Abstract:
This paper analyzes the role of religion with regard to the violence experienced during the past 20 years in Côte d'Ivoire. It seeks to explain the differences in the level of violence over time by focusing on religion as an identity marker and as a social force that is mobilizable by religious and political actors. Religious identities were part of the growing in-/ out-group mechanism utilized in Côte d'Ivoire in the 1990s, while the political elites tried to politicize religion. In reaction to the violence and politicization, the religious elites founded an interreligious organization in the 1990s, and were successful in preventing a religious war.

Six months after the resolution of the post-electoral stand-off in Côte d'Ivoire that followed the contested presidential elections of 28 November 2010, a humanitarian crisis of significant proportions remains. Whilst more than 500,000 have returned to their place of origin since the end of the conflict in April, approximately 450,000 Ivoirians remain displaced inside Côte d'Ivoire and in neighbouring countries, and both groups remain in need of enhanced humanitarian assistance and protection.

Abstract:
Since the Democratic Republic of the Congo (DRC) gained its independence in 1960, the country 's leadership has been lacking three attributes of the utmost importance to the country's welfare: a real vision for the DRC's future, the competence and ability to execute the vision, and the character needed to ensure the realization of the vision with sound judgment, integrity, and equity. To break from the DRC's past patterns of poor governance, a clear and practical vision for the country's future must be articulated and implemented, requiring concerted effort from a new and energized leadership. This type of leadership should come from the Congolese people—both those living in the country and those who are part of its far-flung diaspora. Opportunities and avenues for reform include revamping democratic governance and electoral reform, promoting economic growth by moving beyond aid and creating a favorable environment for investment, reforming the mining sector, improving the health and education systems, and strengthening the DRC's judiciary. A well-organized and invigorated Congolese diaspora can join with Congolese living in the DRC to work toward the reforms. The upcoming elections in November 2011 offer a chance to step up these organizational and advocacy efforts.

295. Military Justice and Impunity in Mexico's Drug War

Abstract:
Mexican President Felipe Calderón's military deployment to combat the country's war on drugs has been strongly criticized by international human rights groups. During Calderón's administration, over 47,337 people have been killed and thousands of human rights complaints have been filed against the military. The Inter- American Court of Human Rights (IACtHR) has issued several binding rulings that obligate Mexico to strip the military of its jurisdiction to investigate and try soldiers accused of violating civilians' human rights. On July 12, 2011, Mexico's Supreme Court ruled that Congress must reform the Code of Military Justice so that human rights abuse cases always fall under civilian jurisdiction.

Backlogged court dockets in Africa, often requiring claimants to wait years, are common. The resulting perception that justice cannot be attained through official channels is a potential catalyst for intergroup violence and political instability. Alternative Dispute Resolution is an increasingly popular complement to official legal channels to resolve less serious disputes in a timely manner through mediation while enhancing claimants' sense of justice. Establishing legislation supporting Alternative Dispute Resolution as well as broadening the number and caliber of mediators can expedite the adoption of this mechanism.

In European history, war has played a major role in state‐building and the state monopoly on violence. But war is a very specific form of organized political violence, and it is decreasing on a global scale. Other patterns of armed violence now dominate, ones that seem to undermine state‐building, thus preventing the replication of European experiences. As a consequence, the main focus of the current state‐building debate is on fragility and a lack of violence control inside these states.

Abstract:
Consolidating the legitimate use of force in the hands of the state is a vital first step in post-conflict peacebuilding. Transitional governments must move quickly to neutralize rival armed groups and provide a basic level of security for citizens. Two processes are vital to securing a monopoly of force: disarmament, demobilization, and reintegration and security sector reform. Disarmament, demobilization, and reintegration (DDR) involve disbanding armed groups that challenge the government's monopoly of force. Security sector reform (SSR) means reforming and rebuilding the national security forces so that they are professional and accountable. U.S. experience in Afghanistan, Iraq, Liberia, Haiti, Bosnia, and Kosovo yielded three crosscutting lessons: go in heavy, tackle DDR and SSR in tandem, and consolidate U.S. capacity to implement both tasks in a coordinated, scalable way.

Abstract:
The unrest in Syria offers the Gulf States an opportunity to weaken or even dislodge an Assad regime aligned with Iran, but their ability to project power or shape events in Syria is limited. Dislike of the Assad regime doesn't necessarily align Gulf interests and long-term vision for Syria. Moreover, cooperation on diplomacy and strategy is lacking. Sectarianism, most evidenced in media commentary and clerical statements, is already a major feature of Gulf discourse on Syria. Parts of the Syrian opposition have approached and have been courted by Gulf governments. Still, a degree of unease and mistrust continues to define their relations.

300. Resistance and Denial: Zimbabwe's Stalled Reform Agenda

Transition and reform appear stalemated in Zimbabwe. Profound deficits remain in implementation of the Global Political Agreement (GPA) signed by Zimbabwe's three main political parties in September 2008. Prospects are remote for engaging core security and law-and-order concerns before elections that are anticipated within twenty months. Nothing significant has changed in the half year since April 2011, when the GPA's Periodic Review Mech­an­ism reported that most outstanding issues were unresolved; that negotiated solutions are followed by interminable delays in execution appears to have become an entrenched pattern. Opportunities to build a foundation for sustainable political and economic recovery are consistently undermined. Violence and repression are pressing concerns; the police appear unwilling or unable to provide effective deterrence or remedy and the expectation of a more proactive engage­ment by the Joint Monitoring and Implementation Committee (JOMIC) around issues of political violence has yet to bear fruit.
