501. Nepal: Obstacles to Peace

Abstract:
Despite King Gyanendra's appointment of a new prime minister in June 2003, Nepal remains in a deepening political crisis. By turns conciliatory and confrontational, its royalist government, the Maoist insurgents and the recently ousted political parties have all proven capable of derailing the peace process if their concerns are not addressed. With political parties shut out of peace talks and the palace continuing efforts to keep them off balance and marginalised, party activists have increasingly taken to the streets. This has left the king in an awkward position: wishing to retain control of the government without appearing to be doing so. Such an approach is ultimately untenable, as the controversial appointment of Prime Minister Surya Bahadur Thapa makes clear.

502. Taiwan Strait III: The Chance of Peace

Apparently irreconcilable positions on the 'one China' principle have emerged between China and Taiwan over the last decade, with Taiwan for some time now asserting not only that it is a separate political entity but an independent sovereign country. China for its part remains absolutely unwilling to compromise its position that Taiwan and the mainland are part of one country, and has not renounced the use of force as a means of making that principle a reality. The risk of war between them must, accordingly, continue to be taken seriously.

503. Through the Fog of Peace Building: Evaluating the Reconstruction of Afghanistan

Abstract:
A year and a half after the defeat of the Taliban, anger is rising in Afghanistan at the slow pace of reconstruction. Success in reconstruction means meeting goals, not fulfilling pledges or being generous. The overriding goal is enabling Afghans to build a country that contributes to, rather than threatens, their own and global security. As the government of Afghanistan becomes better organized and articulates both this goal and what is needed to reach it more clearly, it has become evident that donors underestimated the amount of assistance required. Initial pledges fell short even of underestimates of the needs and were far less than in other comparable cases. Initial disbursements, which in past cases have always exceeded subsequent ones, came relatively quickly and nearly met pledges, as donors have highlighted (see figure 1). But most of these disbursements went for emergency humanitarian needs, not reconstruction. Implementation of those reconstruction projects that have been funded has been exceedingly slow, leaving little to show on the ground. As of May 2003, donors reported that in 17 months they had completed reconstruction projects with a total expenditure of only $191 million, out of $2.1 billion pledged to reconstruction for the first twelve months. Furthermore, according to Afghan government figures, only 16 percent of the total disbursements (including for humanitarian purposes) had passed through channels controlled by the struggling Afghan government and had thus failed to build that government's capacity or legitimacy. The pervasive insecurity outside of Kabul prevented implementation of major projects and sapped the public's confidence in the new authorities. Failure to strengthen the government and provide security will doom the reconstruction effort even if contributions increase. The government has articulated an ambitious policy framework for reconstruction and asked for both reconstruction and security assistance. Success is possible, and at a modest cost. Failure by the US and other major states to respond will doom Afghanistan, the region, and the world to a repetition of anarchy that gave birth to the Taliban and refuge to al-Qaida.

504. Deaths in Wars and Conflicts Between 1945 and 2000

Abstract:
"A Beastly Century": It was a phrase used by Margaret Drabble, a British novelist, in an address to the Royal Society of Literature in London, on December 14, 2000. But of course it was no more than a human century. In 1994, the historian Eric Hobsbawm wrote that 187 million people were "killed or allowed to die by human decision" in what he called the "short century"-a period of about 75 years from 1914 to 1991. The period chosen by Hobsbawm spanned the beginning of World War I to the dissolution of the Soviet Union and the end of the Soviet occupation of its Eastern European "allies." Given that Hobsbawm is a Marxist historian, his choice of the category "by human decision" was particularly significant. However, the sum that he provided was low by just about 29 million people for the full twentieth century, during which approximately 216 million people died in wars and conflict and, in very large numbers, "by human decision." The data to support this statement are presented in the following pages and in a detailed table beginning on page 43 of this document. The purpose of this study is to provide the derivation of the numbers in that table and to briefly discuss several instances in the past decade or so when large numbers of deaths could unquestionably have been averted by international action.

505. Conversion at Stepnogorsk: What the Future Holds for Former Bioweapons Facilities

Abstract:
This study examines the ongoing efforts to convert a former biological weapons (BW) facility in Stepnogorsk, Kazakhstan. The facility, known in the Soviet period as the Stepnogorsk Scientific and Experimental Production Base (SNOPB), was the USSR's largest mobilization facility dedicated to the production and weaponization of anthrax bacteria. Since the collapse of the Soviet Union, the Kazakh government has demonstrated its commitment to nonproliferation and international security by opening and providing full transparency into the facility. The Kazakh government has issued mandates for a number of restructuring changes and conversion efforts at the facility. Subsequent U.S. and international assistance have played key roles in dis- mantling the facility and redirecting its personnel to peaceful purposes. Yet, the continuing economic and political instability in Kazakhstan maintains concerns regarding the threat of proliferation involving former BW personnel from the facility.

Abstract:
On 6-7 May 2002, the National Intelligence Council and the Department of State's Bureau of Intelligence and Research sponsored a conference that examined the prospects for resolving regional conflicts involving four states of the former Soviet Union: Georgia, Armenia, Azerbaijan, and Moldova. The conference brought together outside scholars, regional experts and officials to discuss the conflicts in Abkhazia, South Ossetia, Nagorno-Karabakh, and Transnistria. The purpose was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

508. Maintaining the Effectiveness of the Chemical Weapons Convention

Abstract:
On 28 April 2003 a Special Conference of the States Parties to the Organisation for the Prohibition of Chemical Weapons (OPCW) will be convened to review the implementation of the 1993 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (Chemical Weapons Convention, CWC) and to take into account new, relevant, scientific and technological developments. Whatever specific points may be considered, this Conference needs to address two underlying issues: States Parties' long-term interests in continued participation in the OPCW regime; and how the treaty's effectiveness can be maintained and enhanced given the latest shifts in the security environment (including the new urgency of counter-terrorist efforts), current political and financial realities and the fast pace of technological change. These can best be tackled if the Conference focuses its attention on a small number of manageable, well-conceptualized issues. Otherwise there is a risk that the Conference could become bogged down in open-ended discussions on a myriad of unresolved operational implementation issues.

509. Europe and the Middle East: Towards A Substantive Role in the Peace Process?

Abstract:
The Middle East is the region where Europeans have, arguably, most strongly felt their loss of great power status. During the nineteenth century, European powers encroached upon, occupied and annexed various territories in the Middle East. With the disintegration of the Ottoman Empire after World War 1, Britain, and to a lesser degree France, became the undisputed external actors in the region and in large part created the modern Middle Eastern state system. Although a certain degree of power was devolved to local leaders, Britain and France ensured their prerogatives over foreign and defence issues and assumed responsibility for regional stability. Other powers, such as the Soviet Union and the United States, were not absent from the region but did not essentially challenge the European hegemony. The Soviet Union's power projection had been greatly reduced in the aftermath of revolution, civil war and internal consolidation; the United States deliberately abstained from assuming a political role, with all its tainted colonial connotations, and only demanded an 'open doors' policy in relation to its trade and commercial interests. In this relatively unchallenged strategic environment, Britain had a remarkable freedom to act as the principal regional security actor. In practice, the period of British dominance was to be relatively brief, being characterised by one historian as 'Britain's moment' in the Middle East, and was also increasingly to be frustrated by the growing inter-ethnic conflict in Palestine.

Abstract:
Outcomes of transitional periods after peace agreements to halt civil wars are critical to sustaining peace and providing the basis for a long-term process of democratization. Understanding these transitional processes and designing policies to promote successful peace implementation are among the greatest challenges of the post–Cold War era. In a number of recent cases, including Angola (1992), Cambodia (1993), El Salvador (1994), Mozambique (1994), Bosnia-Herzegovina (1996), and Liberia (1997), elections have been designated in the peace accord as the mechanism for ending the transition. Such postconflict elections are designed to advance two distinct but interrelated goals – war termination and democratization.
