Abstract:
While most discussions about the Libyan crisis revolve around geopolitics and international interference, internal divisions within Libya’s civil society and political institutions have also played a fundamental role in destabilizing the country since the fall of Moamar Gaddafi in 2012. Governance in Libya is fragmented with very few truly national actors. It also continues to lack political institutions that are seen by all Libyans as legitimate. The ongoing conflict consists of many contending local and tribal players, including spoilers who have demonstrated opposition to either peace or reconciliation except on the basis of total victory by their group. What are the major obstacles to stabilization? How can Libya approach the establishment of political institutions? In what ways can the international community support a Libyan-led peace process? The Middle East Institute, the Regional Program Political Dialogue South Mediterranean of the Konrad Adenauer Foundation, and the Policy Center for the New South are pleased to jointly host a group of experts to discuss these questions and more in a closed roundtable format.

The inclusion of women is critical to the success and sustainability of reconciliation efforts. To date, however, the government of Iraq has failed to prioritize women’s participation in its national reconciliation program. In the development of the second Iraqi National Action Plan (INAP), the federal government has an opportunity to rectify this legacy and restore the social contract with its female constituents. This policy brief examines current gender deficits throughout Iraq’s reconciliation process and offers relevant recommendations.

More than two decades after the genocide in Rwanda, the trauma is still haunt- ing some families and being transmitted from survivor parents to the next gen- eration. Within this time period, there have been interventions addressing the mental health needs of those traumatized by the genocide. Policies aimed at promoting reconciliation, while reducing tensions among former enemies to prevent future collective violence among citizens have also been implemented.1 This policy brief is based on the findings of a research project conducted in eastern Rwanda between July and November 2019. It involved interviews with genocide survivors who are now parents, descendants of genocide survivors aged between 18-25 years old, and staff from psycho-social and peacebuild- ing organizations. The study explored intergenerational trauma transmission from genocide survivor parents to their descendants born after the 1994 geno- cide and its implications for reconciliation.

In its report, the Kenya Truth, Justice and Reconciliation Commission concluded that “corruption is endemic in Kenya” and that “there is a direct link between corruption and gross violation of human rights.” This paper considers the extent of impunity for corruption in Kenya, how corruption fuels and facilitates political violence and land injustices, and how Kenya can learn from other countries’ experiences to go beyond building bridges among the elite and meaningfully protect the rights of its citizens.

Abstract:
Two decades after the last armed conflict in the Western Balkans, the reconciliation process in the region is still in its embryonic phase. Reconciliation is considered both a determinant for the democratization process of these countries and a precondition for them to join the EU at a later stage. Moreover, a satisfactory degree of reconciliation is also seen as an essential “step which would make European integration a long-term success“. Today, the political and social dynamics in the region are characterized by high youth unemployment, lack of trust in the governing elites and gloomy prospects of EU membership in the near future, which have affected citizens’ perceptions and level of confidence that the reconciliation process can overcome the present stalling stage. Moreover, the standstill with the enlargement process has allowed the local elites in power to raise the nationalistic rhetoric in their public speeches for short-term political gains, at the expense of the wider regional rapprochement process.
