101. AUKUS A Look Back at The First Analyses

Abstract:
Announced just over a year ago on Sept. 15, 2021, the Australia-United Kingdom-United States (AUKUS) security partnership promised work on two interrelated lines of effort between the three allies. One entailed providing Australia with a conventionally armed, nuclear-powered submarine capability. The other involved cooperation on developing and providing joint advanced military capabilities to promote security and stability in the region, including in cyber, artificial intelligence and autonomy, quantum technologies, undersea capabilities, hypersonic and counter-hypersonic systems, electronic warfare, and information sharing. AUKUS sent shockwaves across the Indo-Pacific and beyond. Some praised the new partnership, explaining that it would tighten the US hub-and-spokes alliance system and stand as a powerful deterrent to China’s new assertiveness in the region. Others¾with the People’s Republic of China in the lead¾were much less enthusiastic, even outright critical, insisting that it would create unnecessary tensions, possibly leading to arms races or crises, and undermine nonproliferation norms and rules. France was also deeply upset because AUKUS immediately led to Australia’s cancellation of a French-Australian submarine deal, without notice. In the days, weeks, and months that followed the AUKUS announcement, the Pacific Forum published, via its PacNet Commentary series, several preliminary analyses on the trilateral partnership, each reflecting a specific national perspective from throughout the Indo-Pacific and beyond. One year later, and as implementation of the AUKUS partnership remains ongoing, we have compiled these analyses into a Pacific Forum Issues & Insights volume. It is our hope that these publications will provide a basis for further study and additional recommendations.

102. US-Taiwan Deterrence and Defense Dialogue: Responding to Increased Chinese Aggressiveness

Abstract:
Taiwan is already under attack by the People’s Republic of China (PRC) politically, economically, psychologically, and militarily—the latter through more aggressive Chinese People’s Liberation Army (PLA) gray zone military operations short of actual direct conflict. This multidimensional threat requires a multidimensional response in ways that complement and enhance military deterrence. PRC behavior represents a global problem that demands a global response. PRC pressure on Taiwan has increased considerably over the past year, even before Beijing used the visit by House Speaker Nancy Pelosi as an excuse to further ramp up pressure. The August 2022 PLA military exercise around Taiwan appears aimed at further creating a “new normal” that could reduce warning times should Beijing invade. However, such PRC actions are not “normal.” They are unilateral, destabilizing, and, in some instances, illegal changes to the status quo. Such Chinese pressure tactics, combined with the “wake up call” provided by the Russian invasion of Ukraine, have sensitized the citizens and governments of Taiwan, the United States, and the international community to the growing possibility—if not probability—of a PRC invasion and have increased public perceptions about the need and willingness to defend Taiwan democracy. The PRC’s nuclear build-up is also a great cause of concern. This concern is driven not by the threat of nuclear war (given US nuclear superiority) but by the possibility of nuclear blackmail aimed at discouraging Washington from getting involved in a Taiwan confrontation. Taiwanese are concerned about crisis escalation (especially to the nuclear level) but worry more about the PRC deterring the United States. The United States, working closely with allies and other like-minded states, should be more proactive and less reactive in responding to increased PRC aggressive behavior. With the US Department of Defense (DoD) in the lead, the US Government needs to better assess Chinese strengths and weaknesses vis-à-vis Taiwan with an eye toward countering strengths and exploiting weaknesses, while also examining ways to broaden the challenge along multiple fronts in cooperation with various allies and partners. Think tanks can and should supplement this analysis. While continued strong support for Ukraine is important to demonstrate Western resolve and prevent more Russian territorial gains, the PRC remains the “pacing threat” and thus should remain the focus of US national security policy and defense procurement strategy.

103. Realising the EU Hybrid Toolbox: opportunities and pitfalls

In recent years European and other nations have been increasingly targeted by different manipulation or coercion tactics that remain under the threshold of violence, and are commonly referred to as hybrid threats.For the debate on defining hybrid threats, see Dick Zandee, Sico van der Meer and Adája Stoetman, Countering hybrid threats: steps for improving EU-NATO cooperation, Clingendael Report, October 2021, p. 2-5; Georgios Giannopoulos, Hanna Smith and Marianthi Theocharidou, The landscape of Hybrid Threats: A conceptual model, Publications Office of the European Union, February 2021. For instance, in 2016 the elections in the United States were manipulated by a foreign state actor through targeted propaganda and the leaking of hacked material that compromised one of the presidential candidates. In the same year the British referendum on remaining in the European Union was also targeted by sophisticated propaganda efforts.United States Senate, Putin’s Asymmetric Assault on Democracy in Russia and Europe: Implications for U.S. National Security, Committee on Foreign Relations, 115th Congress, 2018, p. 116-118. The need to counter these threats and deal with them comprehensively has therefore been acknowledged in the EU Strategic Compass. It provides for the development of a toolbox to put at the disposal of member states a wide range of measures to respond to hybrid campaigns, should they choose to invoke the assistance of the EU. This EU Hybrid Toolbox (EUHT) intends to gather all civilian and military instruments that can be employed to counter hybrid campaigns. Operationalisation was intended by the end of 2022 but this no longer seems attainable. However, the conflict in Ukraine has demonstrated the importance of having a coordinated reaction capability to counter hybrid campaigns and is likely to provide the momentum to bring the development of the EUHT to fruition. This policy brief examines the most recent progress on operationalising the EUHT. First, the rationale for the EUHT is explained. Next, the state of play in the operationalization process is analysed. The subsequent section focusses on the difficulties stemming from differences of opinion between the member states, followed by an assessment of the issues surrounding decision-making. After suggestions for increasing the effectiveness of the EUHT are given, the policy brief ends with conclusions and a listing of opportunities and pitfalls.The methodology used for this policy brief consists of a combination of literature scanning and a limited number of interviews. The author would like to thank the interviewees for their valuable input that was given under the application of the Chatham House Rule.

104. Countering Iran's Regional Strategy: A Long-Term, Comprehensive Approach

Abstract:
A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. Eyal Zamir, IDF, draws on his deep experience in the Israeli military establishment to propose a detailed plan for undermining Iran’s influence in the region—an approach that will preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability.

105. Strategic Triangle in the Indo-Pacific Region through Competition, Cooperation and Containment: Future of Maritime Power Posturing

Abstract:
Within bounds of the Regional Security Complex, this article assesses key developments in the Indian Ocean and fallout of strategic interests from the Pacific Ocean in maritime convergence. The article argues that maritime interests in the Indian and Pacific Ocean are witnessing convergence as states form coalitions and strategic partnerships to create a balance between USA and China. Strategic choices between principal and peripheral actors is structured in a mix of containment, competition and cooperation. China and its strategic partners understand the momentum of impact if American interests in the Pacific Ocean are merged with its interests in the Indian Ocean. The article argues that China would be opting to go for cooperation strategy as a means to broaden its reach and entangle oncoming contenders. America, on the other hand, is opting to amalgamate both competition and containment in a worst case scenario situation to prevent China from creating an overwatch against global maritime activity. The paper finds that an escalatory environment with spiraling tendencies is forming in and around the Indo-Pacific and its fallout will likely be seen in assessment of magnitude of contending parties. It finds that despite understanding maritime worth of the Indo-Pacific connect, principal and peripheral partners to these strategies might be willing to transform maritime politics to strategic entanglement.

In response to Russia’s continuing war against Ukraine and the scope of the current escalation against humanity and civilian infrastructure in Ukraine, the European Council adopts the ninth package of new sanctions targeted to step up the existing pressure on Russia and its government. Since March 2014, the EU has progressively imposed prohibitive measures on Russia in this vein including individual sanctions, economic sanctions including energy, transport, and diplomatic sanctions of which multidimensional backgrounds are attributed to the illegal annexation of Crimea, Russia’s military attack on Ukraine and illegal annexation of Donetsk, Luhansk, Zaporizhzhia and Kherson regions in the current year.

107. An Oral History of the Arms Control and Regional Security (ACRS) Working Group

The full research report on the Oral History of the Arms Control and Regional Security (ACRS) Working Group is now available to read and download. The report, authored by Dr. Hanna Notte and Dr. Chen Kane, draws on archival documents and interviews with working group participants to piece together a comprehensive account of the series of ACRS multilateral and bilateral meetings which took place in the early 1990s between states and entities in the Middle East. Dr. Notte and Dr. Kane conducted and compiled dozens of oral history interviews with diplomats and officials who participated in the ACRS multilateral meetings in the early 1990s, following on the heels of the Madrid Conference of 1991. Transcripts of these oral history interviews, the transcript of a critical oral history roundtable on ACRS (convened in November 2021), and previously-unpublished documents on ACRS from US Presidential archives and private collections of American diplomats, are all freely available in a new digital archive, ACRS Oral History Project, hosted on the Wilson Center’s website.

108. Sliding-door moments: ANZUS and the Blue Pacific

The report examines some key ‘sliding-door’ moments that have shaped the trajectory of ANZUS in the Pacific Island region over seven decades, to reach the current confused state within the alliance regarding its aims in the Pacific Islands. Our Pacific neighbours recognise that their security is tied up with the region’s new and complex geopolitical environment and they have made it clear that they have no wish to be a catspaw in any strategic rivalries. The report argues that ANZUS has not been fully functional as an alliance for several decades. If its three members are not unified on Pacific Island regional security, the alliance can scarcely advance the Islands concerns more widely. For these reasons, the report recommends that ANZUS strengthen its internal machinery by finding the accommodation needed to resume ANZUS Council Meetings. It also recommends using the Treaty’s Article VIII provisions to incorporate supportive extra-regional powers into an ‘ANZUS Plus’ While recognising that ANZUS isn’t a humanitarian aid agency, as co-author Dr Anthony Bergin notes, “we can’t ignore the security importance of regional infrastructure.” The report also recommends that the ANZUS allies act proactively through national aid programmes to identify and protect these interests in partnership with the Island states’ public and private sectors to prevent key assets becoming strategic bones of contention.

Abstract:
Drone attacks allegedly by Houthi rebels this past weekend on the Abqaiq facility and the Khurais oil field effectively knocked out five million barrels of processed crude oil from the world market. If this number doesn’t sound impressive, it amounts to about 5% of the world’s energy supply. Although the Iranian-supported Houthi rebels have been targeting Saudi Arabia in retaliation for their participation in the civil war in Yemen, this attack is different. Knocking out this critical facility will potentially cause prices to rise significantly for almost every commodity due to the reduction of global energy supplies. Since energy influences the price of transportation, which in turn influences the price of food and other commodities, this may cause prices of goods and services of all types to rise globally. Recent estimates suggest that the price of oil may rise from $60 to over $100 per barrel. That is an enormous shock that will be felt worldwide.
