Abstract:
Northern Nigeria has been the locus of an upsurge in youth radicalization and virulent militant Islamist groups in Nigeria since 2009. Nigeria's ranking on the Global Terrorism Index rose from 16 th out of 158 countries in 2008 to 6 th (tied with Somalia) by the end of 2011. There were 168 officially recorded terrorist attacks in 2011 alone. Bombings across the northeast prompted President Goodluck Jonathan in May 2013 to declare a state of emergency in Adamawa, Borno, and Yobe States. Many Nigerians have come to question whether the country is on the brink of a civil war.

Abstract:
On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000.

Abstract:
Preventive diplomacy and conflict prevention are intended to stop armed conflicts before they escalate. Conflict prevention is a broader concept referring to the monitoring, containment, and reduction of risk factors that shape war onset, intensification, and spread. Both constructs were conceived in the latter half of the 20th century, which was characterised by a sizeable array of international or interstate wars. There has since been a growth in capacities to anticipate and prevent conflicts before they erupt. This report considers historical trends, emerging opportunities, and recurrent challenges associated with preventive diplomacy and conflict prevention. Recommendations for future conflict prevention activities include sharing but not aligning conflict analyses, aligning conflict analyses with local understandings and terminology, researching drivers of peace separately from drivers of violence, studying the micro-determinants of success in preventive action, beginning a dialogue on the co-ordination of preventive action, and ensuring sufficient and flexible financing for preventive action.

Abstract:
Armed conflict in the North Caucasus is the most violent in Europe today. At least 1,225 people were its victims in 2012 (7 00 killed, 525 wounded), and at least 242 were killed and 253 wounded in the first six months of 2013. The violence is greatest in Dagestan, then in Chechnya and Ingushetia, and the latter situation deteriorated in 2012. Unresolved disputes over territory, administrative boundaries, land and resources are important root causes of the violence, along with ethnic and religious tensions, the state's incapacity to ensure fair political representation, rule of law, governance and economic growth. The region's internal fragmentation and insufficient integration with the rest of the Russian Federation contribute to the political and social alienation of its residents.

Traditional approaches to international conflict mediation—in which statesmen hammer out agreements between governments, or between governments and well-defined rebel movements—are falling short in the face of 21st century violence. Interstate conflict has decreased dramatically, and today one off civil wars with clearly defined parties are relatively rare: 90 percent of civil wars occur in countries already affected by conflict. Despite international efforts to mediate and implement peace agreements, between a quarter and a half of all civil wars recur within five years.

148. Armenia and Azerbaijan: A Season of Risks

Confrontation, low-intensity but volatile, between Azerbaijan and Armenia has entered a period of heightened sensitivity. Peace talks on Nagorno-Karabakh bogged down in 2011, accelerating an arms race and intensifying strident rhetoric. Terms like “Blitzkrieg'', “pre-emptive strike'' and ''total war” have gained currency with both sides' planners. An immediate concern is military miscalculation, with implications that could far exceed those of a localised post-Soviet frozen conflict, as the South Caucasus, a region where big powers meet and compete, is now also a major energy corridor. Clashes increasingly occur along the Azerbaijani-Armenian frontier far from Nagorno-Karabakh, the conflict's original focus. Tensions have also spread to areas along the border with the Azerbaijani exclave of Nakhichevan where Azerbaijani and Turkish exercised in July. A subsequent firefight produced casualties, and Armenia staged its own war games near the Azerbaijan border in September. Vigorous international engagement is needed to lessen chances of violent escalation during coming weeks and months.

Abstract:
This Africa Policy Brief will look at the Kenyan elections of March 4th 2013 and examine what lessons can be learned from them. The argument that will be developed throughout this paper is that, although the violence was contained, the elections were not a success, because the drivers of conflict in Kenya remain untouched. The underlying reason being that the informal power of the political class still outweighs all the formal institutions and plans put in place. The ruling elite has acknowledged the drivers of conflict in Kenya for years but has shown very little interest in resolving them, because that could influence the drivers of their power.
