1. Prospective Visions for the Future of Governance in Palestine

Abstract:
The issue addressed in this paper is that the future of the Palestinian political system remains unclear, making it too early to determine the exact shape of the governance system. Consequently, the researchers have employed a foresight methodology to analyze a set of variables and indicators to develop possible scenarios regarding the future of the political system and its impact on governance in Palestine. The foresight methodology relies on analyzing trends and future changes by studying current patterns and anticipated challenges to predict potential scenarios. Based on this approach, the researchers conducted two focus groups—one in Gaza City and another in Ramallah—on Thursday, January 23, 2025. The aim was to gather insights from elites, representatives, and key actors in Palestinian society regarding the potential outcomes of this system. Additionally, the researchers conducted a series of unstructured personal interviews with several Palestinian politicians to obtain analyzable results. This paper will first provide an overview of the Palestinian political system throughout different historical phases. It will then discuss the challenges faced by key actors within Palestinian society who have historically played a significant role in shaping and building the political system and governance structure—particularly the Palestinian Authority, Fatah (which has historically supported it), Hamas, and other Palestinian national and Islamic forces. Lastly, the paper will explore the future of the Palestinian political system and examine the impact of each scenario on the governance structure.

Abstract:
A political settlement to resolve the conflict with the Palestinians once Hamas is weakened, and after an intermediate stage in which a reconstituted Palestinian Authority is established with the promise of a real political horizon, is a vital Israeli interest. Achieving this goal requires the election of a pragmatic Palestinian leadership that is deemed legitimate by the Palestinian public and is therefore able to realize the vision of a viable Palestinian state and a stable political settlement that provides security for Israel. In order to prevent the election of extremists opposed to a political settlement, legitimate restrictions must be placed on the individuals and groups running for the post of president and for membership in the legislative council. These limitations will be based on the three conditions that the Quartet countries laid out for Hamas after its victory in the 2006 elections: abandoning the path of terrorism, recognizing Israel, and affirming the previous agreements it signed with the PLO. The elections must take place in the context of an advanced political process offering hope to the Palestinian people in the West Bank and Gaza Strip, and increasing their support for a settlement approach. To that end, Israel will have to declare its commitment to a political process designed to result in a two-state solution, and adopt confidence-building measures that demonstrate its intent to reach a political settlement, including a halt of construction in the settlements. At the same time, the international community, led by the United States and the European Union, will have to guarantee their recognition of a Palestinian state. The United States will also help train the Palestinian Authority’s security apparatuses, contribute to the development of its economy, and promote reforms in government institutions. Israel and the international community must lay the groundwork for orderly, internationally supervised elections in the West Bank, East Jerusalem and the Gaza Strip that will ensure the election of a suitable national leadership for the Palestinian people. Having won the trust of the people, such a leadership will enjoy legitimacy and be able to promote a stable settlement with Israel. It will also contribute, over time, to strengthening the moderate elements in society and weakening extremist, religious, and nationalist opposition elements.

On the eve of October the 7th, the Palestinian perception of PA governance was grim: trust in the PA leadership, PA public institutions, civil society organizations, and Hamas was low and declining; perception of corruption in PA institutions was overwhelming; and the public assessed the performance of the government in providing security, keeping the prices down, and narrowing the gap between rich and poor as bad or very bad; but satisfaction with service delivery was mixed These are the results of the latest wave of the Arab Barometer (AB) poll in Palestine, the 8th to be conducted since the start of these polls in the Arab World. This report is restricted to findings related to Palestinian perception of governance. The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip essentially during the period immediately before the start of the October the 7th war in the Gaza Strip and its envelop on the Israeli side.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

Recent months have seen a steep rise in the use of live fire in the Palestinian cities in the West Bank against IDF forces, as well as in the number of shooting incidents and other attacks. Behind the shootings are primarily young Palestinians, including Fatah operatives, and this phenomenon reflects the chaos within the Palestinian Authority. The Israeli security response, which focuses on counter-terrorism and widespread arrests of suspects, generates a self-sustaining cycle of escalation and heightens the motivation among young Palestinians to enlist in the fight against the Israeli security forces. The danger is that as a result of the chaos, the PA will cease to function as a responsible, stable, and effective entity that encourages calm and is an authoritative address for communication with Israel. To curb this trend and give the PA an opportunity (perhaps its last) to regain control of the northern West Bank and stop the deterioration, reconstruction measures should be pursued vis-à-vis the Palestinian Authority, and external collaboration and support should be recruited for the effort, primarily from Jordan and the Gulf states.
