Abstract:
The conflict that has affected Colombia for the last 50 years, has reinforced economic inequalities and widened the divide between urban and rural areas. It has also severely affected children’s access to quality education. There is now a three-year difference in learning levels between children in the same grade in urban and rural areas. To bridge this gap and ensure sustainable reintegration of children formerly associated with armed groups, considerable investments should be made to strengthen access to quality education in rural areas. This is a co-publication in Spanish published by NOREF and the Norwegian Refugee Council (NRC).

Mozambique is described as the third most exposed African country to the risks of disaster, particularly floods, cyclones and drought. It is one of the world’s worst affected countries in terms of climate change, resulting in high levels of poverty and vulnerability, and major impacts on natural resources and physical infrastructures. Oxfam is building the capacity of Mozambique’s civil society so it can effectively participate in disaster management, directly support affected and vulnerable people, and, in terms of the humanitarian situation, have a critical vision and voice.

84. Core Support for the New Economy

Abstract:
This paper proposes an income guarantee that would be defined as compensation for household activities such as childcare, food preparation, care of elderly or ill persons in the home, maintenance of the home and of household vehicles and appliances, and household-based transportation. I will call it Core Support, or CS. The Core Support proposal is put forth as a way to achieve a number of important goals, including reduction of poverty and inequality, increased fairness and better old-age security, and improved possibilities for good child care and education. It could replace much of the burdensome and expensive apparatus of welfare and some other government programs. Rather than providing a handout, it would expressly reward and enable some of the unpaid work on which every society depends, validating these activities as legitimate labor. As described in this proposal, it could have a significant impact in healthy redefinition of gender norms. In addition, the proposed program would reduce the requirement for all members of society to take paid work, thus rebalancing power between employers and employees. By reducing the pressure to create jobs, regardless of their quality or their impact, it would make it easier to cease production of socially or environmentally harmful goods and services. However, it would create a not inconsiderable amount of new work in managing the program. Depending on whether there is too much, or too little, demand for labor in the macroeconomy, this could be desirable, or not. This idea builds on literature on Basic Income Guarantees (BIG), as well as on some work in feminist economics. The latter tends to be skeptical of BIG proposals. It is hoped that the CS proposal, by addressing intra-household allocations – a topic normally absent from BIG proposals – can respond to this skepticism by showing how a basic income system can be designed so as to promote deep cultural changes in gender norms and widen respect for those who do the essential core work of a society. If it is assumed that the CS funds depend on taxable income, then it would be necessary for the economy in which it is implemented to have a preexisting flow of money from the sale of privately produced goods and services; thus it would appear that this approach would not be feasible in poor countries. Hence, given a focus on the U.S. context, some attention will be paid to the question of how “wealthy” this country will be in coming decades. It is possible to imagine macroeconomic conditions in which people are “poor” because they lack money to buy needed goods and services that are in fact being produced in the economy. In this case the central bank could create money to be distributed in amounts that would enable local trade, benefiting both producers and households, and possibly leading to higher levels of output.

Abstract:
This paper attempts to review and analyze important features of Pakistani and Bangladeshi politics, the socio-economic situation and cultural traditions from both historical and contemporary perspectives with focus upon challenges of poverty alleviation. In so-doing, this paper analyses the major issues related to poverty alleviation against the backdrop of sociopolitical and economic structures. The present paper has been extracted from the published PhD work of the first author. The review indicates some of the important features of Pakistan and Bangladesh. Both the countries share similar ranking on human development index. Substantial proportions of populations in both the countries are engaged in primary sector of economy. Gender disparities on socio-economic indicators, ethnic and sectarian divide, political instability and corruption are intertwined with political, economic and cultural structures of the countries. Good governance, increased civic participation, collaboration of Faith-based organizations with NGOs and CSOs can help improve indicators of Human Development Index in Pakistan and Bangladesh.

86. Towards a Prosperous and Productive Chiapas: Institutions, Policies, and Public-Private Dialog to Promote Inclusive Growth

Abstract:
Since the Zapatista revolution of January 1994, enormous amount of resources coming from the federal government have poured over Chiapas. The gap in years and quality of education has been reduced significantly; and road, port and airport infrastructure have undergone a dramatic transformation. And yet, the income gap between Chiapas and the rest of Mexico has only widened. To understand why, a multi-disciplinary team of twelve experts have devoted significant time and resources to study different aspects of the development dynamic of Chiapas. As a result, 5 base documents have been published analyzing Chiapas: Complexity profile, Growth Diagnostic, Institutional Diagnostic, Poverty profile, and Pilot of productive dialogs and inclusive growth in an indigenous community. This report resumes the findings from these and articulates their corresponding recommendations into a policy plan. According to our hypothesis, Chiapas is wedged in a low productivity trap. A modern production system, responsible for productivity increases, income and development elsewhere in the world, requires a number of complementary inputs or capacities that are absent in Chiapas. As a result, its economy consists of a few primary products of little or no technological sophistication, and a vibrant service industry fueled by public expenditure in its larger cities. In this situation, there are no incentives to acquire additional education or skills because there is no demand for them in the economy. As we have proved, the few that manage to emigrate earn salaries elsewhere in Mexico slightly above other migrants with similar qualifications. As it turns out, it is not about the Chiapanecos, it is about Chiapas. To overcome the current dilemmas and spark the engine of growth, Chiapas needs to resolve its issues of coordination, connectivity and gradually promote economic activities of higher complexity. Yazaki, one of the few manufacturers present in Chiapas, is an example of the role of the state in helping the economy to overcome the chicken-and-egg dilemmas, providing the public goods required - in an initial push – by a more complex economy. Our recommendations are based in identifying the productive capabilities embedded within the current productive structure of Chiapas four largest urban agglomerations, and leveraging on them to board on different potential, more complex industries that use a similar base of knowledge. To conquer those industries and diversify its economy, Chiapas needs a public-private agency empowered to iteratively solve the issues and bottlenecks these potential industries face in each particular place. Public transport and housing policy can be used as means to incorporating the surrounding communities into the increasingly modern economies of urban centers. Special economic zones and agro-industrial parks can be used to spur productivity in those areas where labor and appropriability are the most binding constrains.

87. Neoliberal Policy Implementation Goes Hand in Hand with Stronger Symbolic Boundaries

Citizens in countries that implemented more rigorous neoliberal policies over the last two decades (1990 to 2010) draw stronger symbolic boundaries between themselves and unwanted others. Based on publicly available data from the European Values Study, our research suggests that neoliberal policy implementation is intricately related to the ways in which citizens define worthiness. We find that in central and eastern Europe, the adoption of neoliberalism goes together with weakening boundaries toward ethnic others and a strengthening of animosity toward the poor, who are increasingly described as lazy and undeserving of government help. Conversely, in western Europe we find a weakening of boundaries toward the poor, but a strengthening of animosity toward ethno-religious others, Muslims in particular: citizens increasingly do not want Muslims as their neighbors. The trends we observe are supported by studies describing European citizens’ stance toward the (undeserving) poor, on the one side, and research on anti-immigrant sentiments, the rise of nativism, and the vote for extreme right parties, on the other. The contribution of our project is to offer a framework that describes these trends as two facets of symbolic boundaries and to link these to the uneven rate of implementation of neoliberal policies across European societies.

Andrea Ortiz went down to the Charles River on the afternoon that she—victoriously—submitted her senior thesis. There she was, a girl born in Mexico City, an immigrant raised in Miami, a bright light, the first in her family line to get to Harvard. Yet she felt a wave of sadness, and that, she reasoned, made no sense. So she sat by the river to think until it came to her: this was yearning. “You never accomplish anything alone. I was feeling the absence of the people who were most influential in getting me to this point,” she said later. “I wished they could be here too.” Her grandmother is one of those people. She is a woman who created her own philosophy and humanities class in Mexico City for people, like herself at the time, without access to a college education. Later in rural Comitán de Dominguez, where Ortiz spent childhood summers, her grandmother mail-ordered hundreds of books. The family home became an informal library for rural housewives.

89. Partnered But Poor

Abstract:
People living in single-parent families are much more likely to have low incomes and experience economic hardships than those living in both married and unmarried partnered families with children. At the same time, however, the vast majority of people in low-income families with children are in families headed by married or unmarried partners, as are most people in families with children that receive means-tested benefits. This fact flies in the face of claims that marriage is a panacea for poverty. This issue brief provides basic facts about differences in low-income rates for three family types—married-couple, cohabiting-couple, and single-parent families with children—and looks at, by family type, the share of low-income people in families with children and the share of people in families with children that receive major means-tested benefits. The hope is that facts such as these will generate a more balanced debate, one that acknowledges and addresses differences in economic hardship by family structure without minimizing the extent of married and partnered poverty in the United States.

90. Transforming Sub Saharan Africa Agriculture

Across Sub-Saharan Africa (SSA) agriculture is a dominant sector in the economies of most countries accounting for between 30 to 40 percent of gross domestic product, and the sector is a leading source of jobs for over two-thirds of Africa’s population. And yet, though it has the potential to be an agricultural power, a combination of low productivity and an inadequate policy framework make SSA the world’s most food-insecure region. Over the last 40 years it has also been steadily losing its share of the global agricultural market. With less than 10% of SSA’s population, Thailand exports more food products than all SSA countries combined, and Brazil’s food exports are now 150% higher than those of SSA, although levels were similar in the 1980s. The “Green Revolution” that transformed tropical agriculture in Asia and Latin America largely bypassed Africa, with total factor productivity growth in agriculture lagging behind that of other regions in the world (Evenson and Gollin 2003) 1 . Two main factors are responsible. First, little land on the continent is irrigated. Only two percent of Africa’s renewable water resources are used, compared to a global average of five percent. Of the 183 million hectares of cultivated land in SSA, 95 percent is rain-fed and less than 5 percent benefits from some sort of agricultural water management practice—by far the lowest irrigation development rate of any region in the world. Moreover, of the 7.1 million hectares equipped with irrigation equipment, only 5.3 million are currently operational. Second, modern inputs and technological processes are grossly underutilized. Africa has, by far, the lowest rate of improved seed and fertilizer use of any region— a rate that has remained virtually constant for the last 40 years—and the lowest level of mechanization in the world. In consequence, African farmers have the lowest farm productivity; their grain yields only one-half of those achieved by Asian or Latin American farmers.
