31. Hybrid Threats in EaP Countries: Building a Common Response

Abstract:
Four non-governmental organisations from Georgia, Moldova, Armenia and Ukraine conducted a joint study assessing hybrid threats that the EaP countries are currently facing. The project aimed to study the hybrid threats which affect Eastern Partnership states and elaborate recommendations to actively engage civil society in countering them. The project envisaged the creation of a team of experts from Georgia, Moldova, Armenia and Ukraine, which would travel to the capital cities of the mentioned states and meet all relevant stakeholders from government, parliament and civil society. The meetings resulted in the collection of all necessary information, opinions and ideas on the state of institutional and legal measures taken in the countries on countering existing hybrid threats. The team of experts also undertook desk research based on accessible open sources and interviews conducted with different stakeholders, among them government officials, experts and civil society organizations. The research and study visits provided the ground for four country reviews to be written by the experts. Their reports have been integrated mutatis mutandis into the present policy paper, followed by a comparative analysis of threats and institutional responses, similarities and distinctions in the policies of the four mentioned countries. The paper also explores the role and areas of potential engagement of civil society. To effectively counter the hybrid threats, a joining of efforts of official bodies and non-state actors is required. It also needs reinforced international cooperation on a government and civil society level. The paper recommends the governments establish active cooperation among and with the EU countries with the aim of analyzing, exchanging knowledge and countering jointly, where appropriate, hybrid threats. The cooperation should target the development of an appropriate legal environment and adequate institutional capacity. Civil society itself should become more organized and consolidated. The paper advises the EaP CSF to conduct work on consolidating the efforts of civil society in the direction of strengthening the resilience of EaP countries, especially in countering attacks aiming to discredit and weaken the Europeanisation of the mentioned countries. It was advised that the EaP CSF contribute to facilitating the capacity building of civil society organizations so as to help them to actively engage in countering hybrid threats. Despite the existing differences between EaP partner states as regards their foreign policy priorities and geopolitical orientation or trade arrangement, all of them seek closer cooperation with the European Union, peaceful co-existence, and the chance to develop efficient economic ties within the wider region. Continuation of Europeanisation and interaction with EU institutions, supporting democratic transformation, economic and regulatory convergence, social cohesion and human capital development, institutional and state build up, has become irreversible thanks to the success of the EaP. The sources of the new hybrid threats predominantly aim at discrediting and weakening the motivation of the EaP partner states to further integrate with the EU. Indeed, EaP partner states understand the importance of this cooperation and are interested in countering, jointly where possible, any adverse action or attempt to disengage them from that process. Based on the results of the study, we propose a set of recommendations for the governments of EaP states, EU and NATO institutions and their member states.

Abstract:
The objective of the project, in the framework of which this policy paper was developed, is to promote the wider involvement of civil society in the policy area that can and should benefit from a multi-stakeholder approach through all stages of the policy cycle in the upcoming period in order to maximize the impact of joint actions and activities. The paper has an ambition to advise on how civil society should and could be involved in formulating, implementing and monitoring the future deliverables in the area of hybrid threats in the post-2020 Road Map for the EaP policy, including developing specific deliverables with concrete benchmarks for individual countries in a regional perspective. The paper feeds directly into the debate on the new EaP Road Map and structured consultation opened by the EU institutions, and builds directly on the recommendations from the EaP CSF policy paper "Advancing Eastern Partnership: 23 Civil Society Ideas for the Policy beyond 2020". It will be distributed to its target audience in Brussels, EU member states and EaP countries. Further advocacy and discussion with stakeholders in Brussels is planned during the 11th EaP CSF Annual Assembly on December 6, 2019. The paper is a result of the joint research conducted by a team of experts representing CSOs from all six EaP partner states. The team conducted desk research and held consultations with stakeholders and experts in their respective countries. Each of them contributed to country reports and proposed recommendations for the development of cooperation on prevention and countering hybrid threats throughout the EaP area. The findings of the study covered the comparative analysis of hybrid threats in EaP countries, the response of the governments, cooperation between EU and EaP countries on countering hybrid threats, civil society engagement and, finally, the suggestions on the development of cooperation between EU and EaP partner states. The research resulted in concrete recommendations for the governments of the respective countries, EU institutions and member states and for civil society, which is advised to intensify its engagement in countering hybrid threats and in developing a common response.

Abstract:
The NATO Alliance faces simultaneous dangers to its east, to its south, and from a series of security challenges unbounded by geography, at a time when disparate allied responses to a host of challenges are tearing the seams of European unity and American political figures have even questioned the need for NATO. Europe risks turning from an exporter of stability to an importer of instability. The vision of a Europe whole, free and at peace is challenged by a Europe fractured and anxious. The Alliance must be revitalized for the new world rising before us. An overarching Alliance strategy must rely on NATO’s ability to provide a full spectrum of deterrent and defense tools to provide collective defense for all of its members, together with an ability to project stability and resilience beyond its borders using an array of tools for crisis management.

Abstract:
As Egypt’s ‘Year of Education’ begins, the government pushes much needed reform in pre-university education across the country. Supported by a $500 million World Bank loan, the government is accelerating efforts to train teachers, build schools, and implement tablet technology in primary and secondary education. The reforms include one ambitious project that is especially deserving of more attention: the expansion of a pilot program adapting Japanese educational techniques to the Egyptian context. At a meeting in Tokyo on February 29th, 2016, Japan’s Prime Minister Shinzo Abe and Egyptian President Abdel Fattah al-Sisi announced a joint partnership that sought to link Egypt to Japan through educational development, in part thanks to al Sisi’s personal admiration for Japan’s education system. As part of the joint partnership, Japanese and Egyptian administrators and policymakers set out to reshape Egyptian pedagogy. Modeled on Japan’s Tokkatsu education system, which refers to a program of “whole child development,” Egypt aims to build schools that place great emphasis on teaching students to be responsible, disciplined, and clean, as opposed to the more traditional model prioritizing higher standardized testing scores. A Tokkatsu-inspired curriculum is already being used at over forty schools that accepted more than 13,000 students in September 2018. While President al Sisi plans to personally monitor the new education system, other MENA states should also watch closely. If it successfully contributes to building Egypt’s human capital and improving students’ competitiveness, other states in the region might consider implementing similar educational policies.

35. Can China’s Diplomatic Partnership Strategy Benefit Outward Foreign Direct Investment?

Abstract:
In the context of global integration, whether a diplomatic partnership strategy can promote outward foreign direct investment (OFDI) and how it works are very important issues for China. Based on a dataset featuring China’s partnerships collected from the Ministry of Foreign Affairs website, we establish an empirical framework to assess the role of China’s diplomatic strategy in its OFDI arising from partnerships since 1993. The results show that the establishment or upgrade of partnerships has had a positive effect on Chinese firms’ decisions on OFDI for at least the short term, especially for firms with higher demand for policy guarantees from the government, such as noncentral firms and non-Beijing firms. The results also show that the increase in OFDI is concentrated in host countries with higher political risks, such as developing countries, neighboring countries, and Belt and Road countries, which is consistent with China’s diplomatic focus. Our research proves that China’s diplomatic strategy can assist firms to invest abroad.

36. The Future of EU’s Eastern Partnership Beyond 2020

Abstract:
The year 2019 has marked the ten-year anniversary of the EU’s Eastern Partnership (EaP) and seen the start of the development of a new strategy for the EaP, which is to be announced by mid-2020. A new European Commission took office on December 1, and according to its president, Ursula von der Leyen, “the European Union’s future is shaped and tied in with the future of its neighbors and its partners. A stable, secure and prosperous region around our Union is therefore of paramount importance. The EU should be present and active across our neighborhood, cooperating on common challenges and opportunities and providing support for essential reforms.” In her mission letter to Commissioner for Neighborhood and Enlargement Olivér Várhelyi, von der Leyen asked him to “take the Eastern Partnership to the next level” by proposing a new set of long-term policy objectives for the EaP. The changing domestic and geopolitical environment of the last ten years, and its effects on the EaP countries and the EU member states make this a challenging task. Zigzagging sociopolitical and economic developments in the EaP countries, the capacity to act of the EU (and of Germany, a particularly important player in the region), and the rising influence of third powers in the region are among the main factors that have profoundly changed the nature of the relationship between the EU and its neighborhood. The changing context therefore needs to be considered in the design of the next set of policy objectives and instruments. The EU and its member states, however, lack a clear strategy and a political vision for how to further engage with the eastern neighborhood. This report analyzes these factors that the EU should consider when engaging with the EaP countries in times of crisis and external pressure beyond 2020.

37. From 'Rebalance to Asia' to 'Free and Open Indo-Pacific': The Development of the U.S.-Vietnam Comprehensive Partnership

Under the Obama administration’s Rebalance to Asia, Vietnam gradually gained importance in U.S. foreign policy as the two countries formed a “comprehensive partnership” in 2013. Despite the Trump administration’s America First policy, the United States prioritizes its partnerships with Vietnam and other Southeast Asian countries in its Free and Open Indo-Pacific Strategy. While a common concern about China’s behavior in the South China Sea has facilitated the growth of U.S.-Vietnam relations, the foundation of the relationship is cooperation on Vietnam War legacy issues. The two countries have made remarkable progress in advancing diplomatic, economic, and defense ties regardless of remaining challenges. The year 2020 would be ideal for the United States and Vietnam to upgrade the relationship to a “strategic partnership”: it marks the 25th anniversary of the normalization of bilateral relations, Hanoi’s ASEAN chairmanship, and the start of Vietnam’s term as a non-permanent member of the United Nations Security Council.

38. The Impact of the Trump Administration's Indo-Pacific Strategy on Regional Economic Governance

The Trump administration's Indo-Pacific regional economic governance strategy addresses trade, investment, and infrastructure development. Its reception by regional states varies by issue area, with infrastructure and investment being positively received, and trade being negatively received. To alleviate policy clashes and lessen the “noodle bowl” effect of overlapping rules and regulations, this paper suggests that American and Asian governments should: (1) immediately pursue collaboration in the areas of investment and infrastructure; (2) advance investment cooperation via capacity training and investment treaty consolidation; (3) enhance infrastructure collaboration via the Better Utilization of Investments Leading to Development Act of 2018 (or BUILD Act of 2018), joint ventures, public-private partnerships, and capacity training; (4) push forward trade cooperation via formal and Track 2 (informal networks) dialogue to facilitate a policymaking process; and (5) encourage more inter-bloc dialogue.

39. The Expanding China-Russia Defense Partnership

Russia and China’s relationship is increasingly strengthened by arms sales, joint military exercises, and mutual diplomatic support. With growing frequency, the two countries hare expressing joint concern towards “threatening” U.S. military capabilities and security policies. China’s growing ability to deny foreign navies access to waters and airspace is connected to the sophisticated defense platforms provided by Russia. Vladimir Putin and Xi Jinping are seeking a closer defense partnership, which could take the form of integrated military operations, collaboration on battlefield technology, or a joint missile defense system. Through joint military exercises, China is learning from Russia’s military experience in Crimea, gaining operational knowledge on expeditionary logistics and how to protect military bases in foreign countries. In 2021, the Sino-Russian Treaty of Friendship expires. Its renewal could introduce new dynamics to the China-Russian relationship, and the possible inclusion of collective defense provisions like those between the U.S. and Japan.

China- Pakistan Economic Corridor (CPEC) is a series of big engineering project that China and Pakistan develops to enhance the connectivity and common development of the two countries. CPEC, with Kashghar (in Chinese Xin Jiang Province) and the port of Gwadar (in Pakistani Baluchistan Province) at its northern and southern ends respectively, is a hub of Silk Road Economic Belt and Maritime Silk Road. So it is extraordinarily significant for the strategic deployment and promotion of Belt and Road initiative. At the moment (May 2017), the construction of CPEC has made a number of important developments. The governments of China and Pakistan have also conducted rounds of consultations to set up “long-range planning of CPEC”. On this occasion, this article will conclude the current situation of the construction of CPEC, summarize and evaluate the challenges and risks that exist, and offer preliminary countermeasures and suggestions.
