11. General Elections in Mexico: A Time for a Populist President?

Abstract:
General elections in the United Mexican States that are to be held on July 1st will largely determine the future development in this Latin American country with the population of more than 120 million. Mexico is a federal republic, comprising of 32 states, and it has a presidential government meaning that the president is both the head of state and government. On the same day the Mexicans will elect the new president, 500 members in the lower house of the Congress of the Union, the Chamber of Deputies, and 128 members in the upper house, the Senate of the Republic. What makes these elections even more signi�icant is the fact that the local elections will also be held on July 1st in as much as 30 Mexican states. For all these reasons, the July elections will have a huge impact on the country that is the 16th economy and the biggest Spanish speaking country in the world. With its growing in�luence in the Latin world and across its northern border, due to the growing signi�icance of the Mexican community in the United States, Mexico is striving to get out of the strong American grip. Due to the political power and authority that the President of Mexico holds in internal policies and in shaping the country’s foreign policy, all eyes of the Mexican public are pointed to the presidential candidates. It seems that the former Head of Government of Mexico City Andrés Manuel López Obrador, widely known as AMLO, has the best odds to become the new President of Mexico. As his chances of winning the presidency stand above 90%, it is expedient to look into the impacts that the election of AMLO would have on Mexico.

12. Policy Response to Low Fertility in China: Too Little, Too Late?

In 1970, Chinese women were having an average of nearly six children each. Only nine years later, this gure had dropped to an average of 2.7 children per woman. This steep fertility decline was achieved before the Chinese government introduced the infamous one-child policy. Today, at 1.5 children per woman, the fertility rate in China is one of the lowest in the world. Such a low fertility level leads to extreme population aging— expansion of the proportion of the elderly in a population, with relatively few children to grow up and care for their aging parents and few workers to pay for social services or drive economic growth. China’s birth-control policies are now largely relaxed, but new programs are needed to provide healthcare and support for the growing elderly population and to encourage young people to have children. It will be increasingly di cult to fund such programs, however, as China’s unprecedented pace of economic growth inevitably slows down.

13. Aligning to 2020: How the FP2020 Core Partners Can Work Better, Together

In July 2012, world leaders gathered in London to support the right of women and girls to make informed and autonomous choices about whether, when, and how many children they want to have. There, low income-country governments and donors committed to a new partnership—Family Planning 2020 (FP2020). FP2020 set an aspirational goal—120 million additional users of voluntary, high-quality family planning services by 2020—and received commitments totaling $4.6 billion in additional funding. Since then, the focus countries involved in the FP2020 partnership have made significant progress. Yet as FP2020 reaches its halfway point, and new, even more ambitious goals are set as part of the Sustainable Development Goals, gains fall short of aspirations. The midpoint of the FP2020 initiative is thus an important inflection point, offering an opportunity for family planning funders and the FP2020 partnership more broadly to take stock of progress, to reflect on the lessons of the past four years, to refine funding and accountability mechanisms, and to reallocate existing resources for greater impact. Of course, the primary responsibility for expanding contraceptive access falls squarely on country governments. Nonetheless, donor contributions play an important role. With the goal of reaching as many women and girls as possible by 2020 and an eye toward the 2030 Sustainable Development Goals, the Center for Global Development (CGD) convened a working group on donor alignment in family planning in fall 2015 to see how scarce donor resources could go farther to accelerate family planning gains. As the final product of the working group, the report analyzes the successes and limitations of family planning alignment to date, with a focus on procurement, cross-country and in-country resource allocation, incentives, and accountability mechanisms, and makes recommendations for next steps.

Lorsque l'armée américaine prend, le 9 avril 2003, le contrôle de Bagdad, rien ne laisse présager qu'elle deviendra l'ennemi de la population irakienne. Si les troupes américaines ne reçoivent pas l'accueil triomphal espéré, leur présence est pour autant saluée par de nombreux Irakiens dans l'espoir d'éviter le retour du régime baasiste. Ils sont convaincus que leur « sort ne peut que s'améliorer après des années de souffrance ». Quatre ans plus tard, le bilan de l'action américaine semble pour le moins mitigé : des milliers de soldats ont été tués, les attentats contre les forces armées américaines et le régime en place sont devenus quotidiens. En outre, des cas de torture et de mauvais traitements mettant en cause des soldats américains sont apparus au grand jour. Même les observateurs les plus optimistes n'imaginent pas que les violences civiles pourraient rapidement cesser.

16. Demographic versus Cyclical Influences on US Labor Force Participation

This paper applies time series analysis to distinguish between cyclical and demographic causes of the decline of the labor force participation rate. Some public discussions suggest that the decline of US unemployment from its 2009 peak of 10 percent to about 6 percent by mid-2014 grossly exaggerates recovery because most of the decline reflects the exit of discouraged workers from the labor force. This study finds instead that one-half to two-thirds of the decline in labor force participation by about 3 percentage points from late 2007 to early 2014 is attributable to aging of the population. Although about one-third is found attributable to the lagged influence of high, and especially long-term, unemployment, going forward the potential rebound in the participation rate from recovery is projected to be approximately offset by further aging of the population.

Abstract:
This book reflects on retirements. Real ones and potential ones. Normally, age is the indicator. End of career is often implied. NATO's retirement can be expected in 2014. According to myth and a bit of historical evidence, in 1889 Bismarck introduced 65 as the proper age for retirement for the very reason that on average most people didn't reach it. Peter Volten will. Nowadays, social welfare states – and also less social ones – have fear for old people. 'Ageing' has been securitized. It forms a threat to the stability of Europe, if not the entire world. The UN's Vienna International Plan of Action on Ageing dates back to 1982. But despite its continued attention and relevance, alarming reports keep appearing. “Why an ageing population is the greatest threat to society”, The Independent wrote in 2002 when the UN Second World Assembly on Ageing took place in Madrid: “Of all the threats to human society, including war, disease and natural disaster, one outranks all others. It is the ageing human population. No invading army, volcanic eruption or yet undreamt of plague can rival ageing in the breadth or depth of its impact on society” (Jeremy Laurance in The Independent, 10 April 2002). Still, up to now, ageing has not been listed in the strategic reports of NATO about the new, non-traditional threats. After the Cold War, NATO appeared quite creative in listing new risks and threats, and it still is. The New Strategic Concept adopted in November 2010 tries to provide an answer to “regional disputes or efforts of political intimidation ... along [NATO's] borders ... acts of terrorism, the proliferation of nuclear and other advanced weapons technologies, cyber attacks ... the sabotage of energy pipelines, the disruption of critical maritime supple routes”, and, yes, the Official Report of the Group of Experts on a New Strategic Concept for NATO also mentions “demographic changes that could aggravate such global problems as poverty, hunger, illegal immigration, and pandemic disease” – but ageing is not specified in this context (NATO, 2010).The growing sum of pensions, however, puts the working classes under pressure. It burdens the competitive edge of the European economies. Greying is an economic security issue, and Peter Volten is going to contribute to it.

18. Secret Weapon: High-value Target Teams as an Organizational Innovation

Abstract:
This study argues that interagency teams were a major catalyst in turning around the Iraq War, and that they will disappear from America's arsenal unless the knowledge base supporting the innovation can be secured. Most explanations credit the dramatic reduction in violence in Iraq between 2007 and 2008 to new U.S. leadership, the surge in U.S. forces, and/or U.S. financial support to Sunni tribal leaders. In contrast, we argue that the United States employed an underappreciated organizational innovation—interagency teams—to put insurgent clandestine organizations on the defensive and give population security measures a chance to take effect.

19. India on less than $30 a Year

MUMBAI, India—Shanta had a good life for a working class woman in Mumbai. Her husband Manoj was a watchman in a factory compound in a western suburb, and they lived in a room with running water, free electricity, even firewood for cooking. She commuted to work, an hour each way, into south Mumbai, where she cleaned three households. But in 2007, Manoj suffered a stroke, and though they went to a municipal hospital for treatment, they spent thousands of rupees (hundreds of dollars) on prescriptions. Shanta became the sole earner and they continued to spend on local healers. Then, Shanta was hospitalized for a severe bout of falciparum malaria (a virulent strain of the mosquitoborne disease, once limited to northeastern India, but now common in Mumbai). Recently, Manoj fell and broke a hip and required surgery, which cost $426 for subsidized treatment at a municipal hospital. To put that number in perspective, the monthly per capita income for 80 percent of the urban population is less than $42. In Shanta's case, the cost of her husband's hip surgery was four months' wages.

Abstract:
Like much of the world, Russia has been in the midst of a serious economic crisis since the late summer of 2008. Although the worst appears to be over, Russia will continue to feel its effects longer than many other industrialized countries, largely because of a rigid economy burdened with an overweening state role. The recognition that Russia faces serious long-term challenges has emboldened President Dmitry Medvedev and others to call for far-reaching economic restructuring. If successful, their economic policies could undermine the semi-authoritarian, state- capitalist model developed under Prime Minister and former president Vladimir Putin. Although concrete reforms have so far been limited, Medvedev's demands for change (seconded in some cases by Putin) have acquired increasing momentum in recent months. The speed of Russia's recovery and obstacles along the way will play a major role in determining both the success of Medvedev's call for modernization and the course of Russia's foreign policy since a quicker recovery would diminish the pressure for fundamental reform and lessen the need for caution internationally.
