461. NATO's Fight Against Terrorism: Where Do We stand?

Abstract:
Terrorism has played a major role in shaping the global security landscape over the last decade, one important manifestation of this being its consequences for NATO. The 9/11 attacks resulted in a considerable and unexpected commitment for the Alliance, which subsequently experienced a reorientation towards new challenges; within a very short time, terrorism reached the very top of NATO's agenda. A decade after 9/11 - and with the Alliance nourished by the lifeblood of the New Strategic Concept - it is time for a critical assessment. What has NATO done? What are the shortcomings of its actions? What is left to do? The role played by the Alliance, together with the goals thus achieved, will be brought into focus in the first part of this study. Following this, an investigation into the real limits NATO encounters in combating terrorism will lead us to ponder the efforts which are still to be undertaken, highlighting potential future recommendations.

462. Functional Distribution of Income and Economic Growth in the Chinese Economy, 1978-2007

Abstract:
This paper seeks to analyse the relationship between functional distribution of income, aggregate demand and growth in Chinese reform economy. For this purpose the Bhaduri-Marglin Model is used, stating the theoretical possibility of both profit-led and wage- led growth regimes. Subsequently, the principal literature on the evolution of factor‟s shares in China is reviewed. The statistical series for the period 1978-2007 are reconstructed in order to carry out our analysis of the relations between capital‟s share and investment, on one hand; and labour‟s share and consumption, on the other. Supported by the Model‟s preliminary estimations, it is argued that Chinese growth has been largely profit-driven. Finally, the implications are presented vis-a-vis concerning Chinese economic prospects.

CAROLINE J. TOLBERT, AMANDA KELLER, and TODD DONOVAN examine public opinion data on proposals to reform the presidential nominating process. They argue that one way to preserve a role for grassroots politics and the sequential process that is critical for candidate quality is to combine rotating state primaries and caucuses in a dozen small-population states with a national primary in which voters from all states would cast ballots.

Abstract:
Redeploying the State is a book about statehood, which can also be called state strength, capacity, or effectiveness. In order to address this topic, it takes as its subject a comparative study of Egypt and Mexico, particularly in the arenas of privatization and labor disputes. Hishaam Aidi asks why the Egyptian state was much less effective than the Mexican state in economic reforms, especially in regard to Mexico's ability to overcome the labor movement's opposition, despite the fact that Egypt was much more authoritarian and therefore had a more repressed labor movement than Mexico. Abstract:
Turkey's political transformation is continuing with new waves of democratization. The latest move is an initiative proposed by the AK Party's parliamentary group to amend the constitution. With proposals to amend 27 articles, the reform package, currently being considered in the Turkish parliament, is one of the most comprehensive amendments to the current constitution. Amending some articles of the constitution may be a fresh beginning for a new round of democratic reforms, which is needed to speed up the EU accession process on the one hand, and to consolidate democratization on the other.

Abstract:
This article deals with debates surrounding the package of constitutional amendments proposed by AK Party deputies. The proposal consists of 27 articles; its general aims are to improve human rights standards, strengthen the rule of law, make the prohibition of political parties more difficult, and increase the democratic legitimacy of the judiciary. With regard to the last objective, the proposal suggests changing the composition and function of the Constitutional Court and the High Council of Judges and Public Prosecutors (HSYK). Among other innovations in the proposal are the introduction of a provision for constitutional complaint and the establishment of an Ombudsman. The article concludes that the proposal, despite certain deficiencies, is on the whole a positive step in the process of democratization. It should not, however, preclude the need for a totally new liberal and democratic constitution.

Abstract:
This article aims to analyze the process of AKP's democratic opening in an historical and comparative perspective with respect to various other experience of transition to democracy in Southern Europe, Latin America and Eastern Europe. With the current democratic opening, first labeled as “Kurdish opening,” and continuing with a large constitutional reform package, the AKP seems to be engaged in a huge task of deeply transforming the post-1980 regime. Comparing with the experiences in Southern Europe, Latin America and Eastern Europe, the consolidation of a new democratic regime introduced by the democratic opening in Turkey will be a governmental enterprise: a matter of political maneuver to reach a compromise among the various sections of the governing elite with the opposition; a matter of institution building to create channels of mobilization for societal demands; and finally a matter of timing.

Abstract:
The first decade of the post-Cold War era left the Russian military neglected, impoverished and, to a large extent, structurally and technologically obsolete. During the presidency of Vladimir Putin, however, the Russian leadership became determined to regain the country's military prowess. In 2003, Defense Minister Sergei Ivanov declared the end of the era when the military had to struggle to survive. Concurrently, the Russian Armed Forces began reforms aimed at creating a smaller, highly mobile, modern professional army that would be equipped to deal with regional wars and insurgencies, while larger threats would be deterred by the nuclear arsenal. The security budget rose from RUB 214 billion in 2000 to RUB 1017 billion in 2008, 400 new types of armament and hardware were introduced, reorganization of command and control was initiated, and the professionalization of the once all-conscript army commenced.

The conventional wisdom concerning Russian energy policy is overwhelmingly alarmist: Russia's role as a major oil and gas producer has strengthened the Russian state vis-à-vis domestic civil society, undermined democratization and market reforms, and emboldened Russia to pursue a more aggressive foreign policy.
