61. Diplomacy as Impression Management: Strategic Face-Work and Post-Colonial Embarassment

Abstract:
This paper proposes to understand diplomacy as a form of impression management. Drawing on Erving Goffman's dramaturgy, I show how diplomats seek to repair sudden cracks in the fragile international order. I analyse Greenland's and the Faroes' puzzling ability to continue controversial seal and whale hunting despite massive international regulation and criticism. In diplomatic negotiations, the two former Danish colonies use post-colonial embarrassment and irony to push Denmark into negotiating an exemption to the EU's ban on seal products in 2009 and defend pilot whale hunting in the Faroes. Analysing diplomacy as impression management implies, first, that diplomacy cannot be seen as a one-to-one reflection of the relative capabilities or identities of the involved states. Rather, diplomacy should be understood as a social world of its own, abiding to its own rules, norms and codes of conduct. Its inhabitants may represent national interests but they also defend particular views of cosmos and they are saving face. Second, a focus on face-work and social order may help explain both the "conformist" bias of diplomacy and the way it may enable contestation of hierarchies.

Abstract:
The Millennium Development Goals (MDGs) are widely cited as the primary yardstick against which advances in international development efforts are to be judged. At the same time, the Goals will be met or missed by 2015. It is not too early to start asking 'what next?' This paper builds on a discussion that has already begun to address potential approaches, goals and target indicators to help inform the process of developing a second generation of MDGs or 'MDGs 2.0.' The paper outlines potential goal areas based on the original Millennium Declaration, the timeframe for any MDGs 2.0 and attempts to calculate some reasonable targets associated with those goal areas.

63. Growing but not transforming: Fragmented ruling coalitions and economic developments in Uganda

Abstract:
When the National Resistance Movement (NRM) and its leader, Yoweri Museveni, came to power, they had an explicit agenda of industrializing the economy (Kjær and Muhumuza, 2009). Improved infrastructure and increased production and productivity were the focus. Indeed, Uganda enjoyed a period of sustained economic growth of about 7 percent annually between 1990 and 2006 (Piron and Norton, 2004; Kjær and Muhumuza, 2009), made possible by a stable ruling coalition, macro-economic stability, low inflation (until recently), and relative peace. Poverty declined from 56 percent in 1991 to 25 percent in 20101 However, there has been limited structural transformation in terms of a shift from agriculture to industry. A number of explanations for this could be put forward, whether institutional, policy-oriented or geographical (Selassie, 2008; van de Walle, 2001). None of them, however, explains fully how Uganda, in spite of an initially highly dedicated ruling elite, did not succeed in transforming its economy. For example, Uganda is a landlocked country, but so is Zimbabwe, which is far more industrialized. Similarly, while Uganda certainly has weak institutions, so did other countries that have succeeded in industrializing (Selassie, 2008).

Since the Cold War ended, India has been persistently criticized for lacking a grand strategy. Like many other complaints about India, this one, too, is curious because the country has been nothing if not the exemplar of excessive planning for much of its modern history. In fact, ever since India was incarnated as an independent state in 1947, it has always had a clear and arguably defensible grand strategy—even if it lacked a summary document that articulated its national aims.

65. Indonesia: Dynamics of Violence in Papua

Abstract:
A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.

66. Beyond Turf Wars in Coup-Hit Guinea-Bissau

Abstract:
Guinea-Bissau took another dangerous turn on 12 April 2012, when the army arrested Prime Minister Carlos Gomes Júnior, who was about to be elected president. A military junta accused him of conspiring with Angola to curtail the military's power and quickly installed transitional authorities, before officially stepping aside on 22 May. International condemnation was swift, but differences developed between the Economic Community of West African States (ECOWAS) and the Community of Portuguese Speaking Countries (CPLP). The former, pushed by Nigeria, Senegal, Côte d'Ivoire and Burkina Faso, supports a year's transition, the latter, especially Portugal and Angola, immediate resumption of the presidential vote. Coup and transition may have opened a way for vital reforms, which must go beyond changes in the army and combating the drugs trade. But for that to happen, ECOWAS and CPLP must reach a consensus on working with international partners to mobilise resources for security, judicial and electoral reforms and refusing to validate Gomes Júnior's illegal exclusion from political life.

Civilizational, cultural, and geographic neighbors, India and Indonesia share striking commonalities in their modern historical trajectories. In both societies, European powers, the Dutch and the British, benefited from the decline of tired Islamic land empires to graft colonial modes of exploitation that progressed fitfully from coast to hinterland to interior. Following proto-nationalist revolt s, the Indian Sepoy Mutiny of 1857 and the Java War of 1825-30, both the Dutch and the British skillfully engineered a buffer of indigenous elite collaborators. This strategy succeeded to such an extent that their faraway possessions were governed by less than two hundred and a thousand expatriate administrators, respectively.

Abstract:
Many policymakers and pundits contend that U.S. relative power is declining and that this decline will have negative consequences for international politics. They justify this pessimism on the belief that great powers have few options for dealing with acute relative decline. Critics say that retrenchment, a policy of retracting grand strategic commitments in response to a decline in relative power, is a contemptible policy that demoralizes allies and emboldens potential adversaries. Furthermore, domestic interest groups and lobbies look like immovable obstacles with regard to policies designed to harmonize ends with means.

“Françafrique”, “Francophonie”, “l'état franco-africain” and “Mafiafrique” – all these terms are commonly used if one comes to talk about French-African relations after the severing of colonial ties in 1960. Even though they bear slightly different meanings, they share the notion of a very close, stable, and continuous if not to say colonially-styled relationship. According to the relevant literature, the European Economic Community (EEC) acted thereby as a stabilizing instrument. Against this backdrop, the paper tries to present new perspectives on the complex relationship between the EEC, France and its former African colonies associated to the community since 1958. The paper explores to what extent France's belonging to the EEC triggered Europeanization processes that directly affected French-African relations and eventually acted in favor of decolonization of metropolitan France. I will argue that in the course of the 1960s, emulation of community procedures as well as supranational legal coercion to a certain extent transformed French development co-operation and trade relations with the Francophone African states and in the end fostered France's regional reconfiguration towards Europe.

70. How Neopatrimonialism Affects Tax Administration: A Comparative Study of Three World Regions

Abstract:
Neopatrimonialism is a concept that has predominately been applied to describe governance in sub-Saharan Africa. Recently, though, it has also been used to describe states from other world regions. However, scholars have rarely attempted to systematically compare neopatrimonial rule in different regional settings. This paper aims to narrow this gap by examining the effect of neopatrimonialism on the tax administration as a core state function in six countries from three different world regions: Argentina, Venezuela, Indonesia, the Philippines, Kenya and Zambia. We conclude that neopatrimonialism is a valuable concept for comparative area studies with the potential to foster dialogue on the "state in operation" across the regional divide. However, several indicators are more valid for some world regions than for others. We find that there is no systematic relationship between neopatrimonial trajectories and the strength of tax administration. Individual actor decisions influence the outcomes of neopatrimonialism substantially.
