1. Egyptian-Turkish Relations on a Roller Coaster: Implications for the Eastern Mediterranean

Abstract:
This policy paper delves into the volatile relationship between Egypt and Turkey, examining its profound implications for the Eastern Mediterranean. Since 2020, Egyptian-Turkish relations have moved cautiously towards rapprochement following a period of intense tension. Central to this relationship is the Libyan conflict, in which both states hold substantial stakes. This study explores the current political forces driving this tentative reconciliation, as well as the ramifications of these developments for the Eastern Mediterranean. The Libyan civil war emerged as a proxy conflict between Egypt and Turkey; however, both states have since aligned their positions on the Gaza crisis, reflecting a major shift in their diplomatic approach. The significance of Libya’s oil reserves for both states cannot be overstated, as they have prompted a renewed sense of cooperation after a decade of rivalry. Despite their significant ideological differences, Egypt and Turkey have ultimately recognized the necessity of strengthening their ties across nearly all areas, including trade and military cooperation. After a decade of intense conflict shaped by competing interests and military interventions in Libya, Egypt and Turkey are now contemplating a rapprochement with a view to addressing common security and economic interests. If it signals Turkey’s wish to engage with all the countries in the region based on international norms, a rapprochement between Egypt and Turkey could prove to be a critical factor for the achievement of stability in the Eastern Mediterranean. An opportunity is emerging for Greece to promote regional cooperation in the Eastern Mediterranean

Abstract:
The cyber domain emerged as a perfect platform for international struggle over power and influence. International powers are actively engaged in cyber proxy warfare due to the relatively low risk of escalation, various enforcement challenges, and the vagueness of international law within this realm. These indirect conflicts might lead some global powers to close or restrict their virtual borders to avoid or reduce the plausibility of cyber proxy warfare or unwanted foreign influence in general. The formation of such restricted networks, articulated in this article as “internet bubbles,” is already shaping within the realm of actors like Russia, China, North Korea, and Iran. The authors argue that liberal democracies like the United States might be at a severe disadvantage to fight against cyber proxy warfare due to legal and constitutional barriers. But at the same time, the emergence of platform governance and self-regulation might be proven as a new force within these proxy wars and reshape its boundaries.

Abstract:
At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

Through the IRGC’s Quds Force and Iranian allies such as Lebanese Hezbollah, the Popular Mobilization Units (PMUs) in Iraq, and the Houthis in Yemen, Iran’s pursuit of regional hegemony through the removal of Western influence threatens stability. In late 2020, Turkey finally secured a lucrative arms sale package to Tunisia after a long period of negotiations. The $150 million portfolio, which attracted key players of the Turkish defense technological and industrial base, such as Turkish Aerospace Industries (TUSAS) and British Motor Corporation (BMC), will mean more than only defense revenues for Turkey (TRT Haber, December 24, 2020). It will additionally mark Turkish weaponry’s entrance into the Tunisian market against the backdrop of Ankara’s geopolitical quests in North Africa, which has become a geopolitical flashpoint encompassing various forms of militancy, transnational terrorism, and proxy warfare.

The dalliance between the Assad family and Iran’s Shia clerics began in the 1970s. But whereas the Syrian leader held leverage in those days predating Iran’s Islamic Revolution, the tables have now been turned. Observers of the decade-long Syria war understand the indispensable role Tehran has played in ensuring the Assad regime’s survival. But they may be less familiar with its stunning breadth—or its historical roots. The dalliance between the Assad family and Iran’s Shia clerics began in the 1970s, when the shah was still in power in Iran and then president Hafiz al-Assad, a member of the marginalized Alawite sect, sought religious legitimacy to lead his majority-Muslim country. But whereas the Syrian leader held leverage in those days predating Iran’s Islamic Revolution, the tables have now been turned. Lately, Tehran’s relationship with Damascus can be described as one of strategic dominance. In this deeply researched Policy Note, analyst Oula Alrifai, a former Syrian asylee, lays bare the extent of Iranian infiltration of Syrian religious and socioeconomic life. She details the spread of Twelver Shia ideology through seminaries, congregation halls, and academic institutions, while demonstrating Iran’s massive economic clout in Syria through initiatives such as the Marota City housing project. For Washington, only a determined effort to blunt Iranian influence can help deliver much-deserved peace for the Syrian people and enduring stability for the region.

Even as U.S. policymakers must stay focused on the Assad regime’s culpability, they also face a complex web of power dynamics in which Russia, Turkey, Iran, Israel, and other actors are attempting to secure their various interests. After a decade of civil war in Syria, the core antagonist remains the Assad regime, which in 2011 ruthlessly suppressed peaceful protestors and has since tortured and executed tens of thousands of detainees. The regime also bears responsibility for fostering the growth of the Islamic State, in part by releasing Syrian jihadists at the start of the war. Yet even as U.S. policymakers must stay focused on Assad’s culpability, they also face a highly complex web of power dynamics in which Russia, Turkey, Iran, Israel, and other actors are attempting to secure their various interests. In this Policy Note, expert Aaron Zelin details how the world’s counterterrorism and Great Power challenges converge in Syria, and how they must be addressed holistically. To this end, he proposes policies on the diplomatic, humanitarian, legal, economic, and military fronts that can calm the fears of U.S. allies such as Israel, Jordan, and Turkey, and perhaps inspire a more robust opposition, backed by a diverse set of local and diaspora activists.

Abstract:
This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.

Abstract:
One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

In this month’s feature article, Michael Knights assesses the future of Kata’ib Hezbollah (KH) and Iran’s other proxies in Iraq. He notes that in the wake of the death of KH’s founder and leader Abu Mahdi al-Muhandis in a U.S. airstrike on January 3, 2020, “KH is still the engine room of anti-U.S. attacks in Iraq but it is less politically agile and operates in a more hostile counterterrorism environment where deniability and secrecy have become more important again.” He assesses that the “the Islamic Revolutionary Guard Corps Quds Force is also leaning on a more diversified model in Iraq, drawing on non-KH factions like Saraya al-Jihad and Saraya al-Ashura, and engaging more directly with Iraq’s minorities, including Sunni communities and the Shi`a Kurdish Faylis and Turkmen. History may be repeating itself as Iran develops new smaller and more secure Iraqi cells that are reminiscent of the formation of Kata’ib Hezbollah itself.” Our interview is with Drew Endy, Associate Chair, Bioengineering, Stanford University, who has served on the U.S. National Science Advisory Board for Biosecurity. He argues the United States urgently needs a bio strategy to take advantage of rapid advances in biotechnology, protect against the growing danger posed by its potential malevolent use, and prevent the United States from permanently falling behind as a biopower. “First, we need to demonstrate operational mastery of cells by learning to build them. Second and third, we need to build and secure the bio net. And we have to do this now, within the decade, so that we can translate these advances as infrastructure undergirding a uniquely American bio economy that projects power while advancing life, liberty, pursuit of happiness. If we do this, then we have a chance of taking infectious disease off the table. If we don’t develop and implement a coherent bio strategy, it’s game over, not to be dramatic.” In early August 2020, fighters loyal to the Islamic State captured the town and port of Mocimboa da Praia in Mozambique’s northernmost province of Cabo Delgado. They have yet to be dislodged from the town. Tim Lister examines a jihadi insurgency in Mozambique that has grown in sophistication and reach. This month marks 20 years since al-Qa`ida’s attack on the USS Cole, which killed 17 American sailors. Lieutenant Colonel Pete Erickson, Seth Loertscher, First Lieutenant David C.
