanides. The two other elements being scandium and yttrium. Based on quantity, the lanthanides, cerium, lanthanum, and neodymium are the most produced rare earths elements. These elements earn the distinction of being ‘rare’ for their availability in quantities which are significant enough to support viable economic mineral development of the deposits. However, from a cost-effective point of view, they are not consumable. It is not economically viable to extract these elements for consumption purposes since they are not concentrated enough and remain thinly dispersed as deep as 6.4 kilometers underwater

This report sets out what the Wellcome Trust and Bruegel have learned from a project to simulate a negotiation process between the UK and EU to create a post-Brexit research and innovation agreement. Our negotiating scenario assumed that the UK had left the EU with a withdrawal agreement, and that the negotiation was taking place during a ‘standstill’ transition period.

Abstract:
US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

The December 1, 2018, arrest of Huawei chief financial officer Meng Wanzhou, and the arrest of another Huawei employee in Poland, come on the heels of a series of escalating measures—or measures under consideration—by governments in North America and the Pacific Region to restrict the use of Chinese-manufactured telecommunications equipment. Such measures are now increasingly under consideration in Europe, as well, with major implications not only for the international profile of companies such as Huawei, but also for the construction of advanced communications infrastructure throughout much of the world.

Abstract:
Information has become a valued commodity in this age of globalization. Information centers all over the world are now better equipped to manage information due to advancement in Information and Communication Technologies (ICTs). In this context, Institutional Repositories (IRs) provide a unique platform for information management through new ways of Information Storage and Retrieval (ISR) and digitization. The awareness regarding Open Access Publishing (OAP) and attitudes of IR users are very important contributing factors in success of any institutional repository. The paper is an attempt to highlight the necessary role of IR in building the academic capabilities of research scholars in South Asian region. This paper focuses on perception evaluation of research scholars regarding IR in terms of awareness, and availability of IR. A questionnaire based survey method has been employed to collect data from research scholars. It has been found that most of the participants are aware of the existence of the IR. They showed that they are capable to use IR. The study will be helpful in providing practical implications for other institutions to initiate IR.

Abstract:
South Asia means one-fourth population of the world, comprises 7 countries, and the most backward region of the world, educationally, economically and in human development index. On the other hand, it is historically was a rich region with most ancient and educated civilization of the world before colonial rule. The aim of the study was to examine professional attitude of teachers and their psychological satisfaction level towards work culture after adopting teaching profession at university level in the region of South Asia. The researchers explored three major components of attitude called ABC model, A for Affective, B for Behavior and C for Cognitive to explore teaching attitude. The researchers investigate psychological satisfaction level in teachers specify with three factors called intrinsic, extrinsic and altruistic. The study was nonexperimental in its nature with descriptive study design. All teachers of public universities of the South Asian region were the population of the study. Out of three hundred sample teachers, 233 teachers participated in the research from 8 universities. After reviewing the literature two questionnaires were constructed by the researchers for discovering attitude towards teaching ten statements and satisfaction level of teachers towards teaching after adopting teaching profession eight statements at point Likert scale. Pilot testing of the instruments was also conducted. Overall reliability of instruments on Cronbach's Alpha is (α = .91), while attitude (α = .77) and satisfaction was (α = .80) accordingly. Each questionnaire was on five point Likert scale. On the basis of the information it was decided to apply a parametric test One Sample T Test and to check relationship a Pearson Correlation Test were applied. Results of the study show that teachers have positive attitude towards teaching and teachers were low satisfied after adopting teaching profession. 7. Transforming the Institutional Landscape in Sub-Saharan Africa: Considerations for Leveraging Africa’s Research Capacity to Achieve Socioeconomic Development

Abstract:
In order to achieve sustainable development outcomes in sub-Saharan Africa (SSA), African institutions must be the leading experts on and primary providers of research solutions to local problems. Despite years of investment in capacity building, SSA lags behind every other region in terms of research outputs and government investments, and new models for building institutional capacity are needed. Through interviews with African institutional leaders and development partners working in SSA, this study finds that funding inefficiencies lead to key challenges within institutions’ governance and management structures, financial systems, talent management processes, leadership and institutional vision capacities, and peer support networks, all of which obstruct the ability of African institutions to become impactful and sustainable drivers of development outcomes in the region. We present for consideration three possible innovative models that can facilitate the emergence of strong Africa-based, Africa-led institutions: a multi-stakeholder funding platform, an integrator organization model, and a scale model.

Abstract:
Ada Mullol was well on her way to a career in journalism when she decided to pursue her Masters in Arab Studies at Georgetown. She first honed her reporting skills as an undergraduate at Autonomous University in Barcelona, where she studied journalism, wrote for the university magazine, and received an investigative reporting award for her work on the Syrian regime’s suppression and surveillance of Syrians in Spain. Mullol went on to pursue training at the London School of Journalism and a master’s degree in International Relations from the Barcelona Institute of International Studies, and to publish articles in national and international magazines. She had long been interested in the Arab world, though, and knew that developing regional expertise and improving her Arabic skills would enable her to better tell the stories she cared about. In 2016, she joined MAAS, where she is writing her thesis on the intersection of media, public opinion, and foreign policy. This March, Mullol participated in a competitive journalism fellowship program called “The World in 2030,” which was sponsored by the International Center for Journalists and the United Nations Foundation and included three days of intensive career training.

Abstract:
Israel is perceived in the international environment as a one of the top leaders in innovation. This is proven by the progressively high position of this country in international rankings and the participation of Israeli scientists and technologists in prestigious inter- national programs. In this article we claim that the aims of Israeli innovation policy, which has the biggest impact on the shape and content of the innovation ecosystem, are highly politicized. The status quo driven by the key assumption of the state strategy, according to which obtaining a competitive predominance in the political international environment will be achieved through economic instruments, primarily technological innovation. Therefore the aim of this article is to critically analyze Israeli innovation policy and the innovation ecosystem, paying special attention to the state interest and the government activities in this realm. For the purpose of this analysis some basic assumptions of the neoliberal economy redefined by Arie Krampf will be utilized. Furthermore to better describe and explain the link between politics and economy in the Israeli innovation ecosystem we will refer to the K.N. Waltz considerations on mechanisms of the political and economic system in a global- izing world.
