1. Iraq’s New Electoral Law: Old Powers Adapting to Change

Abstract:
In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

Abstract:
The latest crackdown appears to have targeted senior defense and interior officials, spurring speculation that they are linked to previously detained princes rumored to be plotting a coup. On March 15, Saudi Arabia announced that 298 individuals have been arrested for bribery, embezzlement, wasting public funds, and other corruption offenses. Although none of the detainees has been named, they reportedly include high-ranking officers in the Defense and Interior Ministries, adding to rumors that recent royal crackdowns may be related to a planned coup.

The rapid digital transformation occurring worldwide poses significant challenges for policy makers working within a governance framework that evolved over centuries. Domestic policy space needs to be redefined for the digital age, and the interface with international trade governance recalibrated. In this paper, Dan Ciuriak and Maria Ptashkina organize the issues facing policy makers under the broad pillars of “economic value capture,” “sovereignty” in public choice and “national security,” and outline a conceptual framework with which policy makers can start to think about a coherent integration of the many reform efforts now under way, considering how policies adopted in these areas can be reconciled with commitments under a multilateral framework adapted for the digital age.

4. Protection through Policing: The Protective Role of UN Police in Peace Operations

Abstract:
Since first deployed in 1960, United Nations police (UNPOL) have consistently been present in UN missions and have become increasingly important to achieving mission objectives. Since 1999, these objectives have often included the protection of civilians (POC), especially in places like the Central African Republic, Darfur, the Democratic Republic of the Congo, Mali, and South Sudan. But despite its rise in prominence, the protective role of UNPOL is generally undervalued and regularly overlooked, and missions have tended to overly rely on militarized approaches to POC. This report examines the roles and responsibilities of UNPOL regarding POC. It outlines UNPOL’s contributions to POC and perceived comparative advantages, using examples of their role as compeller, deterrent, partner, and enabler. It also identifies and draws lessons from challenges to police protection efforts, including ambiguous mandates, policies, and guidance; poor coordination; problematic partnerships; and deficits in capabilities, capacities, and tools. Drawing on these lessons from past and current deployments, the report proposes recommendations for how member states, the Security Council, the UN Secretariat, and field missions can improve UNPOL’s efforts to protect civilians going forward. These recommendations include: Clarifying the role of UN police in POC through mandates, policies, guidance, and training to align the expectations of UN peace operations, the Secretariat, and member states for what UNPOL are expected to do; Involving all UN police in POC and giving them a voice in decision making and planning to infuse whole-of-mission POC efforts with policing perspectives and empower UNPOL to act more readily; Enhancing partnerships between UN police, host states, and other mission components to enable more responsive, better coordinated, and more comprehensive approaches to POC; and Providing more appropriate and more flexible capabilities, capacities, and tools to address critical capabilities gaps and adapt existing resources to better meet UNPOL’s latent potential for POC.

Abstract:
Early studies on presidentialism associated the design with political instability and weak democratic credentials, with deeply divided societies being particularly advised not to craft presidential regimes. Practices of presidentialism around the world later reframed the debate, as the focus shifted to variants of presidentialism. Presidentialism, in all its shades and colors, negates a monolithic set of political outcomes as evidenced by the constant experimentation in Latin America. This study scrutinizes how some reforms in Latin America served to pluralize presidentialism whereas other steps reinforced the opposite results. Lessons can be drawn from the two steps forward and one step back advance of presidentialism in the region. While the changing role of vice presidency, the impact of electoral system reform, and allowing for presidential exit through the intervention of the electorate diffuse power, the growing legislative powers of presidents and flexibilization of term limits dent pluralization.

Abstract:
The Conservative Fundamentalist movement in Iran, directly linked to the Republic’s Supreme Leader and the Islamic Revolutionary Guard Corps (IRGC), is apparently heading towards achieving a significant win in the parliamentary elections due to take place on February 21, 2020. This will play a pivotal role in mapping out political forces within the country before the presidential elections of next year, which the Conservatives might also seize from the moderate stream. The Conservatives are trying to take advantage of the heated political dynamics by using the current escalation with the US, after the murder of Qassem Soleimani, leader of ‘the Quds Force’, the rising possibilities of the failure of the nuclear agreement, and the referral of the Iranian case back to the Security Council, all for the sake of boosting their chances of taking control over the Regime’s center of authority.

9. Miracle or Mirage? Gangs and Plunging Violence in El Salvador

What’s new? In President Nayib Bukele’s first year in office, El Salvador has seen a sharp drop in what long were sky-high murder rates. While the public celebrates his well-known “iron fist” policies, the reasons for success might lie in quiet, informal understandings between gangs and the government. Why does it matter? It is a major feat to reduce killings by the three main gangs in one of the world’s most violent countries. But the precise causes of the decline are complex and often unclear. Recent outbreaks of gang violence and political mudslinging underline the fragility and reversibility of this achievement. What should be done? Sustaining violence reduction is key. The government should prioritise community-focused development, rehabilitation of jailed gang members and more sophisticated policing efforts, including internal checks on security forces. Should gangs keep violence down and cooperate with authorities during the pandemic, Bukele should consider opening channels for local dialogue with them.

10. Uzbekistan’s New Parliament: Real Reform or Just the Will of the ‘President’s Men’?

The first meeting of the Senate of Uzbekistan’s Oliy Majlis took place in Tashkent January 22, 2020 to carry out its functions for the new term until 21 December 2024. In his keynote speech, President Shavkat Mirziyoyev congratulated the senators on this high status, while the new council includes representatives from diverse professional fields. He also argued it was “imperative to strengthen the role of the Upper House of Oliy Majlis in delivering an atmosphere of the irreconcilable fight against corruption and crime in general in society, as well as boost control over the activities of government bodies aimed at enhancing the role of women in society.” In Uzbekistan, political parties are traditionally seen to serve a symbolic function with their main mission being to mobilize and maintain support for a strong presidential system. Harnessing popular support for the poll could be seen as a crucial step in Mirziyoyev’s strategy of building support in the run up to the next presidential elections, which will be due in Uzbekistan in 2021. This aim will remain a higher priority compared to the pursuit of political transformation, which could allow the new parliament evolve as an autonomous institution and the democracy to mature. This first part of this paper explains the significance of the parliamentary elections held in Uzbekistan on 22 December 2019. The second part brings to the readers’ attention a range of reactions and responses on how the campaign, polling and outcome was seen by voters, party representatives and election observers. The third and final part of the report will conclude with the findings and recommendations of the observers in addition to some projections of how the conduct and outcome of the election may affect the future course of the country’s politics.
