111. The Regional Format 16+1: Early Rusting, Still Alive and Expanding into 17+1

Abstract:
The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

Abstract:
This paper discusses how Turkey’s bilateral relations with Saudi Arabia and Qatar have changed after the Arab Spring erupted and assesses how the Syrian conflict affected them. The paper argues that Turkey had developed excellent relations with Saudi Arabia and Qatar in the 2000s, but eventually fell out with Saudi Arabia and strengthened its relations with Qatar as the Arab Spring unfolded. The Syrian conflict, in which the three countries colluded to overthrow the Assad regime, has alleviated the deleterious impact of the differences between Saudi Arabia and Turkey on the bilateral relations or, to put it in another way, slowed down the deterioration of Turkey-Saudi Arabia relations. The paper also argues that the geopolitical landscape that pushed Turkey and Saudi Arabia apart also pushed Turkey and Qatar closer.

113. UNASUR in Venezuela: Mediation, Bias and Legitimacy

Abstract:
In light of the ongoing debate about the effectiveness of partial and impartial mediators, we examine how the Venezuelan government’s and the opposition’s perceptions of UNASUR and its good offices influenced its role as facilitator of dialogue between the two parties. We do so on the basis of interviews with key actors linked to the process, as well as a review of the literature and documentary sources. We find that, although there was a perception of lack of neutrality on the part of the mediators involved in the UNASUR effort to facilitate a dialogue in Venezuela, the parties themselves accepted the role of these mediators because they perceived that, through their means, they could achieve beneficial outcomes. Hence, we agree with various authors that the parties’ perception of a mediator is key. Nonetheless, we make a distinction between two types of perceptions that correspond to two types of legitimacy that a mediator can enjoy: ideological legitimacy and pragmatic legitimacy. We argue that the second type is essential and can explain the significant role that biased mediators play in various conflicts, such as that in Venezuela.

Abstract:
This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.

115. Responding to the Rise in Violent Extremism in the Sahel

Abstract:
The Sahel has experienced the most rapid increase in militant Islamist group activity of any region in Africa in recent years. Violent events involving extremist groups in the region have doubled every year since 2015. In 2019, there have been more than 700 such violent episodes (see Figure 1). Fatalities linked to these events have increased from 225 to 2,000 during the same period. This surge in violence has uprooted more than 900,000 people, including 500,000 in Burkina Faso in 2019 alone. Three groups, the Macina Liberation Front (FLM),1 the Islamic State in the Greater Sahara (ISGS),2 and Ansaroul Islam,3 are responsible for roughly two-thirds of the extremist violence in the central Sahel.4 Their attacks are largely concentrated in central Mali, northern and eastern Burkina Faso, and western Niger (see Figure 2). Multiple security and development responses have been deployed to address this crisis. While some progress has been realized, the continued escalation of extremist violence underscores that more needs to be done.

Abstract:
The internal conflict and resulting humanitarian crisis embroiling South Sudan since December 2013 have exposed the country’s fragility. A weak national identity, ethnically based violence, a legacy of violent conflict resolution, personalized and patronage-based politics, weak institutional checks on the abuse of power, and the absence of encompassing leadership, among other factors, all pose obstacles to peacebuilding. As a result, envisaging a stable South Sudan has become increasingly difficult for many South Sudanese and external observers. With regional and international diplomacy rightly focused on negotiating an immediate end to hostilities, the Africa Center for Strategic Studies has asked a selection of South Sudanese and international scholars, security practitioners, and civil society leaders to share their visions of the strategic issues South Sudan must address if it is to make a transition from its current state of dissimilation to a more stable reality. These visions, taken individually and collectively, are intended to help sketch out some of the priorities and prerequisites for transforming today’s highly fragmented security landscape in South Sudan to one in which its citizens are safe in their own country and are protected from external threats.

Her Excellency Hunaina Sultan Al Mughairy has served as the Ambassador of the Sultanate of Oman to the United States since 2005. In this role, she has applied her extensive expertise in business and diplomacy to advocate for free trade between the U.S. and Oman. As the first Arab woman appointed to serve as ambassador to the U.S., Her Excellency also strives to dispel misconceptions of Arab women. Prior to this position, Ambassador Al Mughairy worked for the Permanent Mission of the Sultanate of Oman to the United Nations, the Omani Ministry of Commerce and Industry, and the Omani Center for Investment Promotion and Export Development. She also serves on the CCAS Board of Advisors and as Chair of the Sultan Qaboos Cultural Center in Washington, D.C., an organization that focuses on building bridges between the American and Omani peoples.

Abstract:
As one of Syria’s neighbors, Turkey has become a refuge for more than 3.5 million forced Syrian migrants. Though many of them are living in Turkey’s border cities, in or around the refugee camps, many others have already dispersed to other cities. Among these cities, Istanbul has the largest Syrian community. Drawing on a qualitative field work in Istanbul’s neighborhoods, this study explores the Syrian migration to Istanbul and reports the attitudes towards this movement of the local neighborhood and village headmen, known as muhtars in the Turkish local administrative system. As the study shows, their attitudes towards forced Syrian migrants are paradoxical, marked both by feelings of disturbance, worry and uneasiness, and at the same time welcome and support. The study concludes by discussing historical and cultural reasons for these paradoxical attitudes by relating them to the understanding of hospitality in Turkish society to show how socio-psychological explanations of attitude formation towards Syria’s forced migrants seem more appropriate.
