61. Messaging Matters: How Information about Underrepresentation Affects the Political Participation of Racial and Ethnic Groups in California

Abstract:
Can racial and ethnic minorities be mobilized to participate in politics at greater rates? We theorize that mobilization messages providing information about a group’s underrepresentation in government may increase participation among racial/ethnic minorities. However, responsiveness to such messages should vary depending on individuals’ prior awareness of their group’s underrepresentation. Using a two-wave panel survey that randomly assigned different get out the vote messages, we find that messages highlighting a racial/ethnic group’s underrepresentation in government do not increase Latinos’, Blacks’, or Asians’ likelihood of voting. We also find that such messages can decrease other forms of political participation among Asians and Latinos who were previously unaware of their group’s underrepresentation. These findings indicate that information about underrepresentation can actually demobilize certain segments of the electorate. Thus, practical efforts to boost participation among underrepresented groups should either communicate information about underrepresentation in other ways or provide a different type of message altogether.

62. Early in the Pandemic, There Was No Partisan Divide over Preferences for Voting by Mail in the 2020 Election

Abstract:
In April, 2020, was there a partisan divide between eligible voters from California’s major parties over whether they preferred to vote in person or through mail ballots in the November election, and what percentage of likely voters from each party said they would not vote if the election were held exclusively through the mail? Did partisans divide over policy proposals about how to conduct this election? We investigate these questions by analyzing a statewide survey of a diverse sample of 12,276 eligible voters conducted April 8-22, 2020. When we asked eligible voters how they wanted to cast their ballots this November, we found no significant divide between the Republican and Democratic eligible voters. More than half of eligible voters in both parties prefer to cast a ballot by mail, with nearly another two in ten voters preferring to drop off a ballot that has been sent to them in the mail. Gaps of eight to twelve percentage points emerge between partisans over support for policies that advance voting by mail, though there is still a strong consensus supporting these changes among all partisan affiliations.

Abstract:
In 2015, Governor Jerry Brown signed the California Voter Participation Rights Act (SB 415) into law. As its title suggests, the bill aimed to increase turnout in local elections by forcing all California jurisdictions to hold elections concurrently with statewide elections (in June or November of even years). Turnout in local elections is significantly lower than national turnout, averaging only 20% by some estimates (Alford and Lee 1968, Wood 2002, Hajnal and Lewis 2003, Caren 2007, Hajnal 2009). Scholars have found that election timing is the most important predictor of differences in aggregate turnout rates across cities (Alford and Lee 1968, Anzia 2014, Anzia 2011, Hajnal and Trounstine 2005). Hajnal and Lewis find that city elections that coincide with presidential elections are associated with a turnout of registered voters 36 percentage points higher than turnout in cities that do not hold elections that coincide with the presidential election (2001, 656). Caren finds that cities holding elections concurrent with the presidential election increase voter turnout by 27% compared to cities that do not (2007, 41). The logic behind SB 415 is that moving local elections to coincide with national elections will improve electoral participation.

Mass Media is among the major source to disseminate the political information in South Asia. Political news informs citizens regarding policies of political parties. Public and voters rely on political news on television, radio, social media and newspapers to know about the political world. This study examines the effects of mass media on the voters‟ participation in political discussion in general election 2013 in Pakistan. This study explores the process by which voters‟ behavior regarding political discussion is affected by political news exposure. For data collection, cross sectional survey method was used. The survey participants / respondents are primary school teacher voters in Lahore Division. Multistage purposive sampling technique was used for taking the sample of voters.

65. The Georgia Risk-Limiting Audit/Hand Tally: A Carter Center Observation Report

Abstract:
Following the November 2020 election, Georgia conducted a risk-limiting audit (RLA) of the presidential race. This audit constituted the largest hand tally of an election race in U.S. history. The Carter Center, which has observed more than 110 elections in 39 countries, was the only nonpartisan organization credentialed by the Office of the Secretary of State to provide an impartial assessment of the implementation of the audit process. The Center had the same access provided to the political party monitors who were present throughout the state. In deploying independent monitors to observe the Georgia RLA, The Carter Center hoped to bolster voter confidence in Georgia’s electoral process by assessing the state’s efforts to improve the transparency of its elections.

66. Citizen Participation in Latin America’s Supreme Audit Institutions: Progress or Impasse?

The notion of citizen participation in external audit processes dates back to the end of the 20th century. A few declarations of the General Assembly of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) and the work of its Citizen Participation Commission (CPC) have contributed to its conceptualization and recognition, encouraging the work of Supreme Audit Institutions (SAI) around this theme. This has been reflected in the institutional strategic plans and annual reports of a set of SAIs in the region. Therefore, the current debate now goes beyond whether citizen participation in the audit process is necessary and why. After more than two decades since the first reference to citizen participation in external auditing in a statement from the OLACEFS General Assembly, the question is how much and in which way SAIs’ promotion of citizen participation has made progress, and what are the results to date. That is to say, the question currently centers around the scope and depth of such citizen participation. Based on in-depth interviews and desk-review, as well as submitting requests for information, the analysis shows that the incorporation of the term “citizen participation” as an ingredient for audit process has advanced at a faster rate than its implementation. The implementation of citizen participation varies significantly among SAIs in the region in terms of its scope and depth. In many cases, it is still limited to a bounded exercise—generally a particular type of practice and/or to promoting participation during a specific phase of the audit cycle. Nonetheless, there is no evidence of the existence of a meaningful strategy—with specific objectives, instruments and results indicators—for citizen participation linked to broader organizational and learning processes within SAIs, nor a profound transformation in the exercise of audits. For this reason, after 20 years, it is worth considering whether progress is really being made, or there is an impasse in addressing citizen participation by SAIs in the region. In terms of the scope of citizen participation in oversight in the audit cycle, with exceptions, there is a significant deficit of practices and experiences of participation in SAIs during the phase of executing audits and following up on the findings and recommendations issued by SAIs. Regarding the depth of citizen participation in audits, there is an emphasis on the use of citizen complaints or channels for denunciations [although evaluations of its effectiveness are lacking] as well as dissemination of audit reports, followed by public awareness or training. However, according to the maturity model on citizen participation proposed by the Declaration of the OLACEFS General Assembly of Punta Cana in 2016, the practice of citizen complaints is associated with its most basic level of citizen participation. Furthermore, SAIs tend to promote consultative practices rather than collaborative practices, unlike other innovative spaces for participation, such as the Open Government Partnership. Finally, the number of SAIs that use new information and communication technologies for participation and collaboration with citizens is limited—beyond the use of online complaint systems and social media for communicating SAI work. For this reason, the question arises as to how far SAIs are adapting to the latest innovations and changes in citizen participation. This working paper provides an overview of citizen participation in external auditing in Latin America. After the introduction, Chapter 2 presents a synthesis of the evolution on citizen participation within the OLACEFS, as well as the progress observed in SAIs in the region. Chapter 3 proposes an analytical framework on citizen participation in auditing based on two dimensions: its scope and depth. Chapter 4 examines a set of SAI citizen participation practices in the region according to the four-level classification (basic / low / intermediate and advanced) proposed in the OLACEFS Declaration of Punta Cana. Chapter 5 analyzes a couple of practices and experiences of citizen participation in auditing due to its degree of institutionalization: participatory planning in the annual audit program of Argentina’s General Audit Office and the articulated audit at the General Comptroller Office of Colombia. Chapter 6 delves into the citizen participation policy of the General Comptroller Office of Colombia. Finally, the conclusion highlights some findings and recommendations for the future. As a result of the analysis undertaken, this study recommends that the OLACEFS’ Citizen Participation Commission promote an evaluation of the extent of citizen participation in each SAI according to its proposed levels of maturity, and that each SAI publicly reports on the effectiveness of the practices implemented (including the SAI’s responsiveness) as well as the impact of such citizen participation on external auditing. Brendan Halloran of the International Budget Partnership contributes a preface that frames citizen engagement with Supreme Audit Institutions in the broader context of accountability ecosystems. 67. Advancing Women’s Participation in Track II Peace Processes: Good and emerging practices

Abstract:
Diplomacy and peace processes are multi-tracked. They happen at multiple levels, from official peace negotiations to informal peacebuilding initiatives. Meaningful participation of women across all tracks is essential to building sustainable peace. While women remain underrepresented in official Track I peace processes, Track II diplomacy has offered women a space to meaningfully participate in conflict-resolution efforts. From past peace processes in Liberia and Myanmar to ongoing efforts in Afghanistan and the Caucasus, Track II diplomacy is both common and especially important for women. This policy brief is designed for an audience of conflict resolution practitioners and policymakers and seeks to capture the most successful and promising practices, highlight how to overcome common constraints, and propose indicators to assess the success of women’s participation in these informal processes.

Abstract:
Increasing women’s participation in peace processes is an important goal for the international community, and evidence suggests that more inclusive peace processes involving meaningful contributions by women are more likely to help achieve sustainable peace. Today, women remain largely excluded from formal Track I peace processes, even as they play a major role in informal Track II peace processes. This brief offers a systematic review of women’s extensive, varied involvement in informal peace processes based on our comprehensive mapping of informal peace processes with women’s involvement. It finds that women advocate for peace in a variety of different ways, even when formal negotiations are closed to them, including meaningful advocacy for a more gender-just post-conflict society. Supporting women in their informal efforts to shape the peace is as important of a goal as advocating for more women at the formal negotiating table. Women who are excluded from formal negotiations have voices that deserve amplification, alternative visions of the peace that warrant consideration, and roles to play in helping societies confront the complex legacies of conflict. Better incorporating women’s Track II initiatives into formal peace processes would offer a more comprehensive and inclusive approach to peacebuilding, fostering local ownership and buy-in for negotiations while elevating the concerns and expertise of those excluded from elite negotiations between warring parties.

69. How Did Conflict Affect Women’s Economic Opportunities in Sub‑Saharan Africa?

Abstract:
Prior research suggests that in times of conflict, women seek paid work for various reasons. But do these shifts last post-conflict? The authors analyze women’s labor force participation and employment trends in six conflict-affected Sub-Saharan African countries: Burundi, Chad, Côte d’Ivoire, Guinea-Bissau, Liberia, and Rwanda. The report finds there are significantly higher labor force participation rates among women, both in absolute numbers and relative to men’s participation, in these conflict-affected countries compared to peer countries. However, while conflict expanded women’s economic opportunities, it did not transform or improve the quality of jobs available to them. Most women continue to work in agriculture, often lacking decent working conditions and adequate social security. A deeper investigation of Liberia suggests that conflict-related disruptions expanded women’s economic opportunities. The predicted employment likelihood rose significantly between 1986 (three years before the conflict) and 2007 (four years after the end of the conflict) for all Liberian women, but especially among married women.

Abstract:
Contemporary development discourse confers a protuberant role to decentralization and local governance. To comply with this developmental demand, the Government of Pakistan introduced local governance and decentralization measures to use local governance system as a platform for localizing development and engaging local citizens. This article explores the historical level of the local governance system in Pakistan and the manifold problems that contributed to the absence of an adequate and capable local government system. Empowerment, accountability and transparency mechanisms in local governance systems are not functioning properly and hence the performance and results of the local governance system are very unsatisfactory.
