Abstract:
The Arab world and the broader Middle East offer profound lessons on the inextricability of knowledge and power. In the midst of civil war, foreign intervention, and ongoing occupation, those of us who study the Middle East or call it home confront two realities at once. On the one hand are the conditions of everyday life that range from the constrained to the unbearable. On the other are the increasingly confined possibilities of producing knowledge on these conditions. To grasp these two realities, we have only to glance at the kind of fire, sometimes live, scholars and students have come under in the last few months alone. In January, the Turkish Higher Education Council condemned a petition that scholars in solidarity with the Kurdish region signed as “terrorist propaganda.” University rectors immediately began taking punitive measures: launching investigations against and suspending scholars who were signatories. This is in addition to the prosecutions and criminal investigations scholars are facing for expressing their opinion on social media.

102. Preliminary reflections on the 2016 Liberian National Conflict-Mapping Exercise

Abstract:
Since 2009, the Government of Liberia (GoL), working with its national and international partners, has continued to provide leadership in responding to a myriad of critical conflict factors. It has done this through various peacebuilding frameworks, such as the Strategic Roadmap for National Healing, Peacebuilding and Reconciliation in Liberia, the Liberia Peacebuilding Program (LPP) and the Agenda for Transformation (AFT). In addition, Liberia has concluded its post-Ebola recovery plans, supported by the United Nations (UN) and other partners, in the midst of the UN Mission in Liberia’s (UNMIL) transition in 2016, as well as within the context of the country’s 2017 national elections. It was against this backdrop that the Peacebuilding Office (PBO) within the Ministry of Internal Affairs, the African Centre for the Constructive Resolution of Disputes (ACCORD) and other partners had to rethink and reprioritise Liberia’s peacebuilding and reconciliation strategies, programmes and interventions, moving forward. As such, a comprehensive conflict-mapping and conflict analysis exercise was pivotal to allow for a systematic and empirical process in which Liberian conflict issues and potential conflict drivers could be identified. This Policy & Practice Brief (PPB) seeks to reflect on the 2016 National Conflict-Mapping Exercise (NCME) process, as well as the methodological approaches used to gather and analyse the data. It further highlights the importance of the NCME as a process and outlines the supportive role of international partners to the PBO, which guaranteed that the process is locally owned and steered by the PBO. Although it has a definitive end in the form of findings, the NCME itself should be seen as an important component for enhancing the coherence and coordination of peacebuilding interventions in Liberia.

103. Second Doha Meeting on Peace and Security in Afghanistan

Abstract:
On 23-24 January 2016, approximately 55 senior participants from a wide range of backgrounds gathered in Doha to discuss the shared goal of peace and reconciliation in Afghanistan. The meeting was a non-official (“academic”) exploration of current issues and not an official negotiation. It was held in the spirit of mutual respect and non-discrimination. All participants recognized the importance of dialogue, and many had traveled very far to participate in these discussions. The hope is that the points discussed in these non-official meetings be considered by all official negotiations. All expressed appreciation to the government of Qatar for allowing this meeting to take place and for the relevant support. There is a unanimous consensus that these meetings should be continued on a regular basis. The goal of the meeting was to explore the options for a ladder or steps toward a stable peace in an independent, unified Afghanistan that would reflect the values, including Islamic values, of the people of Afghanistan, while recognizing the diversity of the Afghans. Discussions showed that there were many shared concerns. These areas of commonality create opportunities for progress. Dialogue is needed to determine the steps forward to addressing these concerns. 1. Peace is an urgent need. Decades of war that have been imposed on Afghanistan, have had a devastating impact on all Afghans. People are waiting impatiently for peace. If progress is not made soon, many fear the country may face other threats that might further complicate the process. 2. Military confrontation must end. The sovereignty of Afghanistan and the desired peace and stability will ultimately be achieved via political cooperation within a framework of legitimacy established by an appropriate constitution. Foreign troops must eventually leave Afghanistan. 3. Some participants believe that the Constitution should be amended, while others believe that the constitution should be substantially rewritten. Concrete proposals should be discussed in detail in future meetings. 4. Outside forces should not control the politics of Afghanistan. Instead, international technical, economic and cultural cooperation should be promoted. 5. The freedom for all parties to discuss the path to peace needs to be ensured from now on. The highest priority in this regard is enabling all sides to sit together. Blacklists should be eliminated and freedom of movement should be guaranteed. Visas should be facilitated for those to attend such discussions. All agreed that the Taliban should have an office and an address. 6. To foster dialogue among all parties, some participants invoked Afghanistan’s long-established tradition of the Jirga. A peace Jirga of credible, impartial Afghans could be convened, perhaps drawn from participants at this conference. Other institutions, such as Pugwash, could also provide a forum, but Afghans must lead. It was pointed out that the Doha dialogue and its follow-ups do not interfere with the current quadrilateral talks. 7. A ceasefire should be part of negotiations. 8. The protection of civilians and an end to civilian casualties are shared goals and high priorities. The recent increase in civilian casualty rates, including the heavy toll on children and women, was noted. All sides should ensure accountability and the prosecution of abuses. 9. Constitutional issues are of primary concern and need to be discussed in specific detail. Afghanistan should have an Islamic government. According to some participants, the present constitution needs to be changed, provided that it be based on Islam and enforce national sovereignty. A fundamental concern is that any constitution should ensure there will be no monopoly of power and no discrimination against people with different religions and backgrounds. 10. It was noted that peace can create a better environment for economic development, which will benefit all the people of Afghanistan. The role of civil society, freedom of expression, and education according to Islamic principles in achieving these goals was agreed. 11. The activities that are performed under the name of Daesh in Afghanistan are a foreign phenomenon and are rejected by the Afghan people. 12. All emphasize the need to uphold the rights of women, and to end violence against women. Some believe these points need to be very clearly defined, and in particular to provide guarantees regarding women’s rights. There should be increased accountability for human rights abuses. 13. Health and education issues are a priority independent of the various political positions. 14. Protection of public properties such as schools, medical facilities, and the country’s infrastructure is essential. People who commit crimes against them should be prosecuted. 15. There is the need to address the devastation to society from past decades. Drugs, high unemployment and corruption have all taken a high toll on Afghan society. Gains that have been made in terms of increased life expectancy, increased access to health and education, and improvements to the economic structures should be maintained. 16. Threats to society from remnants of war, including unexploded ordnance, must be addressed. 17. All sides share the desire for future engagement with the outside world, and welcome friendship and cooperation with the international community based on mutual respect. Support from the international community in helping to build up Afghanistan, including its roads and schools, will be welcomed by all sides. 18. Participants expressed the strong desire of continuing the series of meetings like the two recent Pugwash meetings in Doha.

Abstract:
Heroic leaders advocating for reconciliation has become particularly significant in the process of conflict resolution. This article analyses the case of South Africa’s national reconciliation experiences and Mandela’s iconic role in this process. It is claimed that Mandela’s reconciliation-oriented leadership, his personality, and endeavours have directly affected the promotion of intergroup reconciliation in South Africa in a positive way. The article’s analytic framework is built on Galtung’s Conflict Triangle and applied to reconciliation initiatives employed by Nelson Mandela in South Africa. The research question that this study focused on can be expressed as follows: What is the role of leaders in the process of national reconciliation? From this perspective, Mandela’s extraordinary efforts to strengthen national reconciliation in South Africa are examined by looking into his normative statements, symbolic acts, and judicial actions. The method proposed in this article contributes to the study of reconciliation at the national level, dealing with the normative statements and behaviours of those in power. In the final analysis, it was determined that there is a close relationship between the prospective success of the reconciliation process and a leader’s contribution to bringing about reconciliation in a society

106. Comparative Approaches to Reconciliation: Canada, United States of America, Australia and New Zealand

Abstract:
This paper examines the approaches taken by the Governments of Canada, Australia, New Zealand and the United States to address the issue of reconciliation with Indigenous peoples. A wide array of activities have been employed in these countries to improve relations with Indigenous communities. The paper notes that no single program or policy can address reconciliation, and that much remains to be done in order to achieve societies that are cognizant of the historical and contemporary contexts that have contributed to the current socio-economic reality of Indigenous peoples in the four countries examined. The definition of reconciliation is also complex and no single definition can be deemed to capture the dynamic of state and community relations. The review of policies and programs addressing reconciliation in the four countries examined is not exhaustive in nature. Programs and policies have been chosen based on government and community feedback indicating they were making a difference. From these experiences, key elements of programs and policies required to address reconciliation are compiled. The findings stress that reconciliation is a long-term process, based on truth, informed decision-making and accountability on the part of all partners involved. The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) is used as a lens to observe whether it can be used to address reconciliation efforts in a constructive manner. Many experts argue that the spirit of the UNDRIP could act as a symbolic guide and framework to address reconciliation efforts. In conclusion, the paper notes that reconciliation efforts in each country will require support and long term commitment from all sectors of society. It will also require the renewal of a partnership based on mutual long-term goals and objectives. The partnership must be closely monitored, supported and be based on mutual respect and accountability if it is to flourish.

Abstract:
Zimbabwe has never had meaningful and comprehensive programmes to provide justice in the many issues that cascade from conflict and violence in the nation. What has been done, amounts to armistices rather than transitional justice mechanisms. Consequently, Zimbabwe has not seriously dealt with the primary sources of conflict and violence that date back to colonial times. The rhetoric of unity premised on amnesia has been privileged over effective practical healing and reconciliation mechanisms that address the root causes of recurrent human rights violations. Indemnities, amnesties and presidential pardons have been used to protect perpetrators of conflict and violence. This article attempts to explore key issues and challenges around the healing and reconciliation question by exposing the contending perspectives and issues provoked by the adoption of the new constitution in Zimbabwe and the setting up of the National Peace and Reconciliation Commission (NPRC). Theoretically, the article posits that the very logic that informs the construction of ‘the political’ (as a domain of political values and incubator of political practices), which privileges notions of ‘the will to power’ and the ‘paradigm of war’, makes conflict and violence to be accepted as normal. Practically, the article advances ideas of ‘survivor’s justice’ as opposed to the traditional ‘criminal justice’ that fragments a society emerging from a catalogue of conflicts and violence into simplistic ‘perpetrator’ and ‘victim’ binaries. Survivor’s justice privileges political reform as a long-lasting solution involving reconstitution of ‘the political’ itself.

Abstract:
Since the Matabeleland massacres in the early 1980s, reconciliation remains unattainable in this region of Zimbabwe. Reasons for this include the fact that survivors of these atrocities have not received the acknowledgement they require from the government. As a result, their perception is that the government has continued to repress them by failing to provide for their needs. More so, the preceding episodes of violence in the region have engendered fear, anxiety and distress among a population that is battling to deal with its past. This article explores the attempts by the government and civil society representatives in the region to facilitate reconciliation and seeks to determine their ability to establish durable peace at the community level. Drawing from fieldwork undertaken in Matabeleland in April 2014, this article describes what the community identifies as central requirements for reconciliation to occur, as against what is provided by the national framework for reconciliation implemented by the government.
