Abstract:
Eline Rosenhart analyzes the way that the CAR has become an arena for the competition of interests between France and Russia. The Central African Republic (CAR) has been described as the “periphery of peripheries,” a country which seems to be of very little interest to the rest of the world. Although rich in natural resources such as diamonds, gold and uranium, the government of CAR is unable to make use of them in such a way that would benefit the economy of the country. Landlocked, ravished by bloody civil wars, and heavily dependent on foreign military support, CAR has become synonymous with disaster.

Abstract:
China-Pakistan Economic Corridor (CPEC) is a set of projects under China‟s Belt and Road initiative, marks a new era of economic ties in a bilateral relationship between the two traditional friends. The multi-dimensional project will not only reform Pakistan economy but it will serve for people‟s prosperity and will help to revive the country economy of both countries. The visions of project partners are clear and the goals of the short term, mid-term and long-term plans of CPEC have been identified. So, the CPEC is not just a transit route for China and Pakistan‟s exports but it will transform Pakistan‟s economy and overcome its problems such as unemployment, energy, underdevelopment, and overall external economic dependency by building capacity in all necessary sectors. Therefore, CPEC could promote economic development and growth which will open new avenues and investment to the country which is based on shared partnership of cooperation, mutual benefits and sustainability. Thus, the CPEC is a grand porgramme and will deliver the economic gains to both China-Pakistan and it can be executed more efficiently and in a balanced way to serve the interests of both the countries. The project of CPEC is also important to China‟s energy and strategic security with reference to South China Sea and other regional and global players. Thus, CPEC could bring economic avenues to Pakistan and can improve regional economic and trade activities for greater development and prosperity. It has perceived that the project will not only foster socio-economic development but it will also reduce the level of political humidity and will be source of peace and harmony between the traditional adversaries. It has also assumed that regional economic integration through CPEC could be a harbinger to resolve the political differences by economic cooperation and regional economic connection could make 21st century the Asian century setting aside the perennial political issues to start a new beginning. Thus, in a longer perspective the CPEC can foster an economic community in the entire region of Asia and beyond if its vision is materialized in its true sense. The time will prove that the CPEC reap its fruits and will be advantages for not only Pakistan and China but for the entire region.

Abstract:
South Asia is an important but complex region. Its manifold complexity is largely ascribed through historical, economic, political and strategic manifestations. The region has witnessed instability in all the given premises and interactions. The entirety happens to be the fact that the structure of alignments is motivated by security complexes which involve cohesion of foreign powers and regional states. The US, Russia, Iran and China now make out to be contemporary stakeholders in South Asian security equation. Their involvement has been seen as a major reorientation in the regional dynamics in terms of political, economic and security characteristics. The manifold possibilities of re-alignments are what the future of the region will look like. The chance of full-fledged strategic alliance in the face of US-India on the basis of similar political, economic and security interests is on the horizon. As a corollary to this alliance pattern, there is China-Russia-Pakistan alliance which is similar in force but opposite in direction. These two systems are one set of opposition forces to each other, which are also natural in form. Another structure which occurs out of the regional dynamics happens to be of India-Iran-Afghanistan which is a trifecta aiming at Pakistan. On the other hand, Russia-China-Pakistan which could turn into a politically motivated and economically driven alliance and can also cover certain aspects of security. Therefore, due to various changes in order there will stem out various patterns of relationships, which could set the order of the region as one marked by various fluctuating alignment patterns.

Based on an understanding of their Public diplomacy, the author seeks to explore what lessons and strategies should Pakistan take into consideration for the promotion of Pakistan‟s good image at the international front, and how Pakistan can be successful in achieving the positive results. The author has highlighted some serious recommendations as well.

47. Ibrahim Nasarallah's Palestine Comedies: Liberating the Nation Form

Abstract:
Conceptually linked, noncontiguous, and undeniably national, Ibrahim Nasrallah’s book series Al-milhat al-filastiniyya (The Palestine Comedies) breaks conceptual ground. Told across twelve volumes, the Comedies represents the long-called- for Palestinian national novel, though in unconventional form. The series uses diverse literary devices, including intertextuality and the archetype of the twin, to demonstrate how formal innovations can redirect assumptions about what constitutes not only a national novel, but also a nation. The series reimagines relationships between space, time, and people, giving narrative shape to a community so often imagined as fragments. Abandoning the retrospective prerequisite of bounded sovereign space and homogeneous, linear time, the Comedies imagines a “nation constellation.” A close examination of two novels within the series, A‛ras amna (2004) and Tifl al-mimhat (2000), shows how Palestinian relationships can be imagined outside existing national logics. It reads the constellation as an alternative nation form that can both encompass colonial frameworks and free the delimitation of Palestine from the dominance of power structures that only begin with the nation-state

Abstract:
As the great power rivalry and (technological) trade conflict between the United States (US) and China intensifies, calls for an export control regime tailored to so-called emerging technologies are growing. In August 2018 the US government announced the Export Control Reform Act (ECRA), seeking to limit the release of emerging technologies to end uses, end users and destinations of concern. The contest is on for the leader in the development and use of emerging technologies, but also for shaping norms and writing the rules for their use. This requires the Netherlands and other EU member states – in coordination with key stakeholders from business and academia – also to redouble their efforts to recraft their own approach to export controls of so-called ‘omni-use’ emerging technologies. This Clingendael Report outlines four levels of action in the field of export control for the Dutch government to pursue in parallel: bilaterally with the US; European Union cooperation; ‘Wassenaar’ and beyond; and trusted communities.

Abstract:
China has significantly increased its economic, political, and – to a lesser extent – security footprint in the Middle East in the past decade, becoming the biggest trade partner and external investor for many countries in the region. China still has a limited appetite for challenging the US-led security architecture in the Middle East or playing a significant role in regional politics. Yet the country’s growing economic presence is likely to pull it into wider engagement with the region in ways that could significantly affect European interests. Europeans should monitor China’s growing influence on regional stability and political dynamics, especially in relation to sensitive issues such as surveillance technology and arms sales. Europeans should increase their engagement with China in the Middle East, aiming to refocus its economic role on constructive initiatives.

Abstract:
Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.
