41. Mission to the Middle East 2017: The Plight of the Displaced

Abstract:
From February 23, 2017 to March 6, 2017, His Eminence Roger Cardinal Mahony, archbishop emeritus of Los Angeles, California; His Excellency Silvano Tomasi, c.s., delegate secretary for the Holy See’s Dicastery on Integral Human Development; and Kevin Appleby, senior director of international migration policy for the Center for Migration Studies of New York (CMS) and the Scalabrini International Migration Network (SIMN), joined in a mission to Lebanon, Jordan, Iraq, and Greece to examine the situation of refugees and the displaced in these states. The visit came against the backdrop of several actions and events which could adversely impact these populations in the immediate, near, and long-term future: (1) the proposed reduction in the number of refugees to be admitted by the United States from 110,000 to 50,000 a year, including a 120-day shutdown of the US refugee program; (2) the one-year-old agreement between the European Union and Turkey to halt Syrian and other refugee groups from migrating to and entering Europe; (3) the ongoing war against the Islamic State of Iraq and Syria (ISIS), most notably in the fight for the city of Mosul and surrounding villages in northern Iraq; and (4) the ongoing persecution of religious minorities in the region, including Christian groups. Overall, the delegation found that, despite heroic work by international nongovernmental organizations (NGOs) and agencies in the region, including refugee protection organizations, the humanitarian need of refugees and internally displaced persons (IDPs) far outweigh the support given to them by the international community. In fact, the world community appears to be withdrawing its support, rather than increasing it.1 The following findings and recommendations from the mission are based on the delegation’s conversations with actors in the region, including refugees and displaced persons, care providers, representatives of the Catholic Church, their aid agencies, and United Nations (UN) officials.

Abstract:
Violence along China’s border with Myanmar is threatening yet again to spill across into Yunnan Province. According to the Chinese Ministry of Foreign Affairs, more than 20,000 refugees have fled into Yunnan after renewed fighting between the Kachin Independence Army and Myanmar’s Armed Forces (Tatmadaw). These refugees are the second wave after more than 3,000 fled into China in late November 2016. In response, the prefectural government has begun setting up temporary shelters (Guanchazhe, November 22, 2016). It is unclear how it will cope with the much larger, second wave.

43. Views of Education Outside the Formal System among Syrian Refugees in Jordan

The Arab Barometer fourth wave survey in Jordan conducted interviews with 300 Syrian refugees living amongst the general population in Jordan. These data offer insight into the 1 degree to which Syrians are making use of informal education as a means to address educational challenges for their children who may have missed years of education because of the war in Syria, or who may not have been eligible for participation in the formal system in Jordan. Understanding the conditions facing this community can help develop policy solutions to improve the educational outcomes for this vulnerable community. Nevertheless, the relatively small number of interviews means that the results should be interpreted with some caution. Although the sample is a random selection of Syrian refugees, the statistical power is less than among the sample of Jordanian citizens (1200 respondents). Despite this constraint, the results of the survey reveal surprisingly similar views of the educational system for both Jordanian citizens and Syrian refugees in Jordan, suggesting that similar types of educational programs outside the formal system might benefit of both communities.

44. Refugees in Jordan and Lebanon: Life on the Margins

The outbreak of civil war in Syria led to a mass exodus of refugees to neighboring countries and beyond. Many of these refugees fled to Jordan and Lebanon where they face a myriad of challenges, including of how to provide services for such a vast population increase. Overall, while Jordan has taken a number of steps to address some of the key challenges faced by refugees,1 Lebanon has taken fewer steps. Perhaps this is due to Lebanon’s unique history and fears that a large influx of refugees could change the country’s fragile sectarian balance and even lead to a renewed civil conflict.2 Against this background, the fourth wave of the Arab Barometer reveals that refugees in Jordan and Lebanon show different feelings about the degree to which they feel secure in their host country and how they the degree to which available services are meeting their needs. Overall, the findings reveal significant differences in the degree to which Syrian refugees feel safe and secure in the two countries. For example, while a majority of refugees in Jordan (59 percent) are not very worried or not worried at all about being harassed or threatened in street, only 25 percent of refugees in Lebanon say the same. This result shows similarities with citizens of their host countries: while 58 percent of Jordanians are not very worried or not worried at all, only three-in-ten (29 percent) of Lebanese have such concerns. However, Lebanese tend to see Syrian refugees as a greater challenge to their country than Jordanians: 44 percent of Lebanese as opposed to 35 percent of Jordanian cite Syrian refugees as one of the two most important challenges that their countries face today. Perceptions of Syrian refugees toward the quality of public services also diverge to a great extent. Although the vast majority in Jordan are satisfied or very satisfied with healthcare system (86 percent) and the education system (81 percent), only 53 percent of refugees in Lebanon say the same about the educational system, and just 28 percent in Lebanon are satisfied or very satisfied with healthcare system. Economic conditions are even more challenging for refugees in both countries. Most face with difficulties in meeting their household expenses. However, Syrian refugees in Jordan are more likely to show greater optimism toward economic conditions than those living in Lebanon. Notably, support for democracy remains strong among the refugee population in both countries, with 79 percent in Jordan and 85 percent in Lebanon agreeing or strongly agreeing democracy is better than other forms of government. At the same time, refugee communities in both countries define democracy based primarily on socioeconomic terms instead of political outcomes. Moreover, most believe that political reform should be instituted gradually instead of once (85 percent in Jordan and 80 percent in Lebanon).

Abstract:
This second paper of the DCAF-STRATIM paper series by M. Murat Erdogan analyses the situation of Syrian refugees in Turkey, and the resulting challenges for both the refugees themselves and for Turkish society. The author argues that although the Turkish government does not officially acknowledge Syrians as refugees, Turkey has maintained an open door policy and provides them with considerable opportunities, rights and services€. The author calls on Turkey to review its approach towards Syrian refugees as the current approach is based on the wrong assumption of it being a temporary phenomenon€. The author expects a high probability that significant numbers of Syrians will permanently remain in Turkey. Since the first wave of Syrian refugees reached Turkey on 28 April 2011, the flow has not halted. With the Syrian civil war in its sixth year, expectations for a peaceful Syria in the short- and medium-term have faded considerably. The author calls for smart strategies, in line with human rights, and supported by Turkish society, for integration and co-existence based on efficient registration, better coordination between relevant agencies, a focus on education and the provision of working permits.

Abstract:
The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

Abstract:
Humanitarian crises across the world are the worst since World War II, and the situation is only going to get worse. According to the UN Refugee Agency (UNHCR), almost 60 million people worldwide have been forcibly displaced from their homes — that is approximately one in every 123 people on the planet (UNHCR 2016a). The problem is growing, as the number of those displaced is over 60 percent greater than the previous decade. As a result, UN Secretary-General Ban Ki-moon has announced the first ever World Humanitarian Summit to be held May 23-24, 2016. The world’s attention is focused on the Syrian refugee crisis, which has displaced 11 million people. But in doing so, the global community has lost sight of an equally severe humanitarian and displacement crisis — the situation in Yemen. Yemen now has more people in need of aid than any other country in the world, according to the UNOCHA Global Humanitarian Overview 2016. An estimated 21.2 million people in Yemen — 82 percent of the population — requires humanitarian aid, and this number is steadily growing (UNOCHA 2016a).

Australia has a long history of immigration, including accepting refugees. Over the years, it has developed mechanisms and instruments that aim not only to help people in need but also to provide for the country’s stability and prosperity. However, in recent years some elements of Australia’s refugee policy, especially its approach towards the so-called boat people, have come under fire. Nevertheless, the solutions implemented by Australia should be part of the EU’s efforts to find ones useful for dealing with its current migration crisis.

Abstract:
Since the EU-Turkey deal on refugees on 29 November, there has not been a significant reduction in the numbers of migrants crossing into the EU from Turkey. One of the main reasons is probably lack of trust between Turkey and European Commission in their readiness to keep promises. EU can break the impasse by offering Schengen visa liberalisation but at the same time should use the accession negotiations to exert greater pressure on Ankara.

50. Migrant Smuggling in Turkey: The 'Other' Side of the Refugee Crisis

Abstract:
The pace at which Turkey will take these steps is up for debate. Turkey has become one of the international centers for migrant smuggling starting with the Arab Spring and deepening with the outbreak of the Syrian Civil War. Although migrant smuggling existed in Turkey before 2011, with the Syrian Crisis, it evolved into an ad hoc and flexible structure that could keep up with sudden shifts promote serious competition. Combating migrant smuggling, which can integrate into local and social structures while also working within an international modus operandi, has become more and more difficult as it grows into an increasingly multidimensional struggle. Migrant Smuggling in Turkey: The “Other” Side of the Refugee Crisis focuses on these issues by taking into account the JAP’s sensibility towards the prevention of migrant smuggling. The primary prediction of the report is that there will be important changes regarding the way the migrant smuggling sector will work in Turkey following the JAP. Moreover, it can be said that two main changes are predicted to occur; one with regard to the migration routes and the second to the organization of the sector. Regarding the routes, the report forsees that the Black Sea Route will be more popular and major changes will occur in the Mediterranean Sea Route. Because the JAP will see the return of migrants from Greece to Turkey, migrant smugglers will most likely produce a new strategy based on alternative routes. Migrant smugglers are expected to use Italy route not only from Turkey, but also from Albania, Montenegro, and Greece. A second trend that may come to greater prominence could be seen in changes in the way migrant smuggling networks organize across borders. It is highly likely that major networks which conduct business at the international level will become stronger in Turkey and beyond.
