Abstract:
Nations are not helpless if the military decides to stage a coup. On dozens of occasions in recent decades, even in the face of intimidated political leaders and international indifference, civil society has risen up to challenge putschists through large-scale nonviolent direct action and noncooperation. How can an unarmed citizenry mobilize so quickly and defeat a powerful military committed to seizing control of the government? What accounts for the success or failure of nonviolent resistance movements to reverse coups and consolidate democratic gains? This monograph presents in-depth case studies and analysis intended to improve our understanding of the strategic utility of civil resistance against military takeovers; the nature of civil resistance mobilization against coups; and the role of civil resistance against coups in countries’ subsequent democratization efforts (or failure thereof). Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Once again, the world is grappling with historic challenges, as it did when the Soviet Union fell in 1991, and once more, Ukraine is at the forefront of these challenges. The Kremlin’s attempts to destroy Ukraine’s European aspirations is simply one of Russia's many challenges to the post-World War II international liberal order. The actions of the Kremlin -- be they in Ukraine, Georgia, Moldova, and Syria; in the U.S. electoral process; or in the funding of far-right and far-left political parties throughout Europe -- have but one purpose: to destroy the transatlantic partnership and the principles of the post-World War II order and peace. Ukraine is simply one of the battlegrounds, but it is a key because it is in Europe. Unity of the transatlantic partnership and of the democratic nations is critical. Unity of support for the Ukrainian transition process is a serious part of this battle, because Ukraine’s successful democratic, rule-of-law based transformation is key to ensuring a Europe whole, free and at peace.

Abstract:
The Tunisian revolution of 2010-11 has been understood as a point of rupture after years of worsening job prospects and living standards in the country. Some have claimed it highlighted the inefficacy of Tunisia’s development policies, while other studies saw a link between high rates of literacy, lack of economic opportunities, and protests against the state. One should, however, be cautious of taking an economically deterministic approach to Tunisia’s uprising. Many countries whose citizens are mired in deep poverty and rampant unemployment are not in a state of revolt. Other factors such as pre-existing social networks (like trade unions and family ties) also play a major role in shaping political events. Furthermore, economic statistics in North African countries, such as Tunisia, are often manipulated for political reasons.

Abstract:
Although it is not Black History month anymore, the anniversary of the assassination of Martin Luther King Jr. was on April 4th 1968. Recently our nation is filled with high racial tension due the presidential elections and the focus on police brutality directed at black populations. A movement aimed at promoting a multi lateral view of what is to be black in America emerged called Black Lives Matter. This national movement influenced college campus across the country to participate in a National Die In for the University of Denver. This took place at the Anderson Academic Commons. On Monday April 4th at 4 PM students and Faculties and community members all met up to partake in this event for a remembrance of not only Martin Luther King Jr. but also to remember Laquan McDonald a teenager in Chicago who was shot 16 times under 13 seconds. All this various factors gave me concern, where are the voices of those with African roots within Academia.

105. How To Navigate Egypt's Enduring Human Rights Crisis

On the fifth anniversary of the mass Tahrir Square protests that ousted former President Mubarak, Egyptians are suffering severe repression and political instability. As this crisis deepens, Washington continues to send troubling mixed messages about its commitment to trying to resolve it. The U.S. government should, at long last, use its considerable influence to support civil society and advance human rights in Egypt. Such an approach would both help Egyptians and serve U.S interests. This blueprint draws on dozens of interviews with Egyptian human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, government officials, and others, conducted during a research trip in January 2016. It examines conditions in Egypt, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. This year will be a defining one as violent extremism, regional conflicts, and political and economic mismanagement threaten Egypt—and as President Obama shapes his legacy in the Middle East. In 2009, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting that: “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Egypt has too often failed to draw obvious conclusions from the Administration’s analysis of the detrimental impact of human rights violations on stability and progress. As a result, many Egyptians view the Obama Administration as supportive of the repressive leadership in Cairo. This support for the dictatorship will render Egypt less stable, undermine U.S. efforts to prevent violent extremism, and further damage Washington’s credibility in the region.

106. How to Reverse Five Years of Failure on Bahrain

On the fifth anniversary of the mass protests in Bahrain that threatened to bring down the country’s autocratic regime, Bahrainis continue to suffer severe repression and political instability. Although the scale of mass arrests and torture the government used to suppress the uprising in March, April, and May of 2011 has diminished, and there have been some largely cosmetic reforms introduced since then, arbitrary arrests and torture in custody continue. Leading human rights activists and peaceful opposition leaders who were able to work relatively unimpeded since 2011 are now in jail, forced into exile, or facing trumped-up charges. The leading civil society and nonviolent political opposition figures arrested and tortured in 2011 remain in prison and there seems to be no prospect of any political dialogue between the government and opposition groups. The protests have not stopped, and a minority have taken on a violent edge, with over a dozen policemen killed since 2011. The country’s prisons are bulging with political detainees, many of whom were sentenced in mass trials after an unfair judicial process. This blueprint draws on dozens of interviews with Bahraini human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, U.S. government officials, and others. Despite repeated requests for permission to access Bahrain, Human Rights First has been denied entry to the country since 2012. This report examines conditions in Bahrain, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. Though the smallest country in the Middle East, Bahrain exemplifies several of the major challenges for U.S. policy in the region. 2016 promises to be a defining year as a series of issues converge to threaten Bahrain, including: sectarian tensions exploited by ISIL and other Sunni extremists and by Shi’a-dominated Iran; economic vulnerability linked to sharply falling oil prices; corruption and political instability; a lack of reform leaving the root grievances of the large scale public protests unresolved; and U.S. government support for an authoritarian status quo seen as the best way of protecting major military investments—in Bahrain’s case, the U.S. Naval Fifth Fleet base. This year will also be important as President Obama shapes his legacy in the Middle East. Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

Abstract:
Reflections on the problem of sectarianism in the wake of the Arab Revolutions from CCAS’ inaugural American Druze Foundation Postdoctoral Fellow. Why has Sunni-Shi’i sectarianism become the leading issue of debate in Middle East politics over the last few years? Led by rival Sunni and Shi’i theocracies, Saudi Arabia and Iran respectively, the region seems to have fallen into opposing camps in a sectarian cold war. Along the fault-lines in Iraq, Syria, Yemen, and Bahrain, Sunnis and Shi’is are fighting for supremacy, backed and incited by coreligionists across the region. The Middle East is in a lamentable state, but this is not— despite what we are increasingly told by news media and political leaders—its natural state. The Middle East’s problems are not “rooted in conflicts that date back millennia,” the excuse President Obama used to explain away foreign policy failures in his final State of the Union address. Phrases like “ancient conflict” or “deep-rooted hatreds”—heard more and more commonly—do not explain the actions of our contemporaries in the Middle East any more than they do yours or mine. And they certainly don’t explain why sectarianism, which emerged as a central feature of regional politics only in the past decade, is so new.

Abstract:
Iraqis of all ethnic and sectarian groups are fed up with the ineptitude and corruption of their political leaders and the institutions they control. Since 2015, they have turned out in record numbers to protest against their political elite. The protests that unfolded in 2015 and 2016 have highlighted two failings of Iraq’s post-2003 “democratic” order: 1) the entrenchment of a corrupt “partyocracy” that has captured the state and deepened sectarian divisions, and 2) the weakness of state institutions and the absence of the rule of law that have encouraged widespread corruption and fostered broad popular distrust of the post-Saddam Iraqi state.

The killing of Michael Brown and the callous and cruel responses to it by legally constituted authorities have rightly been perceived as evidence of failures of the criminal justice system and the political system. In addition, the events, actions and ideas emerging from the crucible of conflict in Ferguson also reveal a betrayal of the promise of the humanities to teach discernment, judgment and empathy as tools for envisioning a common and creative human existence.
