61. Shifting Global Politics and the Middle East

Abstract:
What is the current structure of international relations, and how does this shape the politics of the Middle East? For decades, the answer was clear: international structure was unipolar, and American predominance shaped the alliance choices of both its allies and its adversaries. In recent years, this clarity has been overtaken by confusion. American primacy has perhaps declined, or at least shifted in its application, but no rival power has yet risen to take its place. How has this perceived change in global structure affected regional politics in the Middle East? In October 2018, POMEPS, Princeton University’s Bobst Center, and the American University of Beirut brought together nearly two dozen scholars from the United States, Europe and the Middle East at AUB to discuss the impact of shifting global structure on regional dynamics. This collection features sixteen essays ranging across diverse perspectives on the evolving relationship between the global and the regional. Taken together, they offer a fascinating window into the relationship between the global and the regional, and the implications for contemporary regional politics.

62. The Gulf Scramble for Africa: GCC states’ foreign policy laboratory

Abstract:
When the border dispute between Eritrea and Ethiopia descended into bloody conflict in 1998, few could have predicted where a peace agreement would be signed some 20 years later. On September 16, 2018, the Eritrean and Ethiopian leaders sat at desks facing one another in the middle of a lavish hall in the Peace Palace in Jeddah. A huge portrait of Abdulaziz, Saudi Arabia’s first king, loomed over them. King Salman bin Abdulaziz sat underneath, with Crown Prince Muhammad bin Salman and the secretary general of the United Nations Antonio Guterres on either side. The optics were clear: It was under Saudi sponsorship that decades of conflict ended. The deal would be known as the “Jeddah Peace Agreement.”1 The Jeddah Peace Agreement is the latest example of Arab Gulf states’ increasingly assertive interventions in sub-Saharan Africa. Although the Arabian Peninsula shares historic religious, economic, and linguistic links with parts of sub-Saharan Africa, Gulf Cooperation Council (GCC) states have rapidly deepened their economic and security ties across the African continent in the last decade, and a growing diplomatic role has followed. Gulf states are seeking to demonstrate their status on the world stage by acting as powerbrokers in African conflicts, and they have also attempted to secure the backing of African states in their own disputes. As they prepare to play a more significant role on the world stage, GCC states have come to view sub-Saharan Africa as a laboratory in which they can test more assertive international interventions.

63. The Future of Latin America and the Caribbean in the Context of the Rise of China

Abstract:
There are numerous analyses about China and its future, as well as about Chinese engagement with Latin America. This report examines, in detail, how the growth of China, with its power and role in the global economy, is likely to transform Latin America and the Caribbean through economic, political, and other forms of engagement with the region. The report considers multiple scenarios regarding the future of China, the resolution of its security challenges, and possible departures from its current trajectory. It focuses primarily on the question of what Latin America and the Caribbean will look like if China succeeds in its ongoing economic and political engagement in the region. Compared to scenario-oriented analyses, this report does not attempt to predict the detailed political ebbs and flows of the region. Instead, it examines economic sectors to understand how the region will be transformed through its intimate economic relationship with China and its part in a global process in which Chinese companies continue to expand their presence in the region. While the report also looks at military issues and the likely evolution of Latin America’s relationship with the United States, it finds equally dramatic implications for China’s willingness to use its soft power in the region. While this report does not claim that China has nefarious objectives to politically dominate the region, or usurp the United States as a superpower, it does find evidence that the logical extension of China’s current expansion plans threatens to relegate the region to a future of limited economic opportunity and personal liberty. This is seen in China’s actions to pursue its development interests, dominate the most lucrative parts of global value chains, and expand China’s power with a questionable level of respect for Western concepts of universal laws, rights, and freedoms. As China continues in the pursuit of these goals, compromised elites serve the transfer of wealth and resources from the Latin American region and other "Belt and Road" region to the new imperial center.

Israel’s strategy toward China doesn’t conflict with American interests; rather, it serves and reinforces them. Partnering with Beijing can help stabilize the Middle East. Partnering with Asian nations threatened by Beijing can help build a counterbalance to Chinese power.

Abstract:
The disintegration of Yugoslavia has created huge instability in the Balkans since 1990. The post-conflicts challenges are still now on the table. Turkey continues to consider the Western Balkan countries as a priority: its activism reflects the multi-directionality of JDP’s policy. The paper will be oriented to enquire on Turkish networks in the Western Balkans. The approach will be historical and political, with an analysis of bilateral relations from the end of the Ottoman Empire, till ‘90s wars and the arrival of JDP on government. Throughout the analysis of two case studies - Bosnia and Herzegovina and Kosovo- this article aims to highlight the application of the Turkey’s soft power in the Western Balkans.

Abstract:
Immediately after Saudi Arabia’s King Abdullah bin Abdulaziz passed, his successor, King Salman bin Abdulaziz Al Saud, made successive major decisions affecting key positions in the structure of the political system. It appeared that Salman was restructuring the government entirely. Naturally, numerous questions have been raised about whether the major changes in the structure of rule and government will be associated with parallel changes in Saudi foreign policy. If there has been a serious incident that set off warning bells in Saudi Arabia over the past few months, it has undoubtedly been the events in Yemen, where the Houthis have seized control of most of the north and thus opened the country’s doors to Iranian influence. The Saudis’ response, Operation Decisive Storm, are further evidence of Saudi’s changing priorities, but it is too early to make extreme predictions on the impact of these changes on specific regional issues and policies.

Abstract:
Within the Middle East, various forces have tried to impose alternative orders. Turkey is among a number of key players in the region. Since 2002, Turkey’s ruling Justice and Development Party has shown an increasing interest in the Middle East. This article accepts that there has been a change in Turkish foreign policy since 2002 and attempts to contribute to the previous studies on this issue. It argues that Turkey desires to be a regional power in the Middle East, shaping its vision through a value-based and principled approach. To clarify this vision, the article analyzes the core values and principles defined in Turkish foreign policy in the last decade, which constitute Turkey’s international identity in the Middle East. The article concludes that there have been mainly tactical changes in Turkish foreign policy in general, and towards the Middle East in particular
