Abstract:
This paper discusses Ukraine’s choice between maintain relations with the EU and Russia, a choice that is not merely a foreign policy choice or a choice between two integration models. Rather, it represents a choice between two normative orders or two different value systems. If Ukraine succeeds in pursuing the European model and breaking away from its tradition of a “captured state,” Russian leverage in Ukraine will also diminish. Therefore, undertaking this transformation is of crucial – if not existential – importance for Ukraine. The very survival of Ukraine’s statehood will depend on it.

Abstract:
The vast majority of Somalis who have remained in their country con- tinue to rely on remittance money sent from abroad. Although smaller waves of immigration have occurred for many years, prolonged political and economic turmoil coupled with periods of violence and humanitarian crisis have caused the number of Somali immigrants to spike in the last twenty years. This population outflow has resulted in an extensive diaspora network across the globe, with communities established across the Greater Horn of Africa, the Gulf States, North America, and Europe. Estimates on the size of the Somali diaspora range from 1–1.5 million people globally,2 or approximately 14 percent of Somalia’s total population. These diaspora communities have traditionally remained actively engaged on Somali political and economic developments from their adopted countries. One of the diaspora’s primary ties to the homeland comes in the form of remittances—money that is sent on a regular basis to family and friends in Somalia. These funds have often been called a lifeline for the Somali people, covering the costs of needs such as food, education, and health care. Although the exact scale of remittance flows is difficult to pinpoint, estimates have ranged from $750 million to $1.6 billion annually and these funds account for nearly 60 percent of the Somali recipients’ average annual incomes.

In discussing the turmoil that has recently engulfed the Middle East, the author considers a parallel with Europe in the 17th century and the beginning of the Westphalian order. The author lays out his vision for the future of the region, which is predicated upon four main parameters: mutual acceptance among all the peoples of the Middle East, embracing the spirit of moderation and modernization, the quest for political stability, and economic cooperation. According to the author, regional dialogue is the first step towards building political consensus and realizing this vision.

Abstract:
Democracy has been in a global recession for most of the last decade. Yet the picture is not entirely bleak. We have not seen “a third reverse wave.” The key imperative in the near term is to work to reform and consolidate the democracies that have emerged during the third wave—the majority of which remain illiberal and unstable, if they remain democratic at all. It is vital that democrats in the established democracies not lose faith. Democrats have the better set of ideas. Democracy may be receding somewhat in practice, but it is still globally ascendant in peoples’ values and aspirations.

Abstract:
For 25 years, the Journal of Democracy has been “taking the temperature” of democracy around the globe. Here in our twenty-fifth anniversary issue, we feel compelled to confront head-on the question of whether democracy is in decline. Why? There are two aspects to the answer, which although intertwined are in some measure separable. The first deals with what is actually taking place on the ground: How many countries are democratic? Is their number rising or shrinking? What is the situation with respect to such liberal-democratic features as freedom of the press, rule of law, free and fair elections, and the like? The second, more subjective, aspect concerns the standing of democracy in the world: How is it viewed in terms of legitimacy and attractiveness? It is in this latter dimension that the evidence, or at least the widespread perception, of decline is most striking. Democracy’s supporters must undertake a clear-eyed appraisal of democracy’s current decline and summon the resolve and seriousness of purpose needed to reverse it.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Abstract:
It is no secret that authoritarian forms of government are predominant across post-So-viet space, although some are softer than others. In Moscow, Astana, Minsk, Dushanbe, Ashkhabad and so forth across almost the entire region, each country is governed by “strong personalities,” some enlightened, others not. Even today’s Ukraine, which is a little closer to the West in terms of geography and mentality, con-tinues to hesitantly fluctuate between poles of democracy and authoritarianism. Truth be told, these endless oscillations will ultimately mean the death of the country. Authoritarianism offers uncontested advantages that help the former Soviet repub-lics to find and maintain stability during transition: authoritarian methods are the short-est path to consensus, and facilitate control and governance. The population, mean-while, has no objection to “strong personalities,” tolerating figures that might be over-thrown elsewhere, because they are “saviors of the homeland” – a legend discreetly confirmed by all-pervasive state propaganda. All of history, both recent and more dis-tant, tells us of endless “foreign chicanery,” the permanent state of being “surrounded by enemies,” as if living in a “besieged fortress,” where it is so often necessary to “power through,” “resist and rebuff” and so on, and so forth.

149. Mission Revolution: The U.S. Military and Stability Operations

Abstract:
Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how the DOD's decision reinforced and exacerbated domestic politics that already had reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military.

150. Foreign Aid a Critical Component of Mideast Stability

A few weeks ago I found myself on the outskirts of a remote village in the Jordanian desert. One of my travel companions received a call on his mobile phone. It was a member of Jordan’s security services, saying we should call if we needed anything as they would have people nearby at all times. It was then I began to realize that the small projects I had come to observe had a global impact. I am not a traditional international relief worker. I grew up in a small town in Kansas, became a corporate finance lawyer, worked on the management team of a movie studio, and ran a startup healthcare services company. Perhaps this corporate background contributed to my skeptical view of the value of the U.S. spending overseas during bad economic times. During my two-week trip to Jordan and Iraq, however, I witnessed first-hand how seemingly minor development programs can help support stability and international values. Although Jordan projects an image of tourist-friendly calm, its location between Israel, Syria, Iraq, and Saudi Arabia makes it a strategically important player in any Middle East peace process – or conflict. All its borders, except those with Israel, are porous, and the country has received over 750,000 Iraqi refugees since 2003. Recently, over 140,000 refugees crossed from Syria as that country’s conflict has escalated. In the small town of Mafraq in northern Jordan, I met a Syrian woman and her three daughters who had fled their home the morning after Syrian forces killed all of the males in the home next door, including children. She has had no contact with her husband and sons since she left. The Jordanian people and government have responded compassionately, absorbing refugees into their homes and neighborhoods. A consequence of this kindness, however, is that communities are finding themselves overburdened. Jordan’s severe water shortage leaves most areas with running water only two days a week. Doubling or tripling the size of households turns water rationing from inconvenience into impossibility. The same is true for sewage, waste management, and public infrastructure as antiquated systems are pushed past their capacity. Even the free market works against the Jordanian hosts, as the swelling refugee population drives up the price of housing, food, and other commodities, while pushing down wages.
