1. Strategic Littorals: Connectivity and Heritage in Northern UAE and Oman

Abstract:
Differently from neighbouring Abu Dhabi, Dubai or Qatar, the northern emirates of the UAE (Ajman, Umm al-Quwain, Ras al Khaimah and Fujairah) and the Sultanate of Oman form a critical sub-region which has entered globalized modernization at a later stage. In the eyes of the ruling elites, current urban development projects, logistical infrastructures, port expansion and tourism should consolidate economic growth, reduce social inequalities (in the northern emirates of the UAE), and design sustainable post-oil paths (in Oman). Trying to balance continuity and change, the northern emirates of the UAE and Oman are renewing their maritime traditions in the context of state transformations that combine national heritage (as trade culture) and connectivity (infrastructures, urban areas, industrial poles) thanks to national “Visions” and the “project-ization of identities”. In fact, new projects do not only aim at attracting investments and create job opportunities, but also at promoting top-down recalibrated values of the new citizenship which in the eyes of the governments, should be business-oriented and community-serving. Tracing the evolution of the northern Emirati and Omani sub-region, which risks to be affected now by the consequences of the US-Iran escalation, this analysis aims to assess economic transformation trends, emerging security issues and geopolitical implications.

Abstract:
On Wednesday the 5th of February the European Commission proposed a revised methodology for the accession process for candidate and potential candidate countries. This methodology will be applied to Albania and North Macedonia, although for Montenegro and Serbia there has also been foreseen an opt-in in case they want to join. The document strives to inject new dynamism into the enlargement process in the Western Balkans, while attempting to introduce more clarity and predictability, stricter monitoring as well as improved incentives for the soon-to-be negotiating countries to deliver on EU reforms. The negotiating chapters have been divided into six clusters, where the fundamentals cluster will be the first to open and the last to be closed.

Abstract:
Europe has not yet achieved creating a common European sense of »who we are«. The question is whether EU normative influence ever truly existed and whether substantial normative transfers to Southeast Europe (SEE) have ever been achieved. The prevailing top-down »one size fits all« approach to democratization in Southeast Europe must be contested in favour of a more nuanced methodology that considers the interests, grievances, and demands of each society.We cannot have societies with true European values without creating high-quality discursive spaces where SEE citizens can socialize as active citizens. We need to build a democracy of informed and engaged citizens that do not exclude each other.

Marked by tragedies that reinforce stereotypes about itself, especially those that portray it as dependent on developed countries and unable to solve its own dilemmas, the African continent still presents itself in the 21st century with challenges related to hunger and humanitarian calamities, more recurrent in some regions than others. The initiatives to deal with theses issues arise right at the beginning of the second millennium primarily from South Africa. In this sense, it is possible to ask the following question: what political and economic measures were adopted by the African continent in order to combat these problems? Based on the bibliographic review of qualitative secondary sources relevant to the theme and on the analysis of primary sources, such as speeches and official documents of the Organization of African Unity, the purpose of this article is to demonstrate changes in the political and economic dynamics. Those changes were materialized in the different principles incorporated by the Organization of African Unity (1963) and the African Union (2001), the two main organizations for political, economic and social cooperation at the continental level, which took place in Africa at the beginning of the 21st century. The specific objective of this article is to present the change of guidelines, politically and economically, adopted by the African Union at the time of the transition to the new millennium and the role of South Africa, during the administration of Thabo Mbeki (1999-2008) during the process. The historical period being analysed, therefore, dates from the mid-1990s to the end of Mbeki’s presidential term in September 2008.

6. The Middle East Accords: an American Perspective

Abstract:
While the recent accords with the United Arab Emirates (UAE), Bahrain, and Sudan moves Israel further along the path of regional integration and diplomatic normalization, the deal does nothing for Israel’s other existential threat — the Palestinians living in Israel proper, the West Bank, and Gaza. Nevertheless, it is a big deal. It is all part of the evolving Middle East where Arab support for the Palestinians has been melting for years. For decades, many Arab states were united in their hostility toward Israel and support for the Palestinian cause, even though in some cases that backing was largely rhetorical. But change has been under way for decades, beginning with the Egyptian and Jordanian formal recognition of Israel and then in the 2002 Arab Peace Initiative (API). That Saudi Arabian initiative called for normalizing relations between the Arab world and Israel, in exchange for a full withdrawal by Israel from the occupied territories (including the West Bank, Gaza, the Golan Heights, and Lebanon), a “just settlement” of the Palestinian refugee problem based on UN Resolution 242, and the establishment of a Palestinian state with East Jerusalem as its capital.

Abstract:
This report is the result of the joint work of a number of experts from various fields who have been - for many years – analysing the multidimensional effects of EU institutions and cooperation with Member States pursuant to European values and mechanisms. The authors summarise the benefits of Poland’s membership in the EU based on facts; however, they do not hide their own views and reflections. They also demonstrate the barriers and challenges to further European integration. This report was prepared by CASE, one of the oldest independent think tanks in Central and Eastern Europe, utilising its nearly 30 years of experience in providing objective analyses and recommendations with respect to socioeconomic topics. It is both an expression of concern about Poland’s future in the EU, as well as the authors’ contribution to the debate on further European integration.

Abstract:
In light of rising internal cleavages and centrifugal tendencies, differentiated integration (DI) has (re)arisen as a major topic in debates on the future of the European Union. As new forms of participation below the threshold of full membership are needed, this paper provides a conceptualisation of effective and legitimate DI. Going beyond existing scholarship’s focus on the legal dimension of DI, the paper emphasises its organisational component, meaning the variegated participation of EU member states, sub-state entities and third-country actors in the panoply of EU policy-making institutions, such as regulatory agencies and transgovernmental networks. The paper subsequently discusses how to measure effectiveness of such differentiated arrangements in terms of their output, outcome and impact, before theorising under what conditions we are likely to see effective DI. Finally, the paper turns to the question of legitimacy of DI, discussing its meaning, measurement and determinants.

9. Narratives of Political Unity in Times of Differentiation

Abstract:
Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

10. Deeper Regional Integration and Global Value Chains

Abstract:
Recently, international trade has become regional rather than global. This paper aims to test if deeper regional integration contributes to the organization of global value chains along the regional clusters including Asia, Europe, and America. We estimate the impacts of deep regional integrations on global value chains by region, investigating the implications of mega FTAs for global value chains by scenario. We use not only data on trade in value added but also global value chains participation indexes which reflect the global value chains better than domestic value added in goods and services exports. The estimation results reveal that a deep regional trade agreement has heterogeneous effects on global value chains depending on the regional clusters. In particular, Asia turns out to import more intermediate goods than Europe and America while RTA member countries tend to import more intermediate goods from Europe than Asia and America.
