Abstract:
United Nations Security Council Resolution 2250 (2015) acknowledges that the world cannot attain meaningful peace without including the youth. This is critical in Africa where the youth who constitute the bulk of the continent’s population are involved in armed conflicts as perpetrators, victims and witnesses. Consequently, the youth suffer physical, cognitive and psychosocial impact of conflict, blurring their meaningful participation in peacebuilding processes. This article discusses indigenous African interventions aimed at conflict resolution, peacebuilding, healing and restoration of youth involved in and affected by armed conflicts. Four areas are addressed, namely: introduction, youth, indigenous methods, and finally conclusion and recommendations. It was found that scholars frame youth involvement in armed conflicts as perpetrators, triggers and victims. However, there is an emerging trend which frames youth as peace-builders. Africans have a rich indigenous knowledge reservoir for conflict resolution, peacebuilding and psychosocial interventions. However, the application of these interventions is marginalised. This article therefore advocates for the revitalisation of these interventions in conflict resolution, peacebuilding, and encourages psychological healing and social restoration for the youth amid ever increasing conflicts in Africa. The researcher recommends, as a way forward, the following: greater involvement of youth in conflict resolution, peacebuilding, healing and restoration through indigenous African interventions; research on and inclusion of indigenous African knowledge in our educational system; and integration of indigenous African interventions into police, legal, justice and psychosocial support systems and practices.

Abstract:
This article explores the resurgence of Indigenous/Palestine solidarity during the Wet’suwet’en land sovereignty struggle in Canada that took place around the same time Donald Trump’s Middle East “peace plan” was released in early 2020. Historicizing this resurgence within a longer period of anti-colonial resistance, the article attends to the distinct historical, political- economic, and juridical formations that undergird settler colonialism in Canada and Israel/Palestine. It contends with the theoretical limits of the settler-colonial framework, pushing back against narratives of settler success, and shows how anti-colonial resistance accelerated economic crises that led both settler states to enter into “negotiations” with the colonized (reconciliation in one case, and peace talks in the other) as a strategy to maintain capitalist settler control over stolen lands. The analysis also sheds light on a praxis of solidarity that has implications for movement building and joint struggle.

53. One Step Towards Reconciliation In Cyprus: Perceptions of the ‘Other’ for the Families of Missing Persons

By the end of the inter-ethnic conflict in 1974, there were over 2000 people who were reported as missing in Cyprus. Since 2005, with the efforts of the Committee of Missing Persons (CMP), 870 remains of the missing persons have been discovered, exhumed and returned back to their families. Although there exist several studies focusing on disappearances during violent conflicts, there is a dearth of academic research that investigates the reconciliation at the grassroots level, particularly for the families of the missing persons. The aims of this paper are twofold. Utilizing twenty two in-depth interviews with the families of Greek and Turkish Cypriots who experienced ‘ambiguous losses’ in the 1963 and 1974 conflicts in Cyprus, the paper firstly aims at improving the understandings of how disappearances shape the perceptions of ‘the other’ group in a post-conflict society. Secondly, the paper also aims to investigate the potential role of CMP on trust building and reconciliation efforts in Cyprus. The paper reveals that there is a subtle step forward for reconciliation among the families of missing persons, which were clear in the narratives of the families who started showing empathy towards the other. While both Greek Cypriots and Turkish Cypriots showed very little hatred towards each other and noted that there were no problems at the individual level, they continued to blame the politicians and radical groups for their losses. The opening of borders and the contributions of the Committee of Missing Persons (CMP) in reducing the pain of relatives and helping to bond relations in line with trust building and reconciliation efforts were also acknowledged by both sides.

Abstract:
The Pathways for Reconciliation in Yemen project* was developed under the European Institute of Peace’s Conflict Justice and Reconciliation programme. It is the largest effort in recent history and ongoing conflict to engage members of society to consider their needs, perspectives and rights in the search for lasting peace. This report covers highlights from consultations with nearly 16,000 people in nine governorates in Yemen between October 2020 and October 2021. The process reflects a commitment that peace must be shaped by genuine participatory engagement with society beyond those actively engaging in hostilities or involved with the conflict parties. The likelihood of obtaining a legitimate and sustainable settlement significantly depends on how inclusive the process is and the extent to which it engages beyond elite voices of the powerful. Yemen benefitted from the 2013–2014 National Dialogue Conference (NDC). While some of the ideas and conclusions it reached remain relevant, the conditions in the country are now significantly worse. Although the NDC was innovative and inspirational, its model can be improved upon to promote a more inclusive process that helps facilitate more legitimate outcomes. The process of engagement is an essential aspect of sustainable peacebuilding. It should not be seen as a ‘soft’ option or an ornament to ‘serious’ talks with conflict parties. Sustainable peace ultimately requires a critical mass of society to buy into any settlement. To do so, they must believe it represents an improvement to the status quo, and that it is in their interest to stick with it and to withhold support from potential spoilers. The more seriously the settlement’s creation takes into account the views of the wider society, the greater the chances of conferring legitimacy and obtaining buy-in. The Pathways to Reconciliation initiative identifies the priorities and concerns of ordinary citizens. While some of the findings may not surprise, this does not limit their usefulness. Citizens’ genuine engagement in the initial steps of this process is of the utmost importance. A striking proportion of those consulted (78 per cent) did not support any political party; they consider themselves unrepresented, and with no appropriate avenues in which to express their needs and aims.

Abstract:
This article is an attempt to contextualise Zimbabwe’s complex history of political violence and conflict while providing an analysis of reconciliation, peacebuilding and nation-building attempts since 1980. The article contends that prospects for successful peacebuilding and post-conflict reconstruction in any society hinge on the development of a specific set of skills to attend to the various challenges and opportunities presented by conflict and violence. In Zimbabwe, the National Peace and Reconciliation Commission (NPRC) represents a first major attempt in this regard. The NPRC is an attempt to resolve past violent conflicts while building local capacities to guarantee a peaceful and harmonious future for all. In Zimbabwe, while conflicts today find expression in different interconnected layers, ranging from a household level (domestic violence) to broader social-level land conflicts, the majority of conflicts remain deeply rooted in disputes over national power (politics) and socio-economic hardships. In attempting to provide analyses of the crises in Zimbabwe, this author remains aware that the crises are complex and multidimensional. Because of this limitation, this article only explores issues that have a bearing on the healing, reconciliation and nation-building process in Zimbabwe.

Abstract:
Reconciliation in Zimbabwe remains a recurring question despite several interventions by the government to respond to the challenge. Such efforts stretch as far back as the first decade of independence. A key observation about the failure of the interventions is the weak utilisation of localism. Yet other countries with similar historical experiences as Zimbabwe have recorded better progress by embracing community-based methods. Indeed, the traditional liberal view that there is a universal set of approaches to reconciliation has for long been discredited and it is now widely accepted that due to diverse cultural values, practices and norms, communities should approach reconciliation in diverse ways. The National Peace and Reconciliation Commission (NPRC) of Zimbabwe has the opportunity to learn from other developing countries on how community approaches unfolded, and apply such lessons in enriching its own programmes in the country. The East Timor and Sierra Leone cases are adduced as providing practical and valuable insights upon which the NPRC can benchmark and refine its strategy, and take advantage of the idle pool of indigenous methods in the country.

USIP implemented its Initiative to Measure Peace and Conflict (IMPACT) program first in the Central African Republic and later in Colombia, where it worked directly with peacebuilding organizations to gauge their collective impact on fostering reconciliation in the wake of the 2016 peace accord between the government and FARC rebels. Drawing on the challenges encountered and lessons learned, this report provides suggestions for how future iterations of the IMPACT approach can help policymakers, donors, and practitioners achieve greater and more cost-effective results from the peacebuilding projects they support.

Even in brutal and desperate conflict settings, it is possible for people to abandon violence and leave violent groups. Peacebuilders know this well—yet terrorism and counterterrorism policies and practices have often neglected practical ways to address participants in violent extremism and failed to provide them opportunities to reject violence. This report examines how peacebuilding tools can help transform the individual attitudes, group relationships, and social ecosystems and structures needed to facilitate the effective disengagement and reconciliation of former members of violent extremist groups.
