301. Presidential election in Serbia: A boost or setback for EU accession?

Abstract:
As Serbia braces itself for the presidential election on 2nd April 2017, the international community �inds itself puzzled with the prospect of future political orientation of this Balkan country. The biggest republic of ex-Yugoslavia, Serbia still bears the burden of the wars in the nineties, unde�ined relations with Kosovo and NATO bombing of 1999, due to which the country is still somewhat cautious toward Euro-Atlantic integration and the United States. It seems that Serbia seeks to join the European Union (EU), and at the same time to foment its relation with its traditional ally, the Russian Federation. In that respect, the current trends of foreign policy in Serbia are also visible in other Balkan countries, namely Macedonia and Montenegro, which like Serbia have strong links to their big Orthodox patron in the East, while striving to make progress on the path to the EU. This dichotomy between pro-European and pro-Russian forces in Serbia was exacerbated to a new level with Brexit and stalemate in the EU enlargement process, growing Russian in�luence in the region and expectations in Serbia that the newly inaugurated US president Donald Trump will bring a thaw in relations with Russia and allow a regionally more dominant Serbia, while curbing ambitions of Kosovar Albanians. This dichotomy has created a division in the country torn between its Western and Eastern ambitions that is visible in many aspects of Serbian society, candidates bare hallmark, or in Obradović, the leader of the Serbian Movement Dveri (Srpski pokret Dveri) is a clear example of a pro-Russian politician in Serbia, while independent candidate SašaJanković represents the voice of a civil and pro-European Serbia. The rest of the presidential candidates are positioned on a wide spectrum dividing Obradović and Janković, thus contributing to the rather short but at the same time very electri�ied presidential campaign.

302. WHAT ABOUT THE ADRIATIC ?

Abstract:
Special bond between humans and ‘big waters’ is most probably as old as the mankind itself. Not only that the seas provided inspiration for mythology and even religions, but they also facilitated trade and commerce and connected people with different cultural backgrounds. The development of means of water transport has contributed substantially to that. People began trading with items others did not have or, in some cases, have not seen at all. Apart from cultural exchange, this prompted the economic one as well and small ports started attracting many merchants from distant places, representing cradles of capitalism. The same applies for the Adriatic, where different cultures, religions and even political systems were intertwined. It is no wonder therefore that cities like Dubrovnik and Split were actually more linked with cities like Ancona and Venice than to cities like Skopje or Belgrade, even during the time when they actually belonged to the same state together with last two. The structure and complexity of the terrain in the Balkan Peninsula obviously also contributed to that.

303. Security and Defense Challenges in the Baltic Region: The Finnish Perspective

Abstract:
Military activity and military tensions have increased in the Baltic Sea region. The early-warning period for military crises has become shorter and the threshold for using force has lowered. Russia bears the main responsibility for this negative development. The area that was previously under no signi�icant stress is now facing dif�iculties following the Russian occupation of Crimea and the con�lict in eastern Ukraine. The strategic importance of the Baltic Sea region has risen and military activity has intensi�ied in the area. A con�lict in the Baltic Sea region would inevitably impact Finland’s security. Finland has responded by improving military readiness through procuring new materiel, and by increasing defense spending. Other countries in the region have undertaken similar measures. During the years 2012-2014, a reform of the Finnish Defense Forces was carried out. It adapted the size and the basic structure of the Defense Forces to meet stringent �inancial demands and the then lower threat level of the security environment. The defense budget was cut by approximately 10 per cent. Since then, the policy has been reversed.

305. Society in the Persian Gulf: Before and After Oil

Abstract:
This essay takes as its focus society in the Persian Gulf over the long term, both before and after oil. In order to understand the transitions society has gone through, it is necessary to review the region’s historical evolution and how society in the Gulf today differs from that of the pre-oil era. The Gulf is presented as a distinct historical region, where a tradition of free movement helped account for the success of its port cities, themselves linked more to the Indian Ocean basin than the Middle East. In the twentieth century, the historic ties that connected the people of the Gulf littoral were curtailed as nationalism became the dominant ideology, and borders and passports were imposed. After oil was discovered and exports began following World War II, the small Gulf shaikhdoms, most of which were under British protection until 1971, experienced a surge in revenues that ushered in the modern era. Newly independent states sought to impose a new identity, manipulate history, and exploit sectarian cleavages to solidify the power of ruling dynasties. The historic cosmopolitanism of the Gulf was ignored by states that privileged the tribal, Bedouin heritage of their leaders. Arabs and Persians, both Sunni and Shi‘a, as well as many other groups have lived with each other in the region for many centuries, during which mutual differences occasionally led to conflict. But the current mistrust, tension, and sense of vulnerability felt by all sides is a product of the modern age.

306. Art and Cultural Production in the GCC

Abstract:
In an effort to explore the evolution of the art and cultural scene in the Gulf Cooperation Council (GCC) states, and to understand the complexities of these fields, the Center for International and Regional Studies (CIRS) at Georgetown University in Qatar undertook a two-year research initiative titled “Art and Cultural Production in the GCC.” Artists, cultural administrators, curators, critics, and academics were invited to Doha to attend two separate meetings in which they debated topics of relevance to the GCC’s cultural field. The research culminated in the publication of original studies in a special issue of the Journal of Arabian Studies (September 2017). This project builds on the available literature by contributing towards furthering knowledge on the prevailing issues around art and cultural production in the Gulf.

307. Japan’s Shift in the Nuclear Debate: A Changing Identity?

Abstract:
Throughout the Cold War, Japanese leaders and policy-makers have generally been careful to reflect the public’s firm opposition to anti-nuclear sentiment. However, the turn of the 21st century has witnessed a remarkable shift in the political debate, with élites alluding to a nuclear option for Japan. This sudden proliferation of nuclear statements among Japanese élites in 2002 has been directly linked by Japan watchers to the break out of the second North Korean nuclear crisis and the rapid buildup of China’s military capabilities. Is the Japanese perception of this double military threat in Northeast Asia really the main factor that triggered this shift in the nuclear debate? This paper argues that Japanese élites’ behavior rather indicates that the new threats in the regional strategic context is merely used as a pretext to solve a more deep-rooted and long-standing anxiety that stems from Japan’s own unsuccessful quest for a less reactive, and more proactive post-Cold War identity.

308. Point of No Return: The Fear and Criminalization of Central American Refugees

Abstract:
The purpose of this study was to ascertain the challenges faced by Central American migrants who returned home after failing to gain asylum or other international protection in the United States or Mexico. Cristosal interviewed individuals who fled from El Salvador, Guatemala, and Honduras under threats of violence and persecution and had been deported back to their country of origin to determine why they fled their homelands, why they could not secure asylum, and on their situations post-return. In the context of mass migration from these countries, the study used in- depth interviews to understand the different ways in which people experienced the violence and fear that forced them to flee and how their responses upon “voluntary return” or deportation back to their country of origin were shaped by that same violence. While there are many studies on the flight of persons from the Northern Triangle of Central America (NTCA), little is known about the experience of refugees who cannot secure protection in another country and are deported to their home country, from which they originally fled. What are the psychosocial, security, and human rights consequences for people who migrated out of fear for their lives and were then forced to return to the situation that forced them to flee?

Abstract:
his paper studies the political economy of the Southeast Asian haze and discusses the obstacles that, unless overcome, could prevent a permanent and effective solution to this transboundary pollution problem, which originates in Indonesia. Following a cost-benefit analysis of the problem, the paper takes note of the weaknesses in Indonesia’s governance structure, which make it difficult to enforce national policies aimed at curbing the haze problem. It also puts forward a number of suggestions for strengthening the current policy regime for tackling the problem.

310. Incident Prevention and Mitigation In The Asia Pacific Littorals: Framing, Expanding, and Adding to Cues

Abstract:
This paper explores the possibility of South China Sea claimants and regional countries playing an active role in developing measures to prevent untoward incidents involving government (including naval and maritime law enforcement) and non-government vessels while political negotiations take place with respect to the proposed Code of Conduct between ASEAN and China. It argues that such a comprehensive incident prevention and mitigation plan must be multidimensional and multilevel in its approach, cascading from the political, strategic, operational, to tactical levels. This study breaks down into three main sections. The first examines the framing of the existing Code for Unplanned Encounters at Sea (CUES) and its expansion as well as any new prevention and mitigation initiatives. The center of gravity and theory of success for CUES must be at operational and tactical levels, this paper highlights, while also proposing that CUES should be expanded to include sub- surface and aerial- based actions as other potential triggers for unplanned encounters and unintended escalations at sea. The end-state calls for a comprehensive CUES in light of the multidimensional nature of the SCS maritime landscape. The second section of this paper assesses the prospects for an expanded CUES, focusing on maritime law enforcement and irregular forces. It examines the viability of expanding this mechanism through what this paper terms as “Phased” and “Blanket” Approaches, which is dependent on the regional political climate. The third, final section raises two proposals at the strategic level, and six proposals pegged at the operational and tactical levels of planning and activity to build on and enhance the existing slate of such mechanisms as CUES to promote navigational safety and risk reduction in regional waters.
