31. mRNA vaccines: a lucky shot?

Abstract:
MRNA technology has proved in the context of the COVID-19 pandemic its breakthrough value as a basis for vaccines. There has been rapid development of highly safe, effective and robust mRNA vaccines, and these can be delivered at large scale. Yet the technology is the result of a long process of accumulation of innovation and capacity. It was a bumpy process that could easily have turned out differently. The mRNA vaccines story suggests that a vibrant vaccine ecosystem cannot be taken for granted in terms of delivering the breakthroughs needed for global pandemic preparedness and response. This paper examines the background of mRNA technology development to understand better how public vaccine research and development policy can be improved to generate the full global social benefits from breakthrough novel vaccine technologies, like mRNA.

Abstract:
As a profession, economics is thriving. The number of economists is large and growing. The volume of their output is exploding—more articles are published each year in a growing number of journals. As a science, however, economics is not doing so well. The questions addressed by all those articles seem to be getting smaller and smaller. And there seems to be little or no progress on the big questions of economics such as economic development and growth, economic fluctuations, and the proper role of government in the economy. Most of the articles published are econometric, and the results of many are of questionable quality.

Abstract:
Opening the discussion about epistemology in statelessness research, this commentary advocates for a stateless standpoint epistemology grounded in experiences of the stateless, their collective intersubjectivities and their inalienable epistemic agency. By interrogating how and what knowledge is produced on the issue, I argue that stateless standpoint epistemology is an invitation to realign our knowledge of statelessness vis-à-vis the accepted citizenist modes of knowledge. While such an epistemology may need time to take its legitimate place within statelessness research, the mission can start already by acknowledging the epistemic agency of the stateless, supporting emerging stateless researchers and denouncing extractive research practices that render naturalised knowledge on and about the stateless. This recognition is needed at all levels of research carried out with the stateless, not only for the significant and transformative role that thestateless standpoint epistemology can play, but also for research to be truly a venue for epistemic justice in the face of the injustice created by world structures of citizenship.

Abstract:
What are the elements and the impact of the inclusion of scientific cooperation within the 2019 Memorandum of Understanding (MoU) in support of the Belt and Road Initiative between Italy and China? Like many other developed countries, Italy has played a role in contributing to China’s growth as a science and technology (S&T) power. Most S&T bilateral collaborations are decade-long and predate the MoU, suggesting that the importance of the latter is largely symbolic. Nonetheless, the MoU of March 2019 has reinforced the process of centralisation of S&T collaborations as well as a public debate that has grown to include matters regarding 5G technology and public procurement involving Chinese technology. This talk on the subject of scientific research was delivered virtually on 1 November 2021 to mark the anniversary of the official opening on 1 November 1958 of what is now called the Faculty of Cultural Sciences at Padjadjaran University in suburban Bandung, Indonesia. In his remarks, Donald K. Emmerson recalls his experience as a student in Indonesia, discusses the rejection and subversion of the distinction between fact and opinion in what he calls “our epistemological crisis," and ends with comments on a different but related distinction: the institutional separation of the humanities from the sciences, as if they were two different spheres of thought and specialization.

36. Employment effects of R&D and innovation: Evidence from small and medium-sized firms in emerging markets

Abstract:
This paper studies the impact of research and development (R&D) and innovation on employment growth, focusing on small and medium-sized firms. Employment effects of R&D and innovation are unclear a priori as process innovation may be labor-saving or labor might have complementarities with other inputs. Employing firm-level data from 125 nations, results show that both R&D and innovation increased employment growth, suggesting that innovation was either capital-saving or labor had strong complementarities with other inputs. Upon splitting the sample into growing and contracting firms showed that contracting firms benefit from innovation but not from R&D. In other findings, sole proprietorships, larger firms, firms with relatively more experienced managers, firms with females as top managers, and firms facing the threat of informal competition had lower employment growth, while foreign-owned and government-owned enterprises have positive influences on employment growth. Finally, employment growth in shrinking firms was boosted in nations with greater economic freedom, but this growth is undermined by informal sector competition.

Abstract:
China is pursuing what its leaders call a “first-mover advantage” in artificial intelligence (AI), facilitated by a state-backed plan to achieve breakthroughs by modeling human cognition. While not unique to China, the research warrants concern since it raises the bar on AI safety, leverages ongoing U.S. research, and exposes U.S. deficiencies in tracking foreign technological threats. The article begins with a review of the statutory basis for China’s AI-brain program, examines related scholarship, and analyzes the supporting science. China’s advantages are discussed along with the implications of this brain-inspired research. Recommendations to address our concerns are offered in conclusion. All claims are based on primary Chinese data.

Abstract:
US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

39. Mining and R&D of Rare Earth Elements: Prospects, Challenges, and Avenues for Indo-Japan Partnership

Abstract:
The prospects for exploring seabed minerals, specifically rare earth elements (REEs) have risen courtesy technological innovations in the field of deep-sea exploration. REEs are identified as a group of 17 chemical elements in the periodic table, found relatively in abundance in the Earth’s crust. They share similar chemical and physical properties and are of vital use in a variety of sectors, including by military manufacturers and technology firms. The largest subgroup within the REEs are the 15 lanthanides. The two other elements being scandium and yttrium. Based on quantity, the lanthanides, cerium, lanthanum, and neodymium are the most produced rare earths elements. These elements earn the distinction of being ‘rare’ for their availability in quantities which are significant enough to support viable economic mineral development of the deposits. However, from a cost-effective point of view, they are not consumable. It is not economically viable to extract these elements for consumption purposes since they are not concentrated enough and remain thinly dispersed as deep as 6.4 kilometers underwater

This report sets out what the Wellcome Trust and Bruegel have learned from a project to simulate a negotiation process between the UK and EU to create a post-Brexit research and innovation agreement. Our negotiating scenario assumed that the UK had left the EU with a withdrawal agreement, and that the negotiation was taking place during a ‘standstill’ transition period.
