Abstract:
The Arab revolt that started in Tunisia and over¬threw the reign of Zein El-Abedeen Ben Ali is taking the form of a huge wave. The regime of Hosni Mubarak of Egypt, the central state of the Arab World, followed suit. Uprising in Libya continues, in spite of attempts by the Kaddhafi regime to kill it in blood and fire. Ali Abdallah Saleh of Yemen declared that he will not seek a new mandate, a concession which only emboldened both opposition and youth revolt. King Abdallah of Jordan sacked the unpopular government of Samir Rifai, and named Maruf Bakhit as the new prime minister and asked him to bring “true political reforms”. In a word, the entire Arab World is facing an unprecedented wave of revolt.

Abstract:
Political instability and violence in Africa are often the products of rumor and misinformation. Narrow interests have used politically biased newspapers and radio programming to spread disinformation and champion politically divisive causes. Meanwhile, reasonable opposition voices have been kept silent and shuttered from public life, often by repressive, even violent means. This remains a serious concern across Africa.

Abstract:
In Political Science and International Relations scholarship HIV/AIDS as a socio-political phenomenon affecting millions of people worldwide has largely tended to be approached in global terms. Particularly in discussions of contemporary international regimes of security and human rights, HIV/AIDS is associated with the generalized idea that in time of globalization 'there are no boundaries.' Just like the human beings who carry them, viruses circulate apparently uncontrolled across the world. To a large extent, this assertion derives clearly from another, broader, assumption based on the retreat of nation-states, and concomitant expansion of a West-led, hegemonic project of globalization, namely with regard to technologies of management of, and response to, human-related issues. However, national contexts have always been fundamental in global approaches to social intervention.

Abstract:
With a rise in terrorist activity spreading fear through highly publicized attacks, Pakistan's media landscape has increasingly been used as a battleground between those seeking to promote violent conflict and others seeking to manage or deter it. Pakistan's media community has not yet developed an adequate or widely accepted strategy for responding to this context of persistent extremism and conflict. The rapid rise of extremist radio stations in the Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KPK) provinces has paralleled an increase in terrorist attacks, facilitated by affordable access to FM radio, loose government regulation of broadcast media and militant control of pockets in KPK and FATA. Negative media attitudes toward the Pakistan-U.S. relationship often reflect national political differences and market incentives for sensationalist coverage. These attitudes can be transformed through changes in the diplomatic relationship between the countries based on open communication rather than institutional media reform.

Abstract:
A salient feature of armed conflict in the Muslim world since 1980 has been the involvement of so-called foreign fighters. These foreign fighters are unpaid combatants with no apparent link to the conflict other than religious affinity with the Muslim side. Since 1980, between 10,000 and 30,000 such fighters have inserted themselves into conflicts from Bosnia in the west to the Philippines in the east.

327. Central African Republic: Keeping the Dialogue Alive

Abstract:
The failure of President François Bozizé and his close circle to follow through with many of the concessions agreed on during the Inclusive Political Dialogue risks exacerbating the many conflicts in the Central African Republic (CAR) and stalling national reconciliation. Those December 2008 talks made a valuable contribution to both reducing levels of violence and shaping the long-term reform agenda. The promised integration of rebel leaders into civilian political life, the precedent of decision-making by consensus and a concrete set of agreements that included rebel disarmament and security sector reform were welcome steps towards greater stability. To ensure these gains are not undone by another political crisis, however, the president must abandon the uncompromising attitude he displayed through much of 2009 and the government must quickly resolve new conflicts in the north east and prepare credible elections. Otherwise, donors should suspend financial support to a regime that is largely dependent on foreign aid.

328. International Engagement with Somalia

Abstract:
The Ethiopian invasion of Somalia in 2006, supported by the U.S, had the unintentional consequence of fueling splinter insurgent groups including Al-Shabab and Hizbul Islam. Currently Somalia faces a humanitarian crisis with 3.6 million people displaced. Countering the insurgency and alleviating the humanitarian crisis in Somalia demands a creative rethinking of international policy. While the 2008 Dijbouti Accord created a more inclusive Transitional Federal Government (TFG), the international community must weigh whether continued support for the TFG will bring real progress in governance or if it will strengthen popular support for the insurgency. If the international community sees support for the TFG as beneficial, they could consider policies including: Flooding Somalia with development aid and investing in civil society; Expanding the African Union (AU) peacekeeping mission to include representation from other Muslim countries; Finding creative solutions for inter-Somali governance and reconciliation. If the international community calculates that support for the TFG is not beneficial because it will only fuel the insurgency, they should consider a policy of "constructive disengagement," withdrawing support from the TFG and the AU peacekeeping mission, while simultaneously investing in local and regional development projects.

The next 12 months will be critical for the future of Sudan. As the country marks the fifth anniversary of the signing of the 2005 Comprehensive Peace Agreement that ended a devastating civil war, southern Sudan has seen a major upsurge in violence. In 2009, some 2,500 people were killed and 350,000 fled their homes. With landmark elections and a referendum on the horizon, the peace deal is fragile and the violence likely to escalate even further unless there is urgent international engagement.

330. Nigeria: A Prime Example of the Resource Curse? Revisiting the Oil-Violence Link in the Niger Delta

This paper studies the oil-violence link in the Niger Delta, systematically taking into consideration domestic and international contextual factors. The case study, which focuses on explaining the increase in violence since the second half of the 1990s, confirms the differentiated interplay of resource-specific and non-resource-specific causal factors. With regard to the key contextual conditions responsible for violence, the results underline the basic relevance of cultural cleavages and political-institutional and socioeconomic weakness that existed even before the beginning of the “oil era.” Oil has indirectly boosted the risk of violent conflicts through a further distortion of the national economy. Moreover, the transition to democratic rule in 1999 decisively increased the opportunities for violent struggle, in a twofold manner: firstly, through the easing of political repression and, secondly, through the spread of armed youth groups, which have been fostered by corrupt politicians. These incidents imply that violence in the Niger Delta is increasingly driven by the autonomous dynamics of an economy of violence: the involvement of security forces, politicians and (international) businessmen in illegal oil theft helps to explain the perpetuation of the violent conflicts at a low level of intensity.
