181. Political Change in the Middle East: An Attempt to Analyze the "Arab Spring"

Abstract:
This article deals with the Arab Spring as a process of deep political change in the Arab world, previously the only major world area where authoritarianism persisted unchallenged for decades. While in various countries of the Arab world mass protests in 2011 forced rulers to resign, other authoritarian regimes have – despite political and economic pressure – so far been able to remain in power, or have even been only insignificantly affected. This paper applies central social science approaches in order to analyze recent developments in the region – a major task of theoretically oriented social sciences in the coming years. In addition to providing an overview of the existing literature on the Arab Spring, the article examines the empirical results of political diversification in the Arab world. A two ‐ by ‐ two matrix of political rule that differentiates according to the type of rule and the degree of stability is presented and discussed. Although the analysis draws heavily on rent theory, it also applies findings from transition theory and revolution theory to illuminate the current political dynamics in the Middle East.

182. The Consequences of Failed Mediation in Civil Wars: Assessing the Sri Lankan Case

Abstract:
While mediation efforts in violent conflicts often fail, the academic literature on mediation has long ignored both this phenomenon and its consequences. This paper aims to fill this significant knowledge gap by examining the conditions under which the failure of mediation leads to an escalation of civil war. Based on the literature on bargaining, we argue that the degree of negotiability of the conflict parties' strategic objectives, as well as the relative weight of hardliners and moderates within those conflict parties, influence the likelihood of escalation after mediation failure. A plausibility test carried out for Norway's failed mediation in the Sri Lankan civil war confirms the usefulness of our model. In particular, the suspension of negotiations in April 2003 led to a shift towards less negotiable strategic objectives for both conflict parties and to a strengthening of hardliners within the government. This contributed to the escalation of the conflict, up to its eventual termination in May 2009.

183. Postwar Youth Violence: A Mirror of the Relationship between Youth and Adult Society

Abstract:
Postwar societies are high-risk contexts for youth violence. Nevertheless, not all postwar societies are equally violent. This article explores how these variations can be explained by focusing on the interaction between youths and adult society in a comparison of Guatemala and Cambodia. Starting from the concept of socialization and the possibilities of performing status passages to adulthood, it analyzes not only the different risk factors but also the agency of young people and society in trying to cope with and overcome obstacles on the pathway to adulthood. Different patterns of war termination and of reconstruction after war's end are identified as major intervening variables that explain the variations in youth violence in as well as across the case studies.

184. Setting Kosovo Free: Remaining Challenges

Kosovo has implemented much of the Ahtisaari plan – the blueprint for its democracy, providing substantial rights for Serbs and other minorities – and deserves to be fully independent, but there should be no slippage, and remaining parts of the plan should be honoured. The Pristina government mostly abides by it, and many Serbs south of the Ibar River now accept its authority, obey its laws and take part in political life in a way unimaginable four years ago. These achievements are threatened, however, by the tense Kosovo-Serbia relationship, declining Serb numbers and Pristina's frustration at its inability to extend its sovereignty to the Serb-majority northern areas and to achieve full international recognition. A surge in ethnically-motivated attacks shows peace is fragile. The government should remain committed to the Ahtisaari requirement for minorities. But the plan was not meant to work in isolation and cannot be separated from the overall Kosovo-Serbia relationship. Belgrade needs to earn Pristina's trust and acquiescence for its continued involvement on Kosovo territory, especially the south.

185. Colombia: Peace at Last?

Abstract:
After decades of failed negotiations and attempts to defeat the Revolutionary Armed Forces of Colombia (FARC) guerrillas and the smaller National Liberation Army (ELN) militarily, a political solution to the Western Hemisphere's oldest conflict may be in sight. Following a year of secret contacts, formal peace talks with FARC are to open in Oslo in October 2012 and continue in Havana. They may be extended to the ELN. There seems a firmer willingness to reach an agreement, as the government realises military means alone cannot end the conflict and FARC appears to recognise that the armed struggle permits survival but little else. With no ceasefire in place, both sides must act with restraint on the battlefield to generate immediate humanitarian improvements. And they will need to balance the requirements of fast, discreet negotiations and those of representativeness and inclusion. The government and the guerrillas have the historic responsibility to strike a deal, but only strong social and political ownership of that deal can guarantee that it leads to the lasting peace that has been elusive for so long.

Abstract:
On June 27, 2012, Queen Elizabeth II shook the hand of Martin McGuinness, a former Irish Republican Army (IRA) commander, and symbolically solidified the long peace process that had sought to resolve the Troubles of Northern Ireland (Rayner, 2012). This historic gesture illustrates that even the most ideologically heated and intractable conflicts can be resolved. In the case of Northern Ireland, resolution was not possible without first acknowledging the important roles that notions of personal and national identity, self-determination and economic fairness played as defining stakes in the conflict. In contrast, the conflict between Israel and Palestine continues to produce turmoil in addition to a stream of failed negotiations. The failure to include values and beliefs, such as equality and basic human rights, in discussions has poisoned peace efforts, with no end to the bloodshed in sight.

On September 19ththe UN Security Council called on member states to bring perpetrators of child rights violations to justice. To do so, Resolution 2068—adopted on the occasion of the annual Open Debate on Children and Armed Conflict—emphasized the importance of national judicial systems and, where applicable, international mechanisms.This call to end impunity was one of the key conclusions of a roundtable discussion held at the International Peace Institute and co-organized with Watchlist on Children and Armed Conflicton September 17th , just two days before the adoption of Resolution 2068.

Abstract:
Described as the productive combination of innovation, initiative, risk and capital, entrepreneurship could provide a crucial underpinning for stability in conflict-affected regions via job creation and improved human security. State building initiatives regularly tout entrepreneurship as an integral part of broader economic development, political or security strategies but seldom explain the thinking behind purported causal linkages. The Six + Six model offers a targeted and comprehensive strategy to promote entrepreneurship in conflict-affected states. It provides a dynamic alternative to aid-based strategies. Given the growing success of impact investing, it is imperative for bilateral and multilateral development agencies to help facilitate such investment by co-investing and seeding further impact investing. Entrepreneurs in fragile regions urgently need support in the form of enabling environments and innovative approaches that reward their creativity and risk-taking. To bolster entrepreneurs' chances for success, policymakers should consider: redirecting foreign assistance; re-focusing private sector development interventions; re-conceptualizing state building; and re-valuing individuals.

190. How Business Can Foster Peace

The business sector can promote prosperity and stability in conflict-prone and conflict affected regions through good corporate citizenship, but operating in these high-risk, high-reward environments is fraught with great difficulty. Many firms develop risk mitigation strategies designed to minimize exposure and cost without accounting for costs to the country, its population, and the environment. Poor risk management strategies combine with endemic corruption and myriad market failures and distortions resulting from weak economic governance to reinforce aspects of the political economy that could trigger and sustain violent conflict. Effectively addressing these failings could reduce business costs, increase efficiency, and improve governance and livelihoods in fragile regions. U.S. government policy documents, such as the Quadrennial Defense Review, Quadrennial Diplomacy and Defense Review, and National Security Strategy, allude to a potential role for firms in furthering stability and promoting peace but do not clearly analyze the complexities such endeavors entail or identify workable solutions. Strategies to capitalize on the immense potential of the business sector to foster peace must account for the size of firms, whether they are state or privately owned, which industries they are involved in, and their interconnectedness within supply chains. Key components of effective strategies include crafting incentives to reward investing firms that espouse good corporate citizenship, strengthening international initiatives that promote transparency and contain corruption, developing initiatives to more fully incorporate the local economy into global value chains, and introducing mechanisms to forge global consensus on appropriate conflict-sensitive business practices.
