Abstract:
In recent years, much work has been done to promote integrity in academic community in Ukraine. Still, educational interventions introduced to the local level have not yet become an effective instrument to foster integrity in academia. This paper aims to discuss the key motivational factors that influence the effectiveness of integrity trainings for early-career researchers at Ukrainian universities in order to identify the possibly gaps during implementation of research integrity education at the institutional level. The article is based on the experience of conducting the research integrity workshops at the regional institution of higher education. Data was carried out as a qualitative face-to-face semi-structured interviews to learn about the sources of knowledge on research integrity. The findings of the study may help to identify key factors that influence the effectiveness of research integrity trainings, and develop effective tools to promote research integrity at the Ukrainian higher educational institutions.

As Ukraine has chosen a course to European integration, it is obvious that there is a necessity in revising all the standards and it is very important to pay great attention to education and academic ethics. Especially crucial topics are a violation of Academic Integrity principles such as cheating and plagiarism, thus students must be sure that they know what plagiarism is, and what the consequences of it are.

Abstract:
Two hundred and twenty-one oral presentations, 98 Four Minute Presentations and 21 participant driven side events were delivered over the five days of the Forum. With so much going on it is a mammoth task to distil key new findings shared. This report provides a flavour of what was shared, organised by the nine SVRI Forum themes: Social change, Leave no-one behind, Violence against women and achieving the SDGs, Linkages between VAW and VAC (including CSA), Methods and measures, Scaling up of interventions, Changing social norms and shifting gender inequities, Addressing poverty and gender inequality through economic empowerment and New technologies. Messages that resonated throughout the event were: • We know more about the size of the problem and risk factors for VAW than ever before. • We know that violence is preventable, and we know that we can reduce violence over relatively short periods of time. • We have interventions which have been found effective in reducing violence. • We are deepening our understanding on which components of interventions are effective and for whom. • We are learning more about scaling up and what it costs to do so.

64. An Eclectic Methodological Approach in Analyzing Foreign Policy: Turkey’s Foreign Policy Roles and Events Dataset (TFPRED)

Abstract:
This article describes the steps in developing an eclectic coding scheme that utilizes the Role theory framework. Role theory proposes that foreign policy is conducted with an attempt to fulfill the role conceptions that decision-makers formulate. Studies utilizing this framework usually identify national role conceptions (NRCs) in the foreign policy speeches of decision-makers with various research techniques. Following the literature, this article first explains how to use content analysis in identifying the most frequently referred NRCs in Turkish Foreign Policy (TFP). Then, unlike the literature, it takes a step further and offers event data analysis to look at the performance of these NRCs as well. With such an approach, it develops the Turkish Foreign Policy Roles and Events Dataset (TFPRED). The TFPRED is a dataset that is the product of a combination of ‘hand-coded content analysis’ with ‘computer-assisted event data analysis’. The article presents a detailed explanation of the steps in using content analysis and event data analysis to build the TFPRED. It also explains the development of the eclectic methodological approach and gives an assessment of the author’s experiences in combining the two methods.

Abstract:
Computational Social Science emerged as a highly technical and popular discipline in the last few years, owing to the substantial advances in communication technology and daily production of vast quantities of personal data. As per capita data production significantly increased in the last decade, both in terms of its size (bytes) as well as its detail (heartrate monitors, internet-connected appliances, smartphones), social scientists’ ability to extract meaningful social, political and demographic information from digital data also increased. A vast methodological gap exists in ‘computational international relations’, which refers to the use of one or a combination of tools such as data mining, natural language processing, automated text analysis, web scraping, geospatial analysis and machine learning to provide larger and better organized data to test more advanced theories of IR. After providing an overview of the potentials of computational IR and how an IR scholar can establish technical proficiency in computer science (such as starting with Python, R, QGis, ArcGis or Github), this paper will focus on some of the author’s works in providing an idea for IR students on how to think about computational IR. The paper argues that computational methods transcend the methodological schism between qualitative and quantitative approaches and form a solid foundation in building truly multi-method research design.

Abstract:
In this paper, I examine the generation and use of large-N datasets and issues related to operationalization and measurement in the quantitative study of inter-state and intra-state conflict. Specifically, I critically evaluate the work on transnational dimensions of internal conflict and talk about my own journey related to my research on interactions between states and nonstate armed groups. I address the gaps in existing research, the use of proxy measures in large-N data analysis, and talk in detail about observational data collection and coding. I argue that future research should bridge the gap between studies of conflict across the fields of Comparative Politics and International Relations. I make suggestions laying the standards of academic scholarship in collecting data and increasing transparency in research.

Abstract:
This article begins with the premise that the International Relations (IR) disciplinary community in Turkey has a problem: namely, it has failed to appreciate the importance of methodology. Rather, efforts to develop the local discipline and, subsequently, training within IR departments, have both emphasized ‘theory’, arguing that it constitutes the best route of elevating local disciplinary scholarship and enabling true dialogue with the core discipline. This article argues that, unfortunately, this focus has at best succeeded in encouraging the importation and assimilation of outside theories, and at worst, has helped to create a shell of a local discipline—ever increasing in size, but not in substance. It goes on to argue that only through development of students’ and scholars’ methodological competence can Turkish IR gain greater value in the global IR scholarly community, because methodology, its tools and approaches and the expertise needed to apply them in a competent and skilled manner, constitutes the universal common language of an academic discipline, and thus allows for genuine discussions and debates within a disciplinary community.

68. UK Research Aid: Tied, Opaque and Off-Topic?

Abstract:
The UK has considerably increased the amount of aid it spends on research in recent years. This policy follows statements by DFID that research is among the best ways of spending aid. It also follows the UK legislating a commitment to spend 0.7 percent of GNI as foreign aid. In pursuing this target, the UK has decreased the proportion of bilateral aid spent through DFID and has channelled more through other departments. BEIS and the Department for Health and Social Care have been big recipients, and research accounts for much of their increased share of aid budgets. The information associated with the majority of this research aid is vague, raising questions about transparency. A large amount of the research is financed using an allocation mechanism that effectively ties it to UK institutions. There are also questions as to the poverty focus of some of the research conducted, given the explicit intention of the UK government to find existing activity to reclassify as ODA following the legislating of the 0.7 percent target. We suggest reporting reforms that will increase transparency and allow greater scrutiny of the way UK research aid is spent. We also call for the UK to live up to its reporting to the OECD that all British aid is untied.

69. Promoting Investment in Research for Development Outcomes: A Research Ventures Fund at the World Bank

Abstract:
This note proposes a new Research Ventures Fund (RVF) at the World Bank to better prioritize R&D investments in support of development progress. The RVF would employ financing mechanisms that are consistent with research needs: significant scale and scope, patience, and tolerance for failure. Existing development-oriented research consortia like CGIAR would provide a promising start for RVF funding allocations. Donors to the IDA-19 replenishment should take the first step in securing funding for the new fund in 2019.

70. When Does “What Works” Work? And What Does that Mean for UK Aid R&D Spend?

Abstract:
The UK’s Secretary of State for International Development[1] oversees an aid-financed R&D[2] budget that is larger than that of the next 15 biggest donors combined. [3] At the moment, a considerable proportion of that UK R&D spend goes towards solving global technological challenges related to neglected tropical diseases including malaria, and a considerable proportion again towards local evaluation of aid-financed development interventions. Much of the rest is somewhat opaquely distributed to British universities for research supposedly related to development. As well as reform of this last category, the range of more legitimate activities benefiting from ODA “research and development” calls for innovation in approaches to deliver outcomes. This paper will argue there is a (fuzzy) spectrum of development procedures, for some of which global innovation, evaluation, or “best practice” can be informative, for some of which local evaluation or experimentation can be useful, and for some of which perhaps only practical experience and local wisdom can help. That there is a spectrum of intervention types and research opportunities, and that local evidence is often required, has implications for the kind of research that UK aid can usefully support as part of its R&D program and where that research should happen. In turn, that suggests a reform agenda for the way UK ODA for R&D is currently spent.
