41. Representation of Women in Postcolonial Literature in Pakistan

Abstract:
This article attempts to explores, investigate and analyzes the postcolonial Urdu writings on the Pakistani women‟s participation in the socio-economic, religious and political arena. Urdu literature is spread all over the subcontinent and there are no borders in literature that can split it into two. This article would like to discuss literature mainly produced by Pakistani writers. However, while arguing that most literature has been written from a patriarchal viewpoint throughout the history, two main themes dominated the postcolonial literature firstly, role of women in the patriarchal society and other, the trauma of migration and its impact on the Muslim women in Pakistan. Islamic influence enforced purdah on Muslim women and purdahless women were regarded as infidel and shameless in literature. Nineteenth century Muslim writers advocated modern education for women not with the idea of emancipation but with a view to creating the modern wife, sister and mother. In this context, we can see that Allama Rashid-ulKhairi's modernist writings which were apparently sympathetic to women, were in fact meant to strengthen existing gender arrangements. The Progressive Writers‟ Movement brought about some change in the representation of women and the family, for example, Sajjad Haider Yaldram, Azeem Baig Chughtai and Ismat Chughtai depicted the negative side of the patriarchal society in which women were being exploited. The horror and trauma of partition enabled writers like Saadat Hasan Manto to highlight contradictions within the apparently monolithic institution of the family. Aziz Ahmad and Qurat-ul-Ain Haider also poignantly painted the picture of disintegrated lives and the anguish of exile. This article also demonstrates that male domination is consolidated through binary constructions of good women and bad women in society. This has been a continuation of nineteenth century notions of Muslim womanhood most clearly portrayed in Deputy Nazeer Ahmad's novel Mirat-ul-Uroos. The article will encompass the representation of women in Urdu literature during post-independence Pakistan. The influence of patriarchal mindset of the society on literature will also be discussed

Abstract:
The recently announced Judicial Reform Strategy was subject to public debate with a series of promises ranging from issuing green passports to lawyers as a privileged of visa exemptions to the introduction of an appeal process in criminal cases concerning the freedom of expression.1 The fundamental shortcoming of this new strategy and other reform efforts is the lack of a specific agenda on the representation of women professionals in the judiciary, especially in the leading positions including the apex courts. Policies on women’s representation in the judiciary remained “invisible” in recent reform efforts on judicial policies.

Abstract:
The marginalization of women from political and economic activities has been a subject of debate and policy reforms across the world. In Africa, decades after most countries attained independence; women continue to face more obstacles in pursuing their political interests in a male-dominated field. This is partly due to the societal structures that alienated women from decision-making processes in favor of men. However, gradual changes in African societies such as improved access to education, globalization, the emergence of feminism and experiences such as conflicts in the continent have seen an improved representation of women in decisionmaking processes in the society. This paper, therefore, examines parliamentary women representations in Rwanda and Kenya through the historical development of women participation in parliament, the factors that facilitated these developments, the influence of women parliamentarians in legislation, and, the challenges that continue to deter women from effective representation and participation in parliamentary proceedings. This paper concludes that women parliamentarians play a significant role in good governance through their inputs in parliamentary legislation especially on pro-poor development and protection of vulnerable groups in the society.

44. An End to Manels II: Closing the Gender Gap at Europe’s Top Policy Events

Abstract:
An End to Manels II is the second in a two-part series from the Open Society Foundations on closing the gender gap at Europe’s high-level policy events. The first brief, An End to Manels, examined the composition of panels, highlighting the dramatic underrepresentation of women. Manels II, scrutinizes this data further, taking a closer look at 23 European conferences, over the course of five years and analyzing discussion topics, their frequency, and speakers’ gender in an effort improve the quality of debate in Europe. The report reveals the dramatic underrepresentation of women engaged in speaking roles for six topics at Europe’s top conferences: foreign policy; the European Union; crime, terrorism and security; economic situation; environment, climate, and energy issues; and technology. Likewise, men are underrepresented as speakers on gender. Having quantified the gender gap at 23 conferences in Europe, the report offers a range of pragmatic solutions that conference organizers should consider to close this gap. These range from a broadening the range of topics discussed to speaker recruitment and better monitoring.

Abstract:
Indian film industry is one of the biggest film industries in the world which produces highest number of movies every year. Indian media and film industry overwhelmingly link Islam and Muslims with terrorism. Especially since 9/11 attacks, the Bollywood have portrayed the Muslims in stereotypically negative way. After the 9/11 incident, Muslims have been constructed as distrustful people, terrorists, and antagonists. The study at hand was set out to identify the overall dimension and nature of portrayal of Indian Muslims in the Bollywood. For the purpose the researcher opted convenient sampling as a tool of data collection and quantitative content analysis along with SPSS was used as data analysis technique. Bollywood movies, released during the year 2016 with Muslims as prominent characters in it, were selected as ample to be studied. The results indicated that majority of the movie contents contained negative and stereotypical image of Indian Muslims. Overall findings evidenced that the Muslims were assigned non-patriotic and antagonistic characters more than the patriotic and protagonist characters.

Abstract:
Regulatory reforms are not sufficient to increase the representation of women, examination of sociological causes is essential to better comprehend the reasons behind the low ratio of women representation. This report explores the relation between women representation and services provided for women in all metropolitan municipalities in Turkey. Both the gender roles and governance processes need to be analyzed together to understand this relationship. Furthermore, the quality of representation and services are examined in terms of gender awareness. While the findings of fieldwork in Aydın, Gaziantep, İstanbul, Konya and Ordu, and a detailed desk research of 11 cities identify the problems regarding gender awareness, they aim to provide concrete policy recommendations for future implementations.

Abstract:
Underrepresented Students in US Study Abroad: Investigating Impacts synthesizes existing research on the association of study abroad with positive academic outcomes for minority and other underrepresented students, with the goal of ultimately helping enhance pathways of access to study abroad for all students. Enhancing pathways of access to study abroad for all students remains an essential objective for higher education institutions, researchers, practitioners, and policy-makers. Yet, not enough is definitively known about the impacts of study abroad on different groups of students, particularly racial/ethnic minority students and, one step further, what program approaches and strategies are most effective in bringing about these positive impacts. Underrepresented Students in US Study Abroad: Investigating Impacts aims to fill a notable gap by providing a synthesis of existing research on the association of study abroad with positive academic outcomes, degree retention, and completion rates for racial/ethnic minority and other underrepresented students.

Abstract:
The ASU research team studied how women’s descriptive, substantive, and symbolic political representation is affected by legislation that establishes quotas for the number of women serving in parliament. The team conducted their research in Uruguay, taking advantage of a five-year lag between when the gender quota law was passed (2009) and the elections for which it was first implemented (October 2014) to conduct a natural experiment on the law’s effects, independent of those attributed to its drafting and passage. The ASU team implemented a two-wave survey, before and after quota implementation, and compared those survey results to content analyses of election coverage, legislators’ floor speeches and websites, and bill sponsorship.

50. Strengthening Women’s Civic and Political Participation: A Synthesis of the Scholarly Literature

In 2016, USAID’s Center of Excellence on Democracy, Human Rights, and Governance launched its Learning Agenda—a set of research questions designed to address the issues that confront staff in USAID field offices working on the intersection of development and democracy, human rights, and governance. This literature review—produced by a team of WSU professors and graduate students representing the academic disciplines of communication, history, and political science—synthesizes scholarship from diverse research traditions on the following Learning Agenda question: What are the most effective ways to encourage women’s civic (e.g., volunteer, advocacy, etc.) and political (e.g., voting, running for office) participation? What are the risks to women of these strategies in contexts where resistance to changing gender norms is strong? The team identified four strategies for increasing women’s civic and political participation that are analyzed in academic scholarship: Using quotas to enhance women’s representation. Using social media platforms to mobilize women and amplify their voices. Targeting women as participants or beneficiaries of social programs. Mobilizing women through their intersecting identities. The team found that quotas are effective in increasing the number of women in elected office at the national and local levels and may also encourage women to participate in political and civic activity more generally. However, how quotas are designed and implemented greatly influences their success, and it is unclear whether more women in office leads to substantive changes to women’s agency within the legislature. In addition, although gender equity reforms implemented in the legislature can make such reforms more likely in other institutional settings, quotas are not common in other government branches. Social media is a double-edged sword: it provides a relatively inexpensive, accessible tool for women to participate in civic and political life and bring attention to issues that disproportionately affect women; however, it also creates a new space in which women are contested, harassed, and silenced. Social programs that target women also can be effective, but they almost always impose unanticipated costs, burdens, or risks on the women who participate, and so can depress women’s participation while seeking to increase it. These adverse effects have predictable patterns, and programs that target women as beneficiaries should take these patterns into consideration during the design phase. Mobilizing women through their intersecting identities—as mothers, workers, members of a religious group—is an underdeveloped area of the literature. Although several articles covered cases of this sort of mobilization, the results are ambivalent. In addition, although mobilizing women through certain frames—such as “motherhood”—can be effective, this strategy also reinforces traditional norms of gender roles.
