211. Assessing the Impact of Dialogue Processes: Some Reflections from the Field

The growing use of dialogue processes to address emerging crises worldwide and to find consensus among stakeholders on a particular complex economic, social or political issue has been accompanied by the need and demand for better evaluation methodologies to: 1. Measure the impact of dialogue interventions (intended and unintended consequences), 2. Better understand when and how dialogues should be used and how they can be designed and conducted for maximum impact, 3. Convince external and internal actors to participate in, or support such intervention, and 4. Help build the field of dialogue by identifying good practices, systematizing lessons learned and finding common elements for comparative studies.

212. A Critique of the National Popular Vote

Abstract:
The National Popular Vote plan (NPV), introduced in more than 40 states, and adopted by 4, proposes an interstate compact to bring about direct election of the president of the United States. The proposal eliminates states as electoral districts in presidential elections by creating a national electoral district for the presidential election, thereby advancing a national political identity for the United States. States with small populations and states that are competitive may benefit from the electoral college. Few states clearly benefit from direct election of the president. NPV brings about this change without amending the Constitution, there by undermining the legitimacy of presidential elections. It also weakens federalism by eliminating the role of the states in presidential contests. NPV nationalizes disputed outcomes and cannot offer any certainty that states will not withdraw from the compact when the results of an election become known. NPV will encourage presidential campaigns to focus their efforts in dense media markets where costs per vote are lowest; many states now ignored by candidates will continue to be ignored under NPV. For these reasons, states should not join the National Popular Vote compact.

213. Le concept de situation thermidorienne : régimes néo-révolutionnaires et libéralisation économique

Dans la lignée des concepts de « situation autoritaire » (Guy Hermet) et de « situation coloniale » (Georges Balandier), celui de « situation thermidorienne » rend compte des expériences historiques des régimes postrévolutionnaires et de leur libéralisation économique dans le contexte de la globalisation néo-libérale. Développé à partir du cas du Cambodge, le paradigme thermidorien comparatif permet d'interpréter dans des termes autres que ceux, normatifs et téléologiques, de la « transitologie » les processus de libéralisation économique et politique des Etats néo-communistes, et la consolidation de leur élite révolutionnaire en classe dominante. Mais la compréhension du moment thermidorien suppose que celui-ci ne soit pas réduit de manière utilitariste à une simple stratégie de maintien au pouvoir. Par définition il compose avec des dynamiques sociales autonomes, comme l'illustre la prise en considération d'un autre type de trajectoire postrévolutionnaire, non socialiste, celle de la République islamique d'Iran. Le paradigme thermidorien considère une pluralité de trajectoires relativement homogènes, en tant que combinatoires d'un événement révolutionnaire, d'un processus d'institutionnalisation et de professionnalisation de celui-ci, et d'une dynamique d'intégration à l'économie-monde capitaliste. Il ne se pose pas en explication, mais souligne la spécificité de ces régimes issus d'une révolution et confrontés à leur reproduction dans le contexte du démantèlement du camp socialiste et de la globalisation néo-libérale. Pour autant les « thermidorismes » sont dotés d'une historicité propre, à commencer par celle de la révolution dont ils sont le légataire. Ils ont également leur économie politique singulière qui ne se résume pas à l'imposition du cadre néo-libéral. En tant qu'expériences historiques soumises aux aléas de la contingence et des luttes sociales, les moments thermidoriens sont bien des « situations » au sens sartrien de la notion, où se jouent simultanément la reproduction du pouvoir et la liberté des acteurs.

Abstract:
During the Cold War, the bipolar structure od international system and the nuclear weaponry avaliable to some states combined to perpetuate a troubled peace. As the bipolar era draws to a close, one has to question the likely structural changes in prospect. Following the dissolution of the Soviet Union, bipolarity endures, albeit in an altered state, because Russia stil takes care of itself and no great powers have emerged yet. With the waning of Russian power, the United States is no longer held in check by any other country. Balance of power theory leads one to assume that other powers, alone or in concert, will bring American power into balance. Considing the likely changes in the structure of international system, one can presuppose that three political units may rise to great-power rank: Germany or a West European state, Japan and China. Despite all the progress achieved by these countries, for some years to come, the United States will be the leading counrty economically as well as militarily.

Abstract:
Augustine and Morgenthau are examples of classical political realists who base their arguments on the nature of man. Both believe that man is born evil but they differ on the question if man can improve. Augustine also believes that the statesman has a moral purpose while Morgenthau believes that the consequences of man's nature can only be counterbalanced. This difference is rooted in Morgenthau and Augustine's different views of the meaning of peace. To Morgenthau, peace is power balance and stability and a permanent peace cannot be achieved. Augustine, however, describes two kinds of peace, the earthly peace and God's peace. The article discusses these differences and how it impacts their views on moral and war. These different views have similarity with the different views that led to the Reformation in the 1500's and their difference is as great.

Abstract:
This article argues that the causes for participation in Global Governance are to be found in part in the mere structure of it. In the debate about Global Governance, largely, the issue of power is neglected. However, we certainly deal with a hegemonic constellation. Therefore, the power is present and exerted in Global Governance. It is argued here, that the exertion of power in Global Governance by the United States is causal for participation in it. The study looks at the Global Governance of Counterterrorism, i.e. the Global War on Terrorism, and the regional organizations of ASEAN and the EU.

Abstract:
Decentralised, self-organised cross-border activities are increasingly shaping global policymaking. While state actors have lost ground, policy and economic networks have emerged as key actors, transforming international relations as well as national spheres. Academic discourse is following their activity, often focusing on "advocacy networks" and on the role of transnational actors within the transformation of the world economy and world polity. In contrast to these research activities, the approach proposed here extends the scope of inquiry to include the role of transnational networks in norm-building and norm-implementation. The networks under scrutiny here do not confine themselves to the articulation of particular interests, the resolution of particular conflicts, or compliance with legal norms. It is presumed here that a variety of networks which are fundamentally concerned with the creation of norms have emerged. The predominance of the nation-state, one of the main characteristics of modern democratic thinking, has eroded to the point where the fundamental nexus of voice (democratic participation) and entitlement (legal and social rights and duties) has been weakened or even broken. We presume that this decentration has fundamentally changed the option of voice as one of the most important responses by citizens to crisis and change. This comes to the fore with the emergence and effectiveness of transnational norm-building networks. The article develops a research programme, the outcome of which will shed light on this new resource for the development of a democratised world polity.

In 1982, a ninth grader named Anna from Eberswalde-Finow composed an essay in which she recounted one of the most influential moments in her life. One might have expected a description of a triumphant victory at a swim meet or gymnastics competition. Instead, Anna described a day four years earlier when she was formally inducted into a special club at her school. The West Berlin anti-authoritarians around Rudi Dutschke employed a notion of subaltern nationalism inspired by independence struggles in the global South and particularly by post 1959 Cuba to legitimate their loosely understood plans to recreate West Berlin as a revolutionary island. Responding to Che Guevara's call for many Vietnams, they imagined this Northern metropolis as a Focus spreading socialism of the third way throughout Europe, a conception that united their local and global aims. In focusing on their interpretation of societal changes and structures in Cuba, the anti-authoritarians deemphasized these plans' potential for violence. As a study of West German leftists in transnational context, this article suggests the limitations of confining analyses of their projects within national or Northern paradigms. As a study of the influence of the global South on the North in a non-(post)colonial situation, it suggests that such influence is greater than has heretofore been understood.
