321. Reform from crisis: How Tunisia can use covid-19 as an opportunity

Abstract:
Tunisia’s 2019 elections produced a vote against the establishment and a fragmented political landscape in which it was challenging to form a government. Parliament is deeply divided and lacks a clear foundation for stable and efficient policymaking, while the new president has neither political experience nor a party to implement his agenda. The 2019 elections may have finally ended the transactional power-sharing agreement forged by Ennahda and representatives of the old regime, which long ignored major socio-economic challenges. The government must build on its successful response to the covid-19 pandemic to create a compromise that shares the burden of economic reform between major political actors and interest groups. If it fails to do so, the resulting rise in economic and social tension could empower anti-democratic forces and destabilise Tunisia. The European Union should actively help the Tunisian government take the path of reform by launching a strategic dialogue to rethink their priorities and identify their common interests.

322. Bad company: How dark money threatens Sudan’s transition

Abstract:
Sudan’s transition to constitutional rule is failing: the reform of political institutions has not begun, while the country faces an intensifying economic crisis, a dramatic decline in living conditions, and a flare-up in localised violence. The civilian wing of the Sudanese state is bankrupt but unwilling to confront powerful generals, who control a sprawling network of companies and keep the central bank and the Ministry of Finance on life support to gain political power. The United Arab Emirates and Saudi Arabia appear to be positioning a paramilitary leader known as Hemedti as Sudan’s next ruler, but the military is fiercely hostile towards him. Western countries and international institutions have let the civilian wing of the government down: they failed to provide the financial and political support that would allow Prime Minister Abdalla Hamdok to hold his own against the generals. The transition will only succeed if the government stabilises the economy and civilians work hard to tilt the balance of power away from the military and towards themselves. Europeans should use their relationships with Hamdok, the UAE, and Saudi Arabia to establish civilian control of the generals’ networks of companies.

Abstract:
Wednesday’s Summit of EU and Western Balkans leaders was long-anticipated following the efforts aimed at reviving the EU enlargement process. The Summit was originally planned to be organized in Zagreb, under the Croatian EU presidency, however, due to the coronavirus pandemic, it was held as a videoconference. Nevertheless, the fact that the Summit was realized despite the current global situation, even on the scheduled date, demonstrates that the Western Balkan region represents a priority for Croatia as well as the rest of the EU, and that the EU genuinely wants to revitalize the enlargement process. It was expected that the Summit in Zagreb would follow up on the positive developments in the past months, those being the positive decision of the European Council on opening the accession negotiations with Albania and North Macedonia, and the adoption of a new enlargement methodology (i.e. set of rules leading the accession process). However, the Summit’s agenda was naturally influenced by the current COVID-19 pandemic and the central topic was eventually the assistance provided by the EU to the Western Balkan countries and a larger plan for their economic recovery.

324. The Future of the Kuomintang in Taiwan: Reform, Recalibrate, or Stay the Course?

Abstract:
Once again, the future of Kuomintang (KMT), the political party headed by Chiang Kai-shek for decades and that favors a closer relationship with Mainland China, is in doubt due to the results of the recent presidential and legislative elections in Taiwan. President Tsai Ing-wen of the Democratic Progressive Party (DPP) was reelected in a landslide against her opponent Kaohsiung Mayor Han Kuo-yu of the Kuomintang. Tsai received a record 8+ million votes, and the DPP retained its majority in the country’s national legislature by winning 61 seats—though it did lose seven compared to the 2016 election when the party won its first-ever majority. The blowout victory puts the KMT’s future into question—though more senior analysts note that this conversation occurs after every election, particularly the 2016 election, and nothing really changes. Maybe, just maybe, this time will be different.

Abstract:
Under the leadership of President Shavkat Mirziyoyev, Uzbekistan has embarked on a moderate reform programme that aims to achieve socio-economic growth without undoing the country’s authoritarian political system. The programme has implications beyond Uzbekistan’s borders because it has changed the way Uzbekistani foreign policy is formulated and implemented. Uzbekistan’s former isolationist stance has shifted to a foreign policy opening, which is most noticeable in the improvement of its relations with its neighbours. This Working Paper analyzes “good neighbourliness”, the key concept of Uzbekistan’s new Central Asia policy. It details the amendment of Uzbekistan’s bilateral relations with its neighbours and points to the positive reception of Uzbekistan’s new regional policy in Russia, China, and the West. The paper argues that while “good neighbourliness” is a pragmatic strategy rooted in economic rationality, the policy’s regional implications are substantial. It is laying the necessary foundation for sustainable Central Asian co-operation from within in a way that is acceptable to the Central Asian states and big non-regional actors alike.

329. Defined Contribution Funded Social Security and Labor Supply: Focus on Mexican Social Security Reform in 1997

Abstract:
Countries adopting a defined benefit pay-as-you-go (DB PAYG) regime have two options to solve the issue of financial unsustainability: (1) a parametric reform, which alters policies within DB PAYG regime, and (2) a structural reform, which changes the regime from DB PAYG to a defined contribution funded (DC) system. In this study, focusing on the structural reform of Mexico in 1997, I investigate whether structural social security reform affects labor supply. The findings suggest that the change in the social security regime increased both labor force participation and work hours per week. However, in the case of the elderly, the intensive margin effect on labor supply was not statistically significant.

Abstract:
The multilateral trading system has been in crisis. The world economy has changed significantly since the WTO replaced the previous GATT system and new challenges are quickly piling on top of the old ones. The rising emerging countries and the relative decline of traditional economic members, together with the need to deal with complex new issues such as climate change and e-commerce and digital trade, are shaking the foundations on which the WTO was built some 25 years ago. There is also growing momentum among many WTO members to ‘modernize’ the WTO, including the Appellate Body although the details and feasibility of reform are unclear at this stage. In this perspective, we suggest some ideas on both trade-distorting farm subsidies and S&DT which are the two important issues in the WTO negotiations.
