221. Uganda: No Resolution to Growing Tensions

Abstract:
Most Ugandans are better off than they were a quarter-century ago, when Yoweri Museveni became president. But frequent demonstrations and violent crackdowns indicate many are deeply dissatisfied with his administration. This is largely the consequence of a slow shift from a broad-based constitutional government to patronage-based, personal rule. In this respect, Museveni has followed a governance trajectory similar to that of his predecessors, although without their brutal repression. Like them, he has failed to overcome regional and religious cleavages that make Uganda difficult to govern and has relied increasing-ly on centralisation, patronage and coercion to maintain control. Unless this trend is corrected, Uganda will become increasingly difficult to govern and political conflict may become more deadly.

222. Keep Friends Close but Colleagues Closer: Efficiency in the Establishment of Peace Operations

Abstract:
The speed with which international organizations establish peace operations impacts prospects for sustainable peace. In this paper, I explain why some organizations take longer than others to answer calls for intervention. I identify the role of informal relations in a literature that has long favored formality and challenge realist assumptions that intergovernmental decision-making depends strictly on national interests. Based on personal interviews with 50 ambassadors at four regional organizations, I show that differences in response rates largely depend on the strength of interpersonal relations amongst decision-makers. Despite having superior funding, the European Union remains the slowest organization to react because of its highly formalistic culture. Informal bonds of trust help account for the speed with which organizations are able to respond to crises.

Abstract:
Suspension of Syria's Arab League membership in November 2011 could be characterized as a turning point in Arab league's 66-year old history. By condemning the Syrian and Libyan regimes for disproportionate use of violence against their own people, the Arab League has somewhat found rightful the demand of Arab people. the League has signaled with these decisions that it would move away from ideas of Arab nationalism and Arab unity in pursuit of further integration with the international system. On the other hand, the authoritarian state systems of most of the member states of the League make it difficult to regard Arab League decisions as steps supporting democracy. The League's ''democratic stance'' is an outcome of the pressure of revolutions as much as of harmony of interests among the member states. Even though strengthening democracy in the region seems like an unrealistic desire of member states, these decisions push each member towards thinking about change and thus pave the way for democratic reform process. The study at hand consists of two parts. The first part addresses the League's policy proposals, decisions, and reactions regarding the Syrian crisis and concentrates on what these all policy measures mean for the League as a regional organization. The second part examines regional dynamics that play a crucial role in the current crisis by looking at different positions of regional and global actors on the Syrian crisis.

The job of Mexican journalists covering drug trafficking and organized crime along the Mexico- U.S. border has regularly been called the most dangerous job in the world. And the danger has spread from journalists for traditional media to bloggers and citizens who post reports on drug cartel violence through social media such as Twitter and Facebook. The danger is not just from drug cartels, however. Journalists often identified local politicians and police– frequently in the pay of the cartels– as the source of most of the threats.

Central America is increasingly beset by spreading criminal violence. In the northern triangle—Honduras, El Salvador, and Guatemala—insecurity is particularly severe and widespread. In 2010, these countries ranked among the highest homicide rates (per one hundred thousand people) in the world: Honduras with eighty-two, El Salvador with sixty- six, and Guatemala with forty-one; in comparison, the homicide rate in the United States was less than five. The toll has been considerable, tallying nearly seventeen thousand murders in the northern triangle in 2011 and showing no signs of abating. The other four Central American states have also witnessed both heightened domestic insecurity and rising rates of crime and violence.

Yemen's economic problems are real, but they are not caused by an absolute, irreparable shortage of resources. This issue brief provides an overview of the legal, political, and operational frameworks protecting children from the effects of armed conflict, notably from violations by nonstate armed groups. The UN Secretary-General has repeatedly emphasized the need to “more consistently and effectively engage non-State armed groups in order to improve their compliance with the law,” including international human rights and international humanitarian law. This is of particular importance with regard to child protection as armed conflicts have far-reaching impacts on children, who are among the most vulnerable members of society. The issue brief explores some of the limitations of these frameworks and their mechanisms, and discusses ways to maximize the comparative advantages of different actors when engaging nonstate armed groups to improve the protection of children's rights.
