31. Breaking the Glass Chamber: Welcome from Rushanara Ali MP and Keynote Lecture by Prof Laura Beers

Abstract:
2022 marked a series of historic anniversaries for women in British politics. Forty years since the election of Harriet Harman, the Mother of the House; thirty-five years since the election of the first Black woman MP, Diane Abbott; thirty years since the first woman, Betty Boothroyd, was elected Speaker of the House; and twenty-five years since the election of more than a hundred women MPs for the Labour Party. At its landmark Breaking the Glass Chamber conference from 15 to 17 September 2022, the Mile End Institute brought together historians, political scientists, and sociologists to explore what politics meant to and for women in the second half of the twentieth century. In this video, Dr Lyndsey Jenkins from ‪@qmulschoolofhistory4447‬ welcomes delegates, invites ‪@RushanaraAliMP‬ (MP for Bethnal Green and Bow since 2010) to open the conference, before Professor Laura Beers ‪@AUAdmissions‬ delivers a keynote lecture entitled 'Women Politicians or Women's Politics?' In her opening remarks, Rushanara Ali reflects on the Queen's example, the obstacles faced by women in public life, and the East End of London's long tradition of women campaigning, trade unionism, and suffrage activism. Professor Beers reflects on the politics of recent Conservative Prime Ministers, Theresa May and Liz Truss, before returning to the early twentieth century to explore how prominent women in Parliament campaigned and governed. She also asks whether women's political representation necessarily advances women's political interests and, conversely, whether there are times when women's interests are better served by male representatives.

32. Saving the Census: Assessing Willingness to Participate in the Census

Abstract:
The decennial U.S. Census is intended to generate an accurate count of the population for use in allocating seats in the House of Representatives and distributing federal funds. However, individuals are less likely to complete the Census if they have privacy and confidentiality concerns. Previous research conducted on behalf of the U.S. government found that reassurances of confidentiality increased participation but not for items asking for sensitive information. In March 2018, the Trump administration announced its intention to add a citizenship question to the 2020 Census, raising concerns that the citizenship question might reduce participation among members of mixed-status households. In October and November 2018, while a legal challenge to the question was pending, we worked with three partner organizations within a faith-based non-profit community network to explore how best to encourage participation in the 2020 Census in hard-to-count populations in Southern California. Using a randomized field experiment with messages delivered using face-to-face canvassers, we find limited evidence that reassurances from the community organization about the confidentiality of information provided to the Census Bureau increased intent to participate in communities.

Abstract:
LGBTQ representation in Vietnamese film—itself only a recently burgeoning artform and industry—has hitherto been virtually nonexistent. And yet, the film industry in Vietnam has experienced a meteoric development over the past fifteen years or so—overlapping almost precisely, with a rapid and dramatic transformation in social attitudes towards sexuality, and especially same-sex relationships. While LGBTQ relationships and identities have always been a part of Vietnamese culture over long centuries of development, the past fifteen years have witnessed a turn towards explicit embrace, as well as a broadening concept of sexuality and relationship, beyond simple and strict notions of homo-versus heterosexuality. This broadening has included the representation of deeply emotive same-sex relationships that have less to do with sexual liberation than they have to do with the revival and/or reconsideration of a diversity of emotional relationships that occur between members of the same sex—including the erotic and romantic. Leon Le’s Song Lang stands at the forefront of this movement. Filmed entirely in Vietnam, Song Lang focuses on the relationship between a local gangster and an actor in a Cai Luong ‘reform opera’ troupe under the control of the gang. The film has been praised not only for its rich visual vocabulary, sense of tone and atmosphere, homage to the artform of Cai Luong opera, and uniquely nostalgic look at 1980s Saigon, but also for its sensitive and moving expression of a relationship between two that defies social categorization. Writer/Director Leon Le emigrated to the US at the age of 13, and after making a name for himself as an actor in New York’s musical theater scene, has gone on to become an award-winning director. His two previous films, Dawn (2013) and My Mother (2014) both earned him multiple awards, including Best Short Film for Dawn (VIFFI), Best Director for Dawn (YXINEFF), Best Director and Best Actor for My Mother, and Best LGBT Short Film (YXINEFF) for both Dawn and My Mother. 36. Majoritarian versus Proportional Representation Voting

Abstract:
What kind of voting system should countries have? This policy brief discusses the two main electoral systems in modern political democracies. It makes an argument that majoritarian systems such as what exists in the United States fail to properly represent voters. It suggests replacing the U.S. majoritarian political system with a proportional representation system and shows how this could be done within the context of current U.S. law. Both economists and political scientists have worked on the impact of electoral systems. Empirical methods from economics as well as economic analysis of the incentives created by different political systems have contributed to our understanding of the consequences of electoral systems on representation. Additionally, economists have estimated the impact of electoral system on fiscal expenditures, something we will discuss towards the end of the policy brief. There are two main voting systems in modern democratic societies: majoritarian systems and proportional representation systems. Federal voting in the United States is majoritarian though some states such as Maryland have proportional representation at the state level. In a majoritarian system, also known as a winner-take-all system or a first-past-the-post system, the country is divided up into districts. Politicians then compete for individual district seats. The candidate who receives the highest vote share wins the election and represents the district.

Since 2017, the Davis Institute for International Relations from the Hebrew University and the Center for Regional Initiatives (IPCRI) have been engaged in a project aimed at building shared visions for Jerusalem. In this project, local residents from diverse communities from across Jerusalem engaged in mapping local needs and designing their visions for the future of the city. As complementary to this work, IPCRI organized in partnership with Konrad Adenauer Stiftung and the Irish Aid delegations of experts and civil society leaders from Jerusalem to other contested cities such as Belfast, Nicosia and Sarajevo. These delegations focused on the reality of cities in conflict and highlighted the lessons that can be learned from other conflicts. This conference presented the outcomes of both projects. In the first part of the conference, scholars presented policy recommendations designed by local residents and will receive input from experts from other contested cities. Following this part, we will host panels and workshops focusing on the practice of bringing change to contested spaces. From urban planning through shared education and equal representation, we aim to present a comprehensive vision towards the future of those cities in conflict. This video presents remarks delivered by Dr. Lior Lehrs on the policy recommendations considering local representation in Jerusalem.
