11. Saving the Census: Assessing Willingness to Participate in the Census

Abstract:
The decennial U.S. Census is intended to generate an accurate count of the population for use in allocating seats in the House of Representatives and distributing federal funds. However, individuals are less likely to complete the Census if they have privacy and confidentiality concerns. Previous research conducted on behalf of the U.S. government found that reassurances of confidentiality increased participation but not for items asking for sensitive information. In March 2018, the Trump administration announced its intention to add a citizenship question to the 2020 Census, raising concerns that the citizenship question might reduce participation among members of mixed-status households. In October and November 2018, while a legal challenge to the question was pending, we worked with three partner organizations within a faith-based non-profit community network to explore how best to encourage participation in the 2020 Census in hard-to-count populations in Southern California. Using a randomized field experiment with messages delivered using face-to-face canvassers, we find limited evidence that reassurances from the community organization about the confidentiality of information provided to the Census Bureau increased intent to participate in communities.

13. Wealth and Shifting Demand Pressures on the Price Level in England After the Black Death

Abstract:
The scale of the rise in personal wealth following the Black Death calls the life-cycle hypothesis of consumption into consideration. This paper shows for the first time that the wealth effect of the Black Death on the price level continued in England for generations, up to 1450. Indeed, in absence of consideration of the wealth effect, other influences on the price level do not even appear in the econometric analysis. The separate roles of coinage, population, trade, wages and annual number of days worked for wages all also receive attention and new results follow for adjustment in the labor market.

On March 13, Kenya reported its first case of COVID-19, and an additional 649 cases were reported in the following two months. As the pandemic spreads, Kenya’s policymakers are facing the first significant challenge to the country’s nascent intergovernmental system and will have to prioritize how to spend the country’s scarce resources amid existing fiscal constraints. Established in 2013, Kenya’s decentralized government structure gives the country’s 47 counties the primary responsibility of delivering health care services to their citizens. But historical and geographical factors have led to substantial variation across counties in both health care capacity and risk of contracting the coronavirus. To make critical decisions to control the pandemic, Kenya’s policymakers will need not only accurate data on the spread of the coronavirus but also county-specific data and analyses on health care capacity and population risk. With such county-level data, the national government can flatten the curve and better allocate the country’s limited resources in line with individual counties' circumstances.

Elderly populations in Asia are expanding more quickly than other age groups. This shift in population age structure had two major impacts: demand for income support for the elderly will rise because their labor income tends to be extremely low; and gross domestic product (GDP) and other aggregate economic indicators will grow more slowly as growth in the effective labor force declines. In countries where government programs play an important role in old-age support, tax rates will have to rise or benefits will have to be curtailed or both—all options with significant political costs.

Abstract:
This paper discusses the socio-demographics of a village in Punjab named „Mohla‟. Socio- demographic variables include description of age distribution, sex composition, family structure, castes and marital statuses of the people. Description of respondents‟ attributes such as educational and occupational statuses are also inclusive of this study. The researchers used quantitative approach and data collection was done through probability survey to ensure objectivity and reliability of the results. Household Enumeration Forms were used to collect the information regarding age, sex, households and castes. On the other hand, interview schedule was developed to gather information from the respondents. Decade-wise sources of water supply and domestic material possessions are also analyzed. These time series data are indicative of the development that has taken place over the fifty years, this is expected to have influence on the socio- structural changes in the rural community.

Abstract:
As a developing country, Bhutan is on the upward trajectory of urbanization. While it has benefits it also exerts pressures. Within Bhutan, Thimphu thromde has the largest urban population, which exhibit many forms of urbanization. Using the data from 2017 Population and Housing Census of Bhutan, the paper projects the population of Thimphu city till 2027 due to lack of its population projection. The cohort-component method is used for projection. The net-migration from 2005 to 2017 is calculated using residual method. Further, employing probit regression, the determinants of migration to Thimphu thromde is examined. Age, marriage, unemployment, land, household composition, household income and education are significant determinants of migration.

Abstract:
The Visegrad region experienced the aging and the decline of its population in the past 30 years, as happened in other Eastern European countries. That development was aggravated by net emigration, the scale of which was overestimated at the time of the political regime changes and underestimated after the EU Eastern expansion. This article presents and analyses the main trends in migration to and from the Visegrad countries, and tries to prove that political considerations and public attitudes often prevented the formulation of appropriate government responses. Research on the motivations for emigration found that economic opportunities prevail as the most decisive factor in individual decisions on migration. Therefore, at the governmental level, the prospect of success to slow down or reverse the flow of net emigration depends on economic convergence between the Visegrad countries and the West.

Demography may not be destiny, but China has always been conscious of rearing the next generation. One of the three unfilial acts, according to the ancient Chinese philosopher Mencius, is the failure to bear a son. The Chinese have traditionally viewed offspring as a form of wealth, and have placed immense value on fecundity. [1] Despite such traditional beliefs, in the years after the Cultural Revolution senior officials of the Chinese Communist Party (CCP) feared that overpopulation would exhaust the country’s scarce resources. In 1980, the CCP formally implemented the One Child Policy (独生子女政策, Dusheng Zi Nu Zhengce), or OCP, a national family planning policy that limited parents to only one child (Xinhua, November 16, 2015). However, after over three decades of efforts to reduce population growth, People’s Republic of China (PRC) officials are now concerned about a shrinking workforce and an aging population. The CCP leadership repealed OCP in 2015, but the fertility rate in China is nowhere near pre-OCP levels. Furthermore, the PRC has seen a significant decline in birth rate in recent years (see discussion below). The true extent of the decline is impossible to verify, but the downward trend in birth numbers is worrisome. This article examines both official PRC statistics on total birth numbers for recent years, as well as discussions among Chinese netizens using unconfirmed statistics, to analyze the deep uncertainties surrounding China’s demographic and political future.

20. The Limits (And Human Costs) of Population Policy: Fertility Decline and Sex Selection in China under Mao

Abstract:
Most of China’s fertility decline predates the famous One Child Policy—and instead occurred under its predecessor, the Later, Longer, Fewer (LLF) policy. Studying LLF’s contribution to fertility and sex selection behavior, we find that it i) reduced China’s total fertility rate by 0.9 births per woman (explaining 28% of China’s modern fertility decline), ii) doubled the use of male-biased fertility stopping rules, and iii) promoted postnatal neglect (implying 210,000 previously unrecognized missing girls). Considering Chinese population policy to be extreme in global experience, our paper demonstrates the limits of population policy—and its potential human costs.
