Abstract:
The world is in the midst of an unprecedented refugee crisis, and Uganda’s response to the influx of asylum-seekers from South-Sudan is considered successful and is therefore a valuable target for study and replication. Uganda accepts refugees regardless of point of origin and gives them the rights of freedom of movement and the opportunity to seek employment. This case study examines the official government and humanitarian agency response to increased refugee numbers, both in terms of policies and resources. It also focuses on telecommunication access and humanitarian cash transfers, and it analyzes the partnership between Danish Church Aid and Airtel Uganda.

Abstract:
Today, more than 60 percent of all refugees and 80 percent of all internally displaced persons are living in urban areas. While cities are periodically overwhelmed by sudden mass influxes of forced migrants, they are remarkably effective at absorbing populations on the move. With some exceptions, the international community — the UN Refugee Agency, in particular — has been slow to empower cities to assume a greater role in protecting, assisting and promoting durable solutions for refugees, asylum claimants and other groups of concern. New compacts on migration and refugees only tangentially address cities’ pivotal role in shaping the experience of forced migrants. Instead, cities are developing solutions on their own. This paper assesses the characteristics of the urban displacement crisis and identifies challenges and opportunities confronting cities, challenging myths associated with the “refugee burden” and offering preliminary recommendations for stepping up international, national and municipal cooperation.

13. From Rhetoric to Reality: Achieving Gender Equality for Refugee Women and Girls

Abstract:
This paper addresses the international refugee regime’s failure, despite significant international law and policy developed over the past 30 years, to address the protection needs of refugee women and girls and to promote gender equality in policy and service provision. This failure results in serious human rights abuses and squanders the enormous potential and social capital that women and girls can bring to achieving solutions. Refugee women and girls continue to suffer endemic sexual violence and discrimination and to be marginalized, their voices and capacities ignored. The current negotiation of a global compact on refugees by UN member states, led by the UN Refugee Agency, provides an opportunity to look at the reasons for this failure and its implications for women and girls, men and boys, youth, families and communities, in host countries and countries of asylum. The issue is both humanitarian and political, and includes the contentious debate about whether refugees are “burdens” or “responsibilities,” an argument mainly between the governments of the Global South, who host the majority of refugees, and those of the Global North, who provide resources. These tensions, and ideological positions held by stakeholders, all adversely impact refugee women and girls. The increased movement of refugees and the scarcity of resources have decreased the protection available for all refugees and made the plight of women and girls even more acute. The authors outline seven key barriers to refugee women and girls’ achieving gender equality in policy and practice. They explore the ways in which each barrier exacerbates and compounds the others, and recommend approaches to bring about the structural and operational changes urgently needed.

14. Xenophobia toward Refugees and Other Forced Migrants

Abstract:
Generally speaking, those who study forced migration and those who advocate for solutions to forced migration spend little time studying xenophobia. This paper has aimed to address that gap by examining xenophobia in the context of refugees, first by considering definitions of xenophobia vis-à-vis other terms, including racism and nativism, and next by looking at the roots of xenophobia, which include not only political, social and economic grievances and uncertainty but also competition for scarce resources and the belief that one’s own nation-state or group is superior to others. The paper then reviews some expressions of xenophobic rhetoric and actions, and their impacts, before considering key issues and challenges in overcoming xenophobia. Looking at successful attempts in combatting xenophobia provides lessons for those engaged in research and advocacy. Recommended actions include holding governments more accountable for their failures to protect people’s rights; identifying and fighting against policies that incentivize xenophobic behaviour; recognizing that pro-migrant programming can backfire; identifying political actors who promulgate xenophobia and choosing interventions carefully; and seeking greater collaboration and creativity among different actors working to combat xenophobia. The use of localized approaches emerges from the literature as particularly important. The backdrop of the UN Refugee Agency’s global compacts on refugees and for migration makes the moment ripe for further discussion on how to reduce xenophobia and increase responsibility sharing in refugee situations. Likewise, the prominence of political regimes that draw on xenophobic rhetoric and even encourage xenophobic actions means that finding new ways to reduce xenophobia is more important than ever.

Abstract:
This research was commissioned by Danish Refugee Council’s (DRC) Diaspora Programme as part of a project with the Durable Solutions Platform (DSP) joint initiative of DRC, the International Rescue Committee (IRC) and the Norwegian Refugee Council (NRC). This study seeks to explore Syrian diaspora mobilisation in six European host countries: Denmark, France, Germany, Sweden, Switzerland and the United Kingdom. The report focuses on the organisational framework, transnational links and practices of Syrian diaspora groups, by taking into account both internal dynamics and potential lines of conflict as well as the contextual factors in the country of origin and destination. The mapping and study seek to provide a basis for further engagement with the most relevant group of Syrians (associations and individuals) across Europe for consultations on future solution scenarios for Syrian refugees, as well as to enable DRC’s Diaspora Programme to develop activities specifically targeting the Syrian diaspora looking towards the reconstruction and development of Syria.

16. Mapping Syrian Skills in the Gulf: The Case of Qatar

Abstract:
The paper begins with a review of the stages of Syrian emigration to the Arab oil-producing countries, before and after the outbreak of the Syrian revolution, as well as the trends of Syrian emigration to the Gulf states, and size of Syrian immigrant communities in each. Despite the lack of sources on the number of Syrians in these countries, and the lack of accuracy of the sources that are available, the paper estimates the number of Syrians in these countries at fewer than 600,000 immigrants in 2011. The figure rose to between one million and 1.5 million across years of conflict. About 14% of these work in the top professions, and 11% as specialists and technicians. The study also examines the characteristics of the Syrian emigration to the Gulf states (the temporary nature of the immigration, the difficulty of organization, and having to work in other areas of specialties than their own, etc.). The study concludes with the presentation of the most important results of a questionnaire in which seven Syrian elites took part.

This paper addresses the dynamics generated, since 2011, by the influx of 673000 people who have fled the repression of the Syrian regime, and the deterioration of living and security conditions in Syria. By focusing on the new representation of Syrians in Jordan as situation deteriorated into a civil war, the study targets three main topics: 1) the rooted presence of Damascene presence in Transjordan, and its historical role in the Jordanian administration, polity, and economy; 2) the emergence of “Syrian refugees” as a new social category, stigmatized by public policies and discourses, that plays an significant role in the political and social equations of host countries; 3) the vital input of Syrian investors, skilled and/ or qualified people, and manpower, in transforming Syrian tragedy into dynamic opportunities that impacts positively both host and newcomer societies, these opportunities being meant to play an key role when the conflict in Syria will come to an end.

18. The role of parliaments in NATO member countries in advancing the Women, Peace and Security agenda

Abstract:
Since 2007, the NATO Parliamentary Assembly has pursued an original and ground-breaking approach of mapping the distinctive contribution of its member parliaments to advancing the women, peace and security (WPS) agenda. Following on from previous reports in 2013 and in 2015, this study provides an up-to-date analysis of the 28 national responses to the NATO Parliamentary Assembly WPS survey in 2018. The main findings are as follows: 1. There was an increase in parliaments’ reported activity in the field of WPS, from 81% of respondents reporting some degree of involvement in 2015 to 100% in 2018. Countries with a National Action Plan (NAP) on Women, Peace and Security remain twice as active as countries without a NAP. 2. Of all participating delegations, 91% report that women recently occupied prominent functions related to peace and security in their parliament, thus contributing to enhancing women’s leadership in public debate on peace and security. 3. Parliamentary reports suggest that their engagement as legislative and oversight bodies has remained stable or slightly decreased in quantitative terms. Encouragingly, this engagement has nonetheless diversified in qualitative terms. Parliaments now report the development of legislation and resolutions on a greater variety of WPS themes and 36% mention using two or more monitoring mechanisms in overseeing the implementation of the WPS agenda, an increase from 24% in 2015. 4. Parliaments of NATO member countries have taken up NATO policy recommendations regarding dialogue with civil society organisations and cooperation with other NATO member states, with 17 delegations (61% of respondents) now reporting some activity in this area. The report includes full details and analysis of the survey responses as well as recommendations for parliaments in NATO member countries going forward.

19. Four ways in which the Syrian CRU Policy Brief regime controls refugee return

Abstract:
Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return. In this policy brief authors Samar Batrawi and Ana Uzelac identify four tools the Syrian regime has at its disposal to control the return of refugees and Internally Displaced Persons (IDPs). It is the second in a series that explores practical considerations of potential European involvement in specific areas of reconstruction in Assad-ruled Syria (the first policy brief on urban reconstruction can be found here.) The brief puts these tools in the perspective of the broader conflict dynamics affecting refugees and IDPs and identifies implications for Western European policy. It concludes that rather than resigning to the limited possibilities for structural political engagement in Syria, Western European policymakers should invest in ways to mitigate the material and political dispossession of more than half of Syria’s pre-war population.

20. Mission to the Middle East 2017: The Plight of the Displaced

From February 23, 2017 to March 6, 2017, His Eminence Roger Cardinal Mahony, archbishop emeritus of Los Angeles, California; His Excellency Silvano Tomasi, c.s., delegate secretary for the Holy See’s Dicastery on Integral Human Development; and Kevin Appleby, senior director of international migration policy for the Center for Migration Studies of New York (CMS) and the Scalabrini International Migration Network (SIMN), joined in a mission to Lebanon, Jordan, Iraq, and Greece to examine the situation of refugees and the displaced in these states. The visit came against the backdrop of several actions and events which could adversely impact these populations in the immediate, near, and long-term future: (1) the proposed reduction in the number of refugees to be admitted by the United States from 110,000 to 50,000 a year, including a 120-day shutdown of the US refugee program; (2) the one-year-old agreement between the European Union and Turkey to halt Syrian and other refugee groups from migrating to and entering Europe; (3) the ongoing war against the Islamic State of Iraq and Syria (ISIS), most notably in the fight for the city of Mosul and surrounding villages in northern Iraq; and (4) the ongoing persecution of religious minorities in the region, including Christian groups. Overall, the delegation found that, despite heroic work by international nongovernmental organizations (NGOs) and agencies in the region, including refugee protection organizations, the humanitarian need of refugees and internally displaced persons (IDPs) far outweigh the support given to them by the international community. In fact, the world community appears to be withdrawing its support, rather than increasing it.1 The following findings and recommendations from the mission are based on the delegation’s conversations with actors in the region, including refugees and displaced persons, care providers, representatives of the Catholic Church, their aid agencies, and United Nations (UN) officials.
