1. Diversity without adversity? Refugees’ efforts to integrate can partially offset identity-based biases

Abstract:
How can refugees overcome barriers to integration in the host country? Refugees often face economic, social, and political discrimination by the local population. Ethnicity, religion, and refugees' past involvement in political violence can further exacerbate these biases. We examine whether host country's citizens reduce anti-refugee attitudes if they know that refugees have made proactive effort to integrate by forging social ties with the locals and learning the local language. Unlike most of the previous studies, we examine a non-Western country-Turkey-that hosts the highest number of Syrian refugees (3.6 million). We field a conjoint survey experiment-a method previously applied to study migration attitudes in the West-to 2,362 respondents in Turkey, presenting them with profiles of Syrian refugees that vary by demographics, ethnicity, religion, and involvement in the Syrian civil war. Respondents rank each profile in order of support for social, economic and political integration. We find that although Turkey is a Muslim country hosting predominantly co-religious refugees, not all refugees are perceived equally. There is a significant bias against Arabs and Kurds compared to Turkomans, and against former pro-regime fighters. Although information on refugees' effort strengthens support for their integration, not all disadvantaged groups benefit equally from it. Such information has a more robust effect on boosting support for Kurdish refugees, and has a limited effect on support for integration of Arabs and former pro-regime fighters. Importantly, information on proactive effort also strengthens support for groups that experience less discrimination (Turkomans and non-fighters), thereby potentially exacerbating inequalities among the refugees.

Abstract:
Although the most serious period of the refugee crisis in Europe was undoubtedly the year 2015, this persistent conflict remains unresolved, as the causes and factors that condition it remain unresolved. At this time, it has been demonstrated that the governance structures of the international system do not have the capacity to respond adequately to the new challenges. The phenomenon of forced migration is a clear expression of the complexity of today’s international scenarios. The refugee crisis, or migration crisis as it is also called, has tested, and continues to test, the foundations of the European Union, which is also going through a real existential crisis. This article analyzes, on the one hand, the situation, context and conditions of forced migrants and more particularly of refugees, and, on the other, the role that the European Union is developing in the face of this crisis, when it is going through serious difficulties. The legal and management instruments available to the European Union to face these crises are also analyzed.

3. Hypocritical Inhospitality: The Global Refugee Crisis in the Light of History

Political authorities often claim that states have an absolute right to decide for themselves who enters their territory and the conditions on which they enter by mere virtue of their sovereignty. In 2018, for example, the then U.S. ambassador to the United Nations, Nikki Haley, responded to the UN’s criticism of the Donald Trump administration’s practice of separating children from parents entering the United States without documentation, including those claiming asylum, with a typical appeal to sovereign prerogative: “We will remain a generous country, but we are also a sovereign country, with laws that decide how to best control our borders and protect our people. Neither the United Nations nor anyone else will dictate how the United States upholds its borders.”1 A brief glance at the history of sovereignty, however, reminds us of two crucial things. First, sovereignty is socially constructed, and its meaning and implications have changed and continue to change over time. Sovereignty need not entail, and historically has not entailed, an absolute right to regulate the movement of people in and out of one’s territory.2 Second, we are reminded of the deep and problematic ties between the history of sovereignty’s construction and the history of the European colonial project.3 Sovereignty was for a long time considered a privilege enjoyed only by Europeans and those non-Europeans whom Europeans deigned to acknowledge as civilized members of the “family of nations.” It was not until the second half of the twentieth century that Europe’s widespread empires were finally dismantled, self-government was granted to formerly colonized peoples, and the institution of the territorially bounded sovereign state spread across the globe. More than that, for centuries, the wealth of Europe’s sovereign powers was augmented, and the territories of their soon-to-be-sovereign settler colonies beyond Europe were acquired by means of violent conquest, subjection, enslavement, displacement, and, often, slaughter of nonsovereign indigenous peoples. The powerful once demanded hospitality from the vulnerable. They now deny it to them. That much is well known. What is less well known is that one justification that European imperial powers offered for the violent subjection of nonsovereign non-Europeans, at least for a time, was indigenous peoples’ violation of a supposedly natural and enforceable duty of hospitality. Today, many of these same powers—including European Union member states and former settler colonies, such as the United States and Australia—work tirelessly and expend billions of dollars to resist granting hospitality to forcibly displaced people seeking asylum at their borders or waiting in refugee camps and urban centers in developing regions of the world. The powerful once demanded hospitality from the vulnerable. They now deny it to them. This essay examines the hypocritical inhospitality of these wealthy and powerful states in four stages. I first outline how the notion of a duty of hospitality was deployed as a justification for European colonialism. Second, I contrast this historical demand for hospitality with the denial of hospitality by former colonial powers today, noting that they legitimate this denial by again imposing an expectation of hospitality on others. Third, I consider the justified limits to the duty of hospitality, explaining how Immanuel Kant and others usefully sought a formulation of the duty that would protect the vulnerable from the predations of powerful intruders while still requiring the powerful to provide relief to the displaced vulnerable. And fourth, I argue, given that certain states accrued vast wealth and territory from the European colonial project, which they justified in part by appeals to a duty of hospitality, these states are bound now to extend hospitality to vulnerable outsiders not simply as a matter of charity or even reciprocity, but as justice and restitution for grave historical wrongs.

Abstract:
In 2015, millions of refugees, mostly Syrians, knocked the door of Europe for protection against war and violence in their home countries. The number of refugees that entered Europe in 2015 made only 0.2 percent of total Europe’s population, considerably low number than other refugee hosting countries. In fact, for a continent as wealthy as Europe, the influx of refugees could be easily managed but European Union was unable to bring a common policy to cope with it. European Union already divided by the Eurozone crisis experienced further divisions due to refugee influx. The polarization in European politics and society reached the highest point since the Second World War. The failure of Social Democracy and center politics in solving the crisis created space for either right-wing or left-wing populist parties that won many seats in both European and national parliaments, while in some countries even managed to make governments.

Abstract:
The challenging geography of Greece makes it hard for the country to take full advantage of its natural resources and expand its energy grid. Though it has doubled its share of renewables, it needs to redouble those efforts to reach the EU’s ambitious goal of covering a third of its energy needs from renewable sources by 2030. The Greek islands that have been at the forefront of the migration and refugee crises would particularly benefit from a targeted policy to reach that goal, as the transition would increase their energy security, reduce their energy costs, and diversify their economies. Greece has the potential to be a model of sustainability that would enhance the stability of the entire Eastern Med.

6. The Effect of Stressors and Resilience Factors on Mental Health of Recent Refugees in Austria

Abstract:
Given the exposure to stressors in their home countries, during their migration and in the phase after arrival, refugees are particularly vulnerable to mental health problems. At the same time, their access to adequate healthcare and other social infrastructure might be hampered by factors such as lack of knowledge as well as cultural and language barriers. In addition to other factors, this reduces their ability to take part in social activities as well as their integration into the labour market of the host societies. We examine the prevalence of mental disorders in the refugee population from Afghanistan, Iraq and Syria who arrived in Austria recently, drawing on data from a refugee survey conducted between December 2017 and April 2018 in Austria with a specific focus on Vienna, Salzburg, Graz, Linz and Innsbruck (FIMAS+INTEGRATION). We found a high share of refugees (32%) to have moderate or severe mental health problems. In particular, young refugees (15-34 years) show higher risk levels. When investigating the effects of stressors on the mental health situation, we found a positive association with e.g. experienced discrimination in Austria and the fear for partners and children left behind. In contrast, the results show a negative correlation for a couple of mitigating factors that foster resilience, i.e. proficiency in the German language, being employed (including volunteer work), having more supportive relationships and satisfaction with the housing situation.

7. The EU’s Approach to the Syrian Crisis: Turkey as a Partner?

Abstract:
The article aims to analyze the European Union (EU)’s approach to the Syrian crisis and to evaluate the role it attributes to Turkey. The EU’s approach staggered between supporting transition in Syria to a post-Assad regime and the need to protect itself against spill-over effects of the conflict. Two issues emerged as urgent priorities that determined the EU’s approach to the conflict. One of them was to control the outpouring of refugees fleeing war and oppression in Syria and the other was to deal with the growing threat of terrorism, mainly the ISIL threat. The influx of Syrian refugees through the Aegean and Balkan route to the EU surged in the summer of 2015 leading to practical and political problems for EU countries. In the meantime, ISIL related terror attacks in the EU created a major security problem and led several Member States to bring back border controls in the Schengen area. The EU turned to Turkey and sought Turkey’s cooperation in controlling the refugee flow and also keeping away the ISIL threat. The article looks at cooperation between Turkey and the EU and also points of contention that created hurdles in this cooperation.

Abstract:
This paper focuses on the Syrian refugee crisis, which incurred a variety of negative social and economic impacts upon many countries in the Middle East, as well as in Europe. The aim of this study is to analyze the divergent attitudes of Germany and Hungary in the face of Syrian refugee crisis and the diversity of measures that these countries have adopted to tackle the refugee problem. The cases are analyzed through social constructivism, which focuses mainly on how the agents and structures mutually construct each other and on identities, norms, and interests without wandering away completely from the rational standpoint. The main conclusions of this study show that the refugees are perceived differently in Germany and Hungary. Conclusions also demonstrate that the Europeans and the refugees resulted in a new and an unexpected learning experience, and enabled changes for both sides. The findings also reveal that the gap between the attitudes of the leaders of different European countries for the refugees remained significant. The change due to incorporation of the refugees into European societies and the differing attitudes of their leaders affected both domestic and international politics in Europe among countries that accepted different numbers of Syrian refugees.

9. TURKISH MEDIA’S RESPONSE TO THE 2015 ‘REFUGEE CRISIS’

Abstract:
In 2015 the forced displacement of Syrians entered a new phase with the sharp rise in the numbers of refugees arriving at Europe’s shores mainly through the Eastern Mediterranean route. Grabbing widespread media and public attention, this unprecedent refugee influx and its surrounding events are commonly dubbed as ‘Europe’s refugee crisis’, which as some scholars highlight, is a ‘re-contextualised’ version of already existing processes of politicisation and mediatisation of immigration. This paper intends to contribute to the debate on ‘mediatisation of refugee crisis’ by giving an insight on the role of Turkish media in telling its readers what to think about the ‘refugee crisis’ during this period of particular significance. The paper relies on a content analysis of front-page articles from three Turkish newspapers (Birgün, Hürriyet and Yeni Akit) between July and November 2015. By limiting our analysis to ‘small data’, we look closely how these newspapers on different sides of the political spectrum react to the spread of the refugee crisis to Europe and its implications on Turkey. We highlight the type of coverage and the definition of issues in this particular media content. Overall, we find that the highly mediatised coverage of the Aylan Kurdi incident triggered a significant discursive shift as it has in other national contexts. While all the three newspapers –regardless of ideological stance– were responsive to the spread of the refugee crisis into Europe, news coverage about topics such as socio-economic vulnerabilities of refugees, issues of legal status and social integration in the domestic context was minimal within our period of analysis. We also assert that the way the three newspapers frame the ‘refugee crisis’ especially in relation to domestic or foreign politics shows significant variation. While we find that issues related to border security and border violations received the most intense coverage during the analysis period, we highlight that the coverage is embedded in a humanitarian narrative rather than a security narrative.

10. States of Refuge: Keywords for Critical Refugee Studies

Abstract:
The phenomenon of displacement is increasingly evident across a wide range of human activity, but there have been few attempts to consider the connections between these movements. For several years the international community has been focused on the displacement of Syrians from their homes and the resulting flow of refugees into neighbouring countries and Europe. More recently, more than 600,000 Rohingya refugees have fled the violence in Myanmar and captured the world’s attention. Less well known, but no less significant, has been the more than one million refugees fleeing the violence in South Sudan. All this public and governmental interest in migrants is not surprising given that, in 2015, the United Nations estimated that there were 244 million migrants in the world, including about 65.3 million forcibly displaced people, of which 20 million are refugees. These numbers – and the stories of suffering and survival that accompany them – have led former United Nations Secretary General, Ban Ki Moon (2016), to declare that there exists a global “crisis of solidarity.” However, forced migration is just one case in the movement of peoples between states. An even larger migration occurs within states as rural residents pour into cities around the world, vividly captured in Mike Davis’s (2007) phrase “Planet of Slums.” Within many cities gentrification displaces local communities in favour of new residents with greater purchasing power. These events, moreover, take place in the background of earlier colonial displacements of Indigenous peoples and the legacies of those violent episodes. Displacement occurs both in the physical sense of people being moved from one place to another and in a cultural sense as in the case of the Canadian residential schools system destruction of First Nations culture. Shifting focus to human interaction with the natural world, the planet is on the verge of a historic displacement with the extinction of ecological systems and thousands of species with climate change and further industrialization (Jones 2016).
