31. Electrification in Nigeria: Challenges and Way Forward

Abstract:
Although electricity has been generated in commercial quantities in Nigeria for over a century, the rate of electricity infrastructure development in the county is low and power supply remains inadequate. Prior to reforms, the central challenges of the Nigerian power sector was the vertically integrated monopoly of government in power generation, transmission and distribution. While the reforms was successful in privatizing the generation and distribution segments of the Nigerian Electricity Supply Industry (NESI), the overbearing problems in the sector persists –with privatization only changing the dimensions of the challenges. Financing remain a major problem across all the segments of the NESI partly due to non-cost reflective tariff. Yet each segment of the NESI also faces its unique challenges. The generation segment is riffed with the problems of energy security and inefficiencies in other segments. The challenges in the transmission segment lies in the lack of modern transmission lines and equipment, gross mismanagement, poor maintenance of available infrastructure and inefficient grid design. Distribution companies face the problem of huge Aggregate Technical, Commercial, and Collection (ATC&C) losses.

32. U.S. Prison Labor: Constitutional & Profitable

Abstract:
In the United States modern prison industrial complex (PIC), there are about 2 million inmates, marking the U.S. as the largest prison population in the world and the second highest incarceration rate per capita. The U.S. has 25% of the world’s prison population, but only 5% of the world’s population. With historical roots involved in using inmates as labor for agriculture, textiles, and other manufactured goods, this practice still continues by means of privatizing labor. Under the 13th amendment, forced labor is legally allowed when a person is imprisoned. Prisoners will never have “family emergencies”, ask for a pay raise, or refuse work without the threat of solitary confinement. This makes them the ideal economically conservative employee. Private companies and organizations will lease work out to prisons, and the prisons will then use their inmates to perform the needed work, whether it be mining, agricultural work, making military weapons, or making garments and clothing for Victoria’s Secret. The pay grade for an inmate doing this work can range from nothing to $3 per hour varying per state, with Texas and Georgia legally not having to pay anything to their inmates/employees.

Abstract:
The situation of the healthcare systems in the Gulf has become multi-tiered, primarily due to the lack of systematic population health need assessments, including short-term health solutions for low-skilled workers. Even though the Gulf region has attained significant social and economic achievements in a short span of time, healthcare policies are still centered more on curative health and not enough emphasis has been placed on protective and preventive measures. There is a lack of medical educational institutions in the Gulf, and the role of the private sector is in need of further study as there is no explanation as to why patients are shifting from public to private healthcare institutions.

Abstract:
The rate of (technological) change in today´s dynamic environment calls for new policies and collaboration models between governments and industry. Two key elements will underpin successful policies for dealing with innovation and the impact of technology: an innovation ecosystem and an innovation platform. Just like companies are involving customers in private sector innovation, governments are seeking to involve citizens. There is a growing trend to engage citizens more and more in the co-creation of public services. The citizen co-creation approach also has merits for the defense and security industry, and there are several successful examples showcasing new ways of collaboration, overcoming the traditional obstacles. Three key recommendations will enable governments to overcome innovation challenges. These recommendations depend on two essential enablers to deal with disruptive innovation in government organizations: an innovation ecosystem and an innovation platform. Without both, innovation is for sure going to fail. Given the rate of unprecedented technological change, governments, militaries and businesses have to find creative ways to work and innovate together.

Abstract:
Private security in Africa is booming. Whether from the perspective of major multinational players or small-scale local enterprises, the market for commercial security has expanded and evolved over recent years. However, policy makers rarely address private security, national parliaments and regulatory bodies provide limited oversight in this area, and the attention of African media and civil society is localized and sporadic. In short, a fundamental shift in the African security landscape is taking place under the radar of democratic governance. "The Privatisation of Security in Africa: Challenges and Lessons from Côte d’Ivoire, Mali and Senegal" provides expert accounts which portray the realities of the contemporary private security industry in Africa. Abstract:
Piotr Kozarzewski and Maciej Bałtowski analyse the causes and manifestations of Poland’s recent shift in economic policy towards a more active role of the state, and use privatization policy as an example. The authors examine the effects of the privatization policy and point to a large unfinished agenda in ownership transformation that has had an adverse impact on the institutional setup of the Polish state, creating grounds for rent seeking and cronyism, which, in turn, impede the pace of privatization. They find out that it is the increasing capture of the state by rent-seeking groups, and not, contrary to popular opinion, the global financial crisis, that most contributes to the growing statist trends of Poland’s economic policy. Abstract:
Private military and security forces, in various forms, have been around for as long as there has been war and insecurity. In the fi rst and second centuries BC, Carthaginians used Numidian mercenaries, in the fifth century the Romans used Germanic mercenaries on their northern borders, the Byzantines hired the Spanish in the fourteenth century, the English used Prussian “Hessians” in the American War of Independence, and the Swiss Guard have been providing protective services to the Vatican since 1506. These forces were used by strong regional and local powers to safeguard or expand territory or other spheres of influence under their control.

38. Post-privatisation Corporate Performance in Poland. Evidence from Companies Privatized in 2008-2011

Abstract:
The study concerns the effects of Polish privatisation program conducted in the years 2008-2011. After drawing a broad picture of this process we investigate the performance of 59 privatised companies, and finally focus on a deeper analysis of three companies, which is the core part of our study. We test the hypotheses that privatisation increases a company's profitability, labour productivity, capital investment spending, plow-back ratio and leverage. In case studies, we additionally explore the effect of privatization on each company’s value. The outcomes concerning the larger group of companies are partly ambiguous (with four hypotheses confirmed and four rejected). Profitability has been not visibly improved, although a number of positive initiatives and improvements in performance occurred. By contrast, the three case studies showed a significant improvement of profitability and all other performance indicators observed, as well as a considerable increase of company value. Our results show that privatisation works, though its full effects need time to occur.

39. Quality and Accountability in Healthcare Delivery: Audit Evidence from Primary Care Providers in India

Abstract:
We present among the first direct evidence on the quality of healthcare in low-income settings using a unique and original set of audit studies, where standardized patients were presented to a nearly-representative sample of rural public and private primary care providers in the Indian state of Madhya Pradesh. We report three main findings. First, private providers are mostly unqualified but spent more time with patients, and completed more items on a checklist of essential history and examination items than public providers, while being no different in their diagnostic and treatment accuracy. Second, we identify the private practices of qualified public sector doctors, and show that the same doctors exert higher effort and are more likely to provide correct treatment in their private practices. Third, we find a strong positive correlation between provider effort and prices charged in the private sector, whereas we find no correlation between effort and wages in the public sector. Our results suggest that market-based accountability in the unregulated private sector may be providing better incentives for provider effort than administrative accountability in the public sector in this setting. While the overall quality of care is low in both the public and private sectors, these differences in provider effort may partly explain the dominant market share of fee-charging private providers even in the presence of a system of free public healthcare.

40. Sector-Specific Decision Failures in Business and Government, and Potential Solutions

Abstract:
Both the public and the corporate sector will inevitably take poor decisions from time to time. Mostly, this will be explained by already well-researched cognitive predispositions. Anchoring, overconfidence and confirmation biases come to mind among many others. However, having worked for seventeen years in the private sector with an academic background in international relations, I came to realise that there are also explanations for decision-making missteps that originate directly from the specific particularities of government and business.1 As an “Executive in Residence” at the Geneva Centre for Security Policy, I recently had the opportunity to exchange my personal experience in the asset management industry with the practice of senior politicians, diplomats and military officials. This short paper is a summary of my reflections on some sector- specific roots of decision-making failures of the private and public areas and an attempt to draw thought-provoking conclusions on what both entities can learn, often from each other.
