51. Thomas Kuhn and international relations theory: Realism in 'crisis'

Abstract:
In 2012, the University of Chicago Press published a special fiftieth anniversary edition of Thomas Kuhn?s influential book, The Structure of Scientific Revolutions. Kuhn, who died of lung cancer in 1996, was a physicist trained at Harvard University and is best known for his work on the history and philosophy of science. His interpretation of the evolution of science and the concept of "paradigm change? have had a major impact on our understanding of intellectual life, both in the physical sciences and in the social sciences. This paper briefly reviews Kuhn?s approach, and then applies it to an analysis of the current state of International Relations theory in a critique of Realism. My argument is that Realism, as what Kuhn would call "normal science? in International Relations theory, is in crisis because of its inability to explain a growing number of anomalies, which in turn can be better explained by a different paradigm, Cooperative Security.

Abstract:
The paper discusses how current methodological debates on the potential of comparative area studies intersect with current trends in transitional justice research. As the field of transitional justice studies is approaching saturation, academic efforts in this field are increasingly focused on empirical as well as theoretical generalization. The challenge of comparative transitional justice research is less to weigh the national impacts of policies than to incorporate a more historicized conception of causality that includes complex longterm processes and global interdependencies. From the perspective of comparative area studies, the case of transitional justice studies testifies to the need to combine the local, national, transnational, translocal, and global levels of analysis.

Are we witnessing a crisis of democratic legitimacy? While citizens may lose trust in political authorities, democratic principles and ideals continue to exercise considerable appeal. This Policy Brief argues that this paradox must be understood as a crisis of legitimation. Research suggests that legitimacy is inherently subjective and must be constantly re-earned. Low levels of political trust can be explained as the result of the complexity of globalised yet fragmented societies. The present feeling of malaise calls for a redefinition of the relationship between citizens and the authorities by which they are ruled. If popular sovereignty is to mean anything in today's age, it requires a new legitimising narrative.

Abstract:
Public participation has become an integral part of constitution making, particularly since the end of the Cold War. It has strengthened national unity, built trust between governments and citizens, promoted reconciliation, and helped produce national con sensus. Constitution drafters in the past were mostly limited to using official statements and press releases, workshops, meetings, radio and television programs, and printed materials to engage with citizens. These methods were often costly and time-consuming, and failed to reach significant segments of the public. New technologies can increase participation in and the perceived legitimacy of constitutional processes. Constitution drafters have recently begun using the web and mobile phones to educate citizens on the constitution-writing process and engage them on issues of concern. Increasingly constitution writers are also using the web to consult international experts on specific technical issues. Given the rapid growth of the Internet and mobile phone penetration in the developing world, the increased use of new technologies in constitution writing is nearly inevitable. People and organizations considering using these tools should bear four things in mind. New technologies will affect different groups differently. The people who use these tools should respect social and cultural norms. They should keep control of the process in the hands of national actors. Last, they should fit their work within the larger context of the conflict or postconflict environment in which they work. Constitution making is a difficult field, however, and new technologies are tools, not panaceas.

Abstract:
Ukraine's weak rule of law and widespread corruption and nepotism, combined with growing concerns over a shift toward authoritarianism under President Victor Yanukovych, were among the key factors that triggered the Maidan protests. Many political conflicts and failures of governance in Ukraine are rooted in the weakness of the political and judicial system, including shifts in constitutional powers, over-centralization of administrative structures and a lack of judicial independence. The interim government should promote an inclusive, participatory and transparent constitutional process. Such a process could help de-escalate the current conflict and build confidence in the central government and its willingness to integrate all constituencies into Ukraine's political system.

Even well-established democracies need reform, and any successful effort to reform democracies must look beyond conventional institutions--elections, political parties, special interests, legislatures and their relations with chief executives--to do so. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

Despite the West's growing involvement in Muslim societies, conflicts, and cultures, its inability to understand or analyze the Islamic world threatens any prospect for East-West rapprochement. Impelled by one thousand years of anti-Muslim ideas and images, the West has failed to engage in any meaningful or productive way with the world of Islam. Formulated in the medieval halls of the Roman Curia and courts of the European Crusaders and perfected in the newsrooms of Fox News and CNN, this anti-Islamic discourse determines what can and cannot be said about Muslims and their religion, trapping the West in a dangerous, dead-end politics that it cannot afford. In Islam Through Western Eyes, Jonathan Lyons unpacks Western habits of thinking and writing about Islam, conducting a careful analysis of the West's grand totalizing narrative across one thousand years of history. He observes the discourse's corrosive effects on the social sciences, including sociology, politics, philosophy, theology, international relations, security studies, and human rights scholarship.
