Abstract:
The question of Western Sahara, “Africa’s last colony”, is quite pecu-liar in the context of United Nations (UN) peacekeeping operations, when compared to other ongoing missions, and it is also quite unique from a geo-political point of view since the international community differs regarding this territory (Barros 2020).In this context, this article seeks to address the following issue: why didn’t the evolution of UN peace operations, which occurred after the expan-sion of the international security agenda and the emergence of the concept of human security, provide any significant change in the United Nations Mission for the Referendum in Western Sahara (MINURSO)? We will consider the hypothesis that, although there is a consensus at the international level on the importance of the concept of human security, there has been no significant change in MINURSO’s mandate, such as the incorporation of new assign-ments, due to Morocco’s close relationship with some permanent members of the UN Security Council (UNSC), namely France and the United States.

Abstract:
The article analyzes the two-part strategy Russia developed to address the Nagorno-Karabakh conflict in 2020. First, the country helped to weaken Armenia’s position in Nagorno-Karabakh and consolidate Azerbaijan’s. Second, the Russian military deployed peacekeeping troops to the border of the two countries to stabilize the conflict, deter any new Azeri military advance in the region and improve the Russian influence in the Caucasus. Although this strategy was initially successful, as it increased Russia’s military capacity in the region, the unexpected complications Russia experienced during the invasion of Ukraine in 2022 severely weakened its role as peacekeeper and deterrence power. Russia’s involvement in a highly demanding conflict has led to considerable suffering, increased international pressure, and a deteriorated perception of its military power, precluding it from deterring the expansion of a Turkish-backed Azerbaijan. As a result, Russia’s deterring capacity failed as it was uncapable of sending a credible threat to Azerbaijan and this country could achieve historic goals in the region. Consequently, Russia severely compromised its own position in the Caucasus, and increasing pressure over Armenia should be expected.

Abstract:
The article investigates the trajectory and transformations of Brazil’s involvement in UN peacekeeping operations, seeking to explain the recent hesitation to assume a leadership role in contrast to previous periods, particularly during the two initial presidential terms of Luiz Inácio Lula da Silva (2003-2011). It highlights the influence of international and domestic factors on Brazil’s new stance, including changes in the nature of UN peacekeeping missions and the impact of the deep politico-economic crisis Brazil experienced between 2013 and 2022. The shifts in foreign policy during the governments of Michel Temer and Jair Bolsonaro resulted in a more isolationist view and a significant reduction in Brazil’s participation in peacekeeping operations. The article concludes by analyzing the need for a strategic reassessment by Brazil of the dynamics of peacekeeping operations and the domestic challenges faced by the new Lula da Silva government to realign its future participation with its national interests and capabilities.

4. The Primacy of Politics at the Local Level in UN Peace Operations

Abstract:
The “primacy of politics” has become a central tenet of UN peacekeeping. This reflects a broad recognition that peacekeeping operations should be deployed in support of a political solution to conflict. In practice, however, the primacy of politics is often narrowly understood as referring to formal, national-level political processes. This overlooks the fact that politics also happens at the local level, both formally and informally. It is critical for UN peace operations to address these local-level politics. Local-level conflicts account for a large share of conflict-related deaths in peacekeeping contexts. They are also closely tied to national-level peace efforts. This has led UN peace operations to become increasingly involved in supporting local peace processes. This report examines how the primacy of politics applies to the local level in UN peacekeeping settings. It highlights the indispensable role of civil affairs components in fostering sustainable peace. When effectively integrated into broader mission strategies, the localized approaches of civil affairs personnel not only address immediate conflict drivers but also contribute to the durability of national-level agreements. These efforts demonstrate that the success of peacekeeping operations hinges on balancing top-down mandates with grassroots engagement, underscoring the interconnectedness of local and national dynamics. The paper concludes with recommendations to strengthen local political engagement in peace operations: Member states should adopt a definition of the primacy of politics that encompasses both formal and informal processes at both the national and subnational levels. The Security Council should also continue incorporating tasks related to local political processes in mission mandates, and the General Assembly should adequately resource these mandates. Mission leaders should craft political strategies that are both top-down and bottom-up. This requires consulting regularly with field offices and reflecting local dynamics in national-level political efforts. They should also ensure coordination between mission components, including civil-military coordination. Civil affairs personnel should systematically map stakeholders at the national and subnational levels to understand how they fit together. They should also map the political economy of local conflicts and form partnerships to target the drivers of these conflicts.

5. The United Nations–African Union Partnership and the Protection of Civilians

Abstract:
The landscape of peace operations in Africa has transformed over the past decade, including a marked increase in African-led peace support operations (PSOs). Since the early 2000s, the African Union (AU) and UN have evolved distinct, albeit parallel, conceptual and operational approaches to the protection of civilians (POC). While the UN views POC in peacekeeping as a whole-of-mission objective, with military, police, and civilian components prioritizing POC and proactively protecting civilians, the AU views itself as contributing to the protection of civilians primarily by neutralizing armed groups and establishing a protective environment. These differences raise important questions about how POC will be upheld in the context of the UN-AU partnership. This report examines the operational differences between UN and AU approaches to POC, assessing their respective advantages and limitations. It highlights how African-led PSOs tend to be more able and willing to use force to respond to outbreaks of violence and to contain aggressors but have less sustainable and flexible financing than UN peacekeeping operations. Meanwhile, UN peacekeeping missions with POC mandates have more robust civilian and police components but may lack rapid response capabilities. To strengthen their partnership on POC, the two organizations should leverage their comparative advantages, acknowledge their respective limitations, and work toward an approach to POC that is tailored to each context. Based on the findings in this report, the following recommendations are made: Understandings of POC: The UN Department of Peace Operations (DPO) and AU Peace Support Operations Division (PSOD) should continue to facilitate understanding of their comparative advantages and challenges on POC. POC should be a central focus of efforts to implement the 2017 Joint Framework for Enhanced Partnership in Peace and Security. UN DPO and AU PSOD should share lessons learned and strengthen each other’s capacity. The AU compliance team should continue to support regional economic communities in adhering to AU POC policies. Structures on POC: The UN and AU should establish a joint lessons-learned mechanism within the UN Office to the AU to systematically assess joint UN-AU missions and African-led operations. UN DPO and AU PSOD should develop and implement a joint protection strategy when engaged in partnered operations. UN DPO and AU PSOD should conduct a thorough joint POC assessment prior to any partnered deployments. The AU Peace and Security Council and UN Security Council should engage in regular consultations on peace support operations, including on mandates.

6. UN Peace Operations and Unconstitutional Changes of Government

Abstract:
There has been a significant increase in the number of unconstitutional changes of government (UCGs) since 2020. This presents a challenge for the United Nations, which has a presence in all countries that have recently experienced UCGs. In places like Afghanistan, Mali, and Sudan, it has also presented particular challenges to UN peace operations, which face the task of continuing to carry out their work amid a political crisis and using their good offices to facilitate a peaceful return to constitutional order. The report examines lessons from the experiences of the UN missions in Afghanistan (UNAMA), Mali (MINUSMA), and Sudan (UNITAMS) following recent UCGs. It provides a brief overview of recent trends in UCGs and how the responses of member states and international and regional organizations have impacted the responses of UN peace operations. It then analyzes how these UN peace operations approached political engagement with the de facto authorities. It concludes with several lessons: A principled approach at the highest levels of the UN: While some UCGs may bring to power leaders with greater political will to engage with the UN, they are almost always an indicator of growing political instability. The UN secretary-general, along with the African Union (AU) and other regional organizations, should thus continue adopting a principled approach to condemning UCGs. A pragmatic approach for UN peace operations: While the UN should take a principled approach to UCGs at the headquarters level, UN peace operations are well-positioned to take a more pragmatic approach to engaging with de facto authorities. They should take advantage of any openness displayed by the authorities to engage despite fears that doing so might legitimize them. Planning for UCGs and reviewing political strategies: Even if the UN is unable to prevent UCGs, it can better prepare for managing relationships with transitional authorities. It is therefore important to consider such scenarios in mission planning for potential and current operations and to conduct strategic assessments as soon as possible following UCGs to consider how to adapt and potentially identify a new direction for engagement. The challenge of remaining impartial: Fears of “legitimizing” de facto authorities stem from the assumption that those authorities are inherently illegitimate. Yet not all elected authorities have popular legitimacy, and not all authorities who come to power unconstitutionally lack it. UN missions thus need to factor public opinion into how they respond on the ground. The need for a “One UN” response: While there is unlikely to be a “one-size-fits-all” approach to engagement with de facto authorities across the entire UN presence in a country, coordination is needed to ensure UN personnel have a common understanding of core principles of engagement and a coherent approach to communication. The limits of UN engagement: Ultimately, the ability of UN missions to shape political transitions following UCGs tends to be constrained by factors outside their control. Regional organizations like the AU and the Economic Community of West African States (ECOWAS) tend to adopt a more principled response, raising questions about the extent to which UN missions should seek to link their engagement to that of these organizations. Missions also face competing pressures from member states supporting different political factions.

Abstract:
Based on thematic analysis of 40 semi-directive interviews, observation in Port-au-Prince and Brasilia and following a standpoint feminist and international political sociology approach, the article aims to explore gender representations among Brazilian peacekeepers. Using the Brazilian experience in Haiti as a case study, the article seeks to show how the UNSC agenda on Women, Peace and Security is appropriated by actors on the field. It argues that peacekeepers seek to reduce dissonance between the existing military understanding of gender and UN expectations. UN “gender mainstreaming” is reinterpreted to accommodate naturalizing and traditional discourses on not only women, but also men.

8. Specialized Police Teams in UN Peace Operations: A Survey of Progress and Challenges

Over the past decade and a half, specialized police teams (SPTs) have emerged as an innovative complement to individual police officers (IPOs) and formed police units (FPUs) in UN police peacekeeping. In general, SPTs are comprised of police officers and civilian policing experts focused on “skills transfer” and capacity building through technical assistance and advice, training, and mentoring to host-state police in a specific area of police operations or administration. This paper provides an overview of the benefits and challenges of SPTs as compared to IPOs. Some of the benefits include that SPTs are generally highly capable and meet high standards in specialized areas of policing, provide a more coherent and cohesive approach, and focus on objectives within a specific area. They also maximize capabilities by matching the work of officers to their skill sets, can be quick to deploy and adaptable, and maintain continuity by implementing longer projects. Moreover, SPTs facilitate relationship building with host-state police, use sustainable capacity-building approaches such as training of trainers, provide broader benefits to missions, and are more attractive to some police-contributing countries. At the same time, several obstacles to greater effectiveness have emerged, including that SPTs confront high-level tensions over their development and administration, experience supply-side issues due to their reliance on voluntary contributions and shortages of specially trained officers and civilian experts, and are dominated by countries in the Global North. They also have inconsistent composition, plans, and modalities across and even within missions and phases; lack sufficient guidance on key operational aspects; and lack consistent and sufficient funding. Moreover, SPTs are disconnected from broader efforts, sometimes implement unsustainable programming that focuses on “quick wins,” and often lack adequate frameworks for monitoring and evaluation. The lessons emerging from the experience of SPTs to date emphasize the need for innovation around deployment and implementation modalities for this specialized approach to capacity building. At the same time, they highlight the need for greater organizational flexibility and adaptability to empower and maximize the potential of SPTs.

9. Gender mainstreaming in United Nations peace operations: an unfulfilled promise?

Abstract:
The principle of gender equality is a cornerstone of the United Nations (UN). Centred on equal access to rights, opportunities, resources and decision-making powers irrespective of gender, it’s embedded within the UN Charter and championed in the UN Universal Declaration of Human Rights. Mechanisms such as the inaugural resolution 1325 on Women, Peace and Security (WPS) agreed to in 2000 by the UN Security Council (UNSC), and the adoption of an additional nine WPS resolutions, further represent the critical intent to achieve this goal. The purpose of such WPS mechanisms is to cultivate gender balance, foster diverse leadership and champion gender equality in a global effort to establish sustainable peace after conflict. Yet, as we stand on the threshold of the 25th anniversary of UNSC resolution 1325, the UN’s stride towards gender equality for uniformed women in peace operations has been ‘exceedingly slow’. The lofty aspiration of ‘equal opportunity peacekeeping’ through gender mainstreaming policies and practices remains elusive, entangled in a web of misconceptions and entrenched systemic barriers and institutional challenges. The purpose of this ASPI report is threefold. First, it examines the blocks to implementation and the effects of gender mainstreaming strategies. Second, it advances three strategic interventions for the UN system and its global peace and security community: redefining peacekeeping benchmarks for an efficient and effective uniformed component shifting the narrative on peacekeepers’ contributions regardless of gender incorporating feminist voices and practices in the development of policies and practices for the deployment of peacekeepers. These proposed interventions offer a unique prospect for the final section of this report: encouraging Australian Government departments and agencies that have responsibilities for and commitments to execute the Australian National Action Plan (NAP) on WPS. Those commitments extend to fostering gender equality in both domestic and international WPS endeavours, thereby strengthening Australia’s position as a proactive UN member state.

10. Reimagining peacekeeping in Africa and beyond

Abstract:
The ending of the United Nations (UN) peacekeeping mission in Mali in 2023, coupled with preparations for concluding the more than two decades-long mission in the Democratic Republic of the Congo (DRC) in late 2024, signal a new trend in international peacekeeping: a move away from extensive, multidimensional missions towards more targeted and stabilisation-focused, often ad hoc, operations. These milestones in peacekeeping point to the need for UN member states, from both the South and North, to respond to the contemporary global landscape and conduct a thorough reassessment of the effectiveness of peacekeeping. The absence of any new, large-scale, multidimensional peacekeeping initiatives since such missions were deployed in South Sudan (2011), Mali (2013) and the Central African Republic (2014) further emphasises the uncertain future of peacekeeping. There is a growing recognition that these operations have failed to meet expectations and achieve their intended objectives of establishing lasting and equitable peace where they deploy. This realisation, together with a crisis of consent from host states, has led to waning confidence in and enthusiasm for such interventions among the international community. Alongside a declining belief in the ‘liberal world order’ primarily advanced by governments and practitioners in Europe and North America, this underscores a deep-seated change in the field of international peacekeeping. On the one hand there is a need to adapt and critically assess almost six decades of peacekeeping, as highlighted in the UN’s New Agenda for Peace, including the political and ideological basis upon which this form of intervention stands. Indeed, peacekeeping has not only attempted to respond to the changing nature of conflict, especially after the Cold War, it has also directly contributed to existing inequalities globally and represented an increasingly violent form of intervention from its traditional point of departure. On the other hand, with UN-led peacekeeping missions (possibly) phasing out, it is crucial to also critically analyze the new forms of intervention that are emerging. Their suitability for the diverse operational challenges encountered must be assessed, especially in Africa where most UN missions have been deployed, often led by the African Union (AU) or through ad hoc coalitions that sometimes operate beyond UN and AU mandates.
